STANDARD OPERATING PROCEDURE FOR HSD

1. Purpose
1.1 HSD unloading
1.2 HSD storage
2. OBJECTIVE:
1.1 To ensure smooth, safe and conscious operating procedure for Light fuel oil unloading and
storage
3. Responsibility
1.1 Only trained and qualified personnel shall be allowed to handle. Supervisors are responsible for
ensuring that personnel are trained to handle in a safe manner.
1.2 Material Safety Data Sheets (MSDSs) should be place in the storage area and The container's
label should also provide storage guidelines
4 MATERIALS and/or EQUIPMENT:
4.1 Personal Protective Equipment

5 Process And Procedures :
5.1 Prior to loading/unloading
5.1.1 Visually check all hoses for leaks and wet spots.
5.1.2 Verify that sufficient volume is available in the storage tank or truck.
5.1.3 Secure the tank vehicle with wheel chocks and interlocks.
5.1.4 Verify that the vehicle’s parking brakes are set.
5.1.5 Verify proper alignment of valves and proper functioning of the pumping system.
5.1.6 Establish adequate bonding/grounding prior to connecting to the fuel transfer point.
5.2 During Loading/Unloading
5.2.1 Driver must stay with the vehicle at all times during loading/unloading activities.
5.2.2 Facility manager or designee should observe the delivery driver during
loading/unloading.
5.2.3 Periodically inspect all systems, hoses and connections.
5.2.4 When loading, keep internal and external valves on the receiving tank open along
with the pressure relief valves.
5.2.5 When making a connection, shut off the vehicle engine.
5.2.6 Maintain communication with the pumping and receiving
5.2.7 Monitor the liquid level in the receiving tank to prevent overflow.
5.2.8 Monitor flow meters to determine rate of flow.
5.2.9 When topping off the tank, reduce flow rate to prevent overflow.
6 Procedures for the delivery of bulk fuel shall include the following:
6.1 The truck driver shall check in with the facility upon arrival.
6.2 The facility representative shall ensure that the appropriate spill clean-up and response
equipment and personal protective equipment are readily available and easily accessible...
6.3 The facility representative shall check to ensure that the amount of delivery does not
exceed the available capacity of the tank.
6.4 A level gauge can be used to verify the level in the tank.
6.5 If a level gauge is not functioning or is not present on the tank, the tank should be stick
tested prior to filling.
6.6 The truck driver and the facility representative shall both remain with the vehicle during
the delivery process.
6.7 The truck driver and the facility representative shall inspect all visible lines, connections,
and valves for leaks.
6.8 When delivery is complete and the hoses are removed, buckets should be placed
underneath connection points to catch drippings.
6.9 The delivery vehicle shall be inspected prior to departure to ensure that the hose is
disconnected from the tank.
6.10 The facility representative shall inspect the fuel tank to verify that no leaks have
occurred, or that any leaked or spilled material has been cleaned and disposed of properly.
6.11 The facility representative shall gauge tank levels to ensure that the proper amount of
fuel is delivered, and collect a receipt from the truck driver.
