Annexure C-1.

1 SAFETY RULES & REGULATIONS

EXCAVATON WORK SAFETY:

Excavation to be done as per the drawing after receiving/issuing work permit. Area
barricading to be done to avoid any incident of fall of man or Material.

General inspection and general requirements during excavation:-

1) All personnel must worn appropriate PPEs e.g. Helmet, gumboot etc.

2) Prior to excavation, drilling etc. site permits must be obtained i.e. excavation
permit (all utilities must have as built information) space, where applicable.

3) During benching and excavating activities a qualified supervisor shall be


assigned to observe the activity from start to finish. A competent person must be
identified on the excavation permit that is capable for identifying and conducting
daily inspections.

4) One person from contractor’s gang must be assign as a safety steward and his
roles and responsibility are as follows:

 Send new workers for Initial Safety Orientation Course.

 Ensure tool box is given and work on that day to be carried out.

 Hazards, risk & action to be taken to be elaborated to all the workmen.

 Safety steward will check the PPE compliance of gang before deploying at work.

 Safety steward will check physical condition of workmen before deploying at


work.

 Safety steward will monitor the behavior of workmen’s in the gang. In case of any
issue will report to site supervisor /Engineer/EHS.

 Monitor all site operations to ensure that standard operating procedures are
followed at site.

 Liaise and cooperate with site safety officer/ Engineer/ Supervisor and ensure
that defects brought to attention are corrected within the minimum reasonable
time.
 Provide proper supervision for the work.

 Establish and maintain proper communication with all workers with regard to
safety aspects.

 Safety steward should closely monitor the entire activity ,identify the hazards ,
risk and communicate the same to all concern for rectification.

 Safety steward will check the condition of tools and all necessary inspection to be
done.

 Safety steward will ensure that no workmen is moving beneath the area where
height work is going on.

 Conduct life after accident training, emergency rescue training & mock drill.

 In Case of any issue then Safety steward to stop the work activity.

5) The location of underground utilities installations such as sewer, telephone, fuel,


electric, waterline, or any other underground installation that reasonably may be
expected to be encountered during excavation work, shall be determined prior to
opening an excavation.

6) All underground utilities are to be considered live and in service, when digging
around live utilities, locate the isolation valves on either side of the proposed
excavation project prior to starting excavation.

7) All utilities are to be exposed for positive identification prior to beginning


excavation.

8) Subsequent to utility location activities or any utility that does not show up on
current as built, as built drawings shall be updated as per site requirements.

9) Ensure underground installations are protected, supported, or removed as


necessary to safe guard employees.

10) In case of damage to any utility immediate information should be given to


customer.

11) In case of sandy soil, black cotton soil, slope cutting/ step cutting or angle of
response may be maintained or souring shuttering and timbering should be
provided.
12) In case of high water level proper dewatering arrangement should be provided.

13) It should be ensured that no loose connection for dewatering pumps/ illumination
& others electrical equipment.

14) Construction equipment as like Fawada, kudali, chisel, hammer etc. should be in
front of co-workers.

15) Heavy construction equipment should be kept away from the edge of the pit at
least 2 mtr.

16) As benching are formed in the vicinity of a utility, the slop or protective system
(shield or shoring) will be constructed sufficiently to accommodate the safe hand
digging of material adjacent to the utility structure.

17) Overall jobsite is free of debris and good housekeeping being maintained.

18) Excavated area will be appropriately identified with signs, warning and
barricades.

19) Work area shall be protected from excavated or other materials or equipment
that could pose a hazard by falling or rolling into excavated pit with barriers or
barricades. Barrier will be positioned at least 1mtr. from open edge of excavated
pit.

20) Spoil material removed from an excavation and any other material storage shall
not be kept within 1.5mtrs or the distance equivalent to half of the depth of
excavation from the excavation edge, whichever is more.

21) A stairway, ladder (Alluminium), or ramp shall be used as a means of access or


egress in pit excavations that are four feet or more depth.
When ladders are utilized the following points must be follow:

 Use the right ladder for job:


 Inspect the ladder before and after use
 Get help when moving heavy or long ladder
 Ensure that portable ladder of all type are placed on suitable surface.
 When climbing make sure your shoes/boots are clear of mud, snow or grease.
 Protect base of ladder from accidental contact with traffic (human or vehicle) by
securing it with hazard/caution tape or warning signs and or having someone
present at the base.
 Secure the top of a ladder when using it to access a platform or scaffold and
ensure that the top of the ladder extends above the upper surface
 Face the ladder when ascending or descending-maintain 3 point contact
 Hoist materials or attach them to a belt - do not carry material in your hands
 Make sure that only one person at a time is on the ladder
 Don’t stretch or reach beyond the side rails of a ladder – a shift in the centre of
gravity could cause the ladder to slip.
 Never stand any higher than on the third rung from the top of a step ladder.

22) Excavation inspected for possibility of water accumulation, employee shall not
work in excavation where there is accumulated water, unless adequate
precautions have been taken to protect employees against the hazards posed by
water accumulation.

23) Employees are protected from loose soil or rock falling from excavation face.

24) When portable equipment is operated adjacent to an excavation, it should be


away at least 1.5 mtrs. From the edge.

25) The area shall be monitored continuously to assure that employees are
protected.

26) Emergency rescue equipment, such as, a safety harness and line, shall be
readily available where hazardous atmospheric conditions exist or may
reasonably be expected to develop during work in an excavation.

27) No work to be carried out during bad weather.

28) No work to be carried out if Supervisor is not available at site.

29) Lone worker should not be allowed in the pit.

30) Ensure that the gumboots, hand gloves and safety helmet & others safety
equipment during the work.
31) First aid box, first-aid trained personnel and first aid medicine should be available
at site.

32) Contractor shall ensure to maintain good housekeeping at site

A. Lumber with protruding nails shall be bent / removed and properly stacked.

B. All surplus earth and debris are removed/disposed off from the working areas
to officially designated dumpsites if required.
