INTRODUCTION

RATIONALE
It is already known that there is a gap between first world and
third world countries in terms of development and other factors. While
developed countries can independently support their economy, developing
countries tend to rely more on foreign sources of technology, knowledge,
and financial resources. Moreover, developing countries are also
characterized by less advanced industrialized process, low-technology
sectors, reliance on extended family ties and clienteles and employment in
the informal sector (Viotti, 2002; Bell, 2007). In that case, third world
countries like the Philippines have less access to technological advancements
for economic growth and development. They are also less likely to achieve a
rapid sustainable development because of their lack of resources, funds, and
other factors.
In that matter, the proponents introduce the project Oplan Kahayag:
Gearing toward a World of Sustainable Light. It aims to contribute on the
process of sustainable development by selecting remote areas with little to
no access to electricity and providing them with an alternative source of light
that they can use in their homes. It also aims to give people an opportunity
to gain profit and increase their income for daily expenses by creating
alternative and eco-friendly products that address the needs of the people.

SUSTAINABILITY PRINCIPLES

1. Meet human needs fairly and efficiently


As community development continues to emerge across nations,
especially to the developed ones, some countries are left behind with a large

gap. Today’s cities and communities are keeping up with various
advancements for development. However, there are still poor communities
on remote areas whose needs are unmet or unfairly met because of their
location which is far from the city or the rough roads that cause
inconvenience in the transport of goods in their area. Consequently, many
households have no access to electricity which can benefit them in many
ways. One of the reasons is that electric cooperatives are situated in the city
proper, and it will take a great cost to install wiring at such a distance.
To meet the needs of remote communities in terms of electricity for
better lighting, Oplan Kahayag introduces a sustainable light source that can
be used as an alternative to electric light bulb. Through this, they will have a
better lighting in the dark and it will be more convenient for students to
study at night. Aside from that, it can also be used to gain profits so that
other needs are met fairly.

2. Respect and care for community life


Growing communities also bring about environmental issues that are
rampant in every society across the world. Garbage causes pollution and in
turn affects the health and well-being of the community. Accumulated
trashes become toxic and mix with the water, air and land and thus bring
damage to the ecosystem and risk the lives of the people and other
organisms living there. Aside from abiding laws and disciplining the self for
waste generation, people should also adopt ways on how to reduce the rising
production of garbage. The action for taking care of the community starts
with the people.
Therefore, through the project, the people are encouraged to recycle
old materials to make their own sustainable light source. In such a way, they
can prevent the arousal of environmental concerns related to garbage in
their community and preserve the quality of health they experience. They

can show their respect for the quality of life in the community through the
acts of responsible waste management.

3. Improve quality of human life


The quality of life in far-flung remote communities is much different
from that of the urban areas. Communities in the city have better and more
access to almost everything they need for daily living. They have fair access
to electricity and other services whereas the rural communities do not
experience much of these. Their life may be more natural and healthier than
that of cities, but convenience is the issue. Without electricity and
technology, there daily works at home may be slowed down or done less
efficiently. Students in those areas can have a tough time studying because
of poor light source and minimal access to technological services.
This project can improve the quality of life in remote areas as gives a
more convenient light source to light their home in the dark. Since the
product is made from used or old materials, pollution can be prevented and
therefore gives a refreshing natural environment around. This project could
also be a springboard to drive more people to create more alternative
materials to improve the quality of life in rural communities. As their needs
are met efficiently, and so people’s lives become better.

4. Conserve Earth’s vitality and diversity

Parallel to the rising stage of development is the gradual degradation


of Earth’s natural resources. This is caused primarily by human acts more
than natural phenomena. Rising population in communities bring a massive
rise in the generation of garbage worldwide, slowly destroying the Earth’s
capability to support life. Concerns on solid waste have reached the global
level. However, Earth warriors are also taking steps to counter the
continuing environmental degradation.

The Oplan Kahayag project also helps conserve Earth’s resources as
people can turn solid wastes into other usable materials instead of dumping
them in landfills that may lead to pollution and health problems. Throwing
garbage anywhere can also result to animals getting poisoned by eating
them. That is why the project promotes responsible solid waste management
to protect the diverse system of life on Earth and the Earth itself.

5. Change attitudes and practices


Many people have become the major reason for the loss of natural
resources because of their activities that harm the environment. They have
neglected their roles as citizens living in this finite planet and took their
responsibilities for granted. This is the reason why most environmental
problems are rooted to human activities. Some activities may be intended to
contribute to human development, but the sense of responsibility is
forgotten, and overuse is not taken as an issue. People have to turn away to
these practices in order to save the life of the planet and humans most of
all.
In that case, programs that promote eco-friendly alternatives to
meet human needs like Oplan Kahayag not only address the problems on the
environment but also impact the people. It paves way for them to become
responsible beings and take care of the environment. Their unhealthy
actions on waste disposal can be converted into beneficial waste recycling or
reusing which can also lead to a new mindset that not all trash are useless,
some can be transformed while some generates profit.

6. Enable communities to care for their own environments


The environment provides us with the necessary materials we need
to live. Often, people fail to see this and think that the environment sits
there unmoving and unconsumed which states the opposite. The

environment is slowly degrading and the solution to that starts to where

people stand, in their own communities, their own homes and in themselves.

As Oplan Kahayag gears toward a sustainable world, it gathers


people to realize that there are alternative approaches to support their
needs while not compromising the environment. It gives them awareness on
how to conserve the environment so that future generations can benefit to
it. It enables them to care for their own natural resources in the community,
which also means that they care for the welfare of their people. Individual
efforts when gathered can bring a collective positive impact on the
environment and the security of the future generation.

7. Provide a national framework for integrating development


and conservation
Sometimes, it takes someone or something to drive people to act for
a change. Disorganized efforts can lead to no improvements at all. Some of
the factors influencing the slow development in third world countries are the
lack of unity among people and the lack of initiative to bring change. When
talking about development, some people also tend to neglect the downside
of extracting the natural resources for the growth of the community. As
citizens of the planet, humans need to balance on both shoulders the
opportunities that can be generated from Earth’s resources and the
responsibility to conserve those resources for the benefit of every living
thing in the planet.
This project can pave way for other solutions that can improve the
quality of life while also protecting the environment from getting used up or
harmed. It can be used as a conceptual framework to achieve the goals for
development along with conservation of natural resources. This can also

serve as a guide in generating ideas to create similar or better projects that
primarily aims for sustainable development.

SUSTAINABLE GOALS: BASED ON THE UN 17 GOALS THE FOLLOWING


ARE THE SPECIFIC GOALS THAT THE PROJECT AIMS TO ACHIEVE:

1. Affordable and Clean Energy


The main objective of the project is to introduce and promote
renewable energy, specifically give sustainable light source in areas with no
access to electricity. In the Philippines, there are still more than 17,000
sitios that have no electricity (CNN Philippines, 2020). Electricity as a
necessity, it powers the technology that are used day by day such as
communication through mobile phones, radio, television, and the Internet,
preserve food in the freezer, and light our homes. In short, it makes lives
easier and more comfortable. This project will give light to every house in
the community and at the same time give opportunities for them to learn,
apply what they have learned, and use renewable energy. It will serve as an
instrument towards affordable and sustainable light source.

2. Decent Work and Economic Growth


Due to limited access to electricity, most of the people in remote
areas are unemployed or doesn’t have income generating activities. Two
seminars will be conducted to teach the members of the community on how
to make their own light source and make it as a source of income. With the
help of the Local Government Units (LGUs), they will be able to sell their
products and the same time share their knowledge to the other
communities. This will create job opportunities. Thus, creating economic
growth and development, and thereby reducing poverty.

3. Climate Action
People are now living in a comfortable and high-technology life.
However, human actions and activities has greatly damaged the
environment. In 2014, CO2 emissions from electricity and heat production in
the Philippines were approximately 50.2% (Sanchez, 2020). Carbon footprint
is still increasing, and this has evidently resulted to climate change and
global warming. To mitigate this problem, this project seeks to promote and
educate the people about renewable source of energy and the use of
efficient lights as an alternative to the traditional ones. By switching to
efficient lighting, it can prevent tons of carbon emission over the years.
Energy efficient lighting converts most of the energy into light and only a
few percent go into waste as heat. This reduces the use of energy and thus,
decreasing greenhouse gas emission and at the same time saves up tons of
money.

4. Good Health and Well-being


Due to limited access to electricity, homes are dark and gloomy
especially at night wherein they only use lamp or candle. Poor lighting is a
health hazard as it may strain and tire our eyes, can cause frequent
headaches, bad posture, and accidents (Vogel, 2017). The soot and smoky
flames, aside from contributing to air pollution, would cause respiratory
problems and at the same time the volatile organic compounds released by
burning candles would cause harm to human health. Dim light would also
results to feeling lethargic. Through this project, sufficient light will be
provided to every houses in the barangay in order for them to have proper
lighting while studying or working. This can also lift their mood and energy
level, and improve circadian rhythm which helps in getting better sleep
(Souza, 2019). It decreases depression, increase happiness and cognitive
performance. Hence, it will greatly contribute to people’s well-being.

5. Responsible Consumption and Production
Consumers are fond of consuming and producers as well are fond of
producing products. By that, more waste and chemicals are released. This
then leads to pollution of air by the emissions of factories, and pollution of
land and water by improper garbage disposal. For this project, the light
source that will be provided uses recyclable materials to utilize every
material found in the household instead of throwing it away. This will
encourage everyone to collect garbage and practice proper segregation such
as having a materials recovery facility. As the seminars will teach them how
to make their own light source from recycled materials and how to make it
profitable, it will educate them how to be a responsible consumer and
producer by limiting the act of buying unessential stuff and make use of
those materials that can still be transformed into a new product.

TIME FRAME

The time frame of this proposal is described as the following:

 In the span of a day, starting from March 12 to March 13, 2021; it is


expected that the proponents will be able to generate ideas regarding the
project and at the same time, act on the idea selection.

 Within March 14-16, 2021; the project analysis will be conducted to


scrutinize the details concerning the project. This will determine its
feasibility, taking into account relevant factors in the success of the said
undertaking. After that, the proponents will then proceed to developing the
proposal wherein detected problems and risks from the previously held
analysis will be used as basis for changes and will provided with
countermeasures. Finally, in the proposal post analysis, the proponents will
polish the details related to the project to guarantee the quality of the final
outcome.

 During the 9-month period, it is expected that all project integration


and processes for approval will be completed. Apart from that, it is also
within this time duration that all implementing personnel will be able to
ensure that all necessary elements for implementation are met and finalized.

 The project will be launched on December 2021 during the Christmas


Season, in order to give more meaning to the said project. This will be
conducted in the target area, specifically Barangay Zamora, Talibon, Bohol.

 After 20 years, the proponents expect all the envisioned goals to be


realized.

IMPLEMENTING GUIDELINES:

Project Description:
The purpose of this project is to promote and enforce a variety of
principles that will aid in the sustainable development of the locality and of
the nation as a whole. OPLAN Kahayag: Gearing Towards a World of
Sustainable Light proposes to introduce environment-friendly light sources to
the Barangay of Zamora in Talibon, Bohol — a rural area where majority
experience poverty and low electrification rate. In connection with that, the
Phase 1 of the project will teach the residents the craft of making their own
safe, reliable and affordable illuminator. To further induce improvement,
Phase 2 will be administered where marketing strategies will be presented to
encourage the locals to start up a business and advance livelihood. And at
the last phase, Phase 3, light sources will be given out to selected families.
All these will not only improve the lives of the community people, but also
contribute to economic and ecological advancement.

Project Integration and Process of Approval


The action steps on the pre- community immersion are indicated
below:

1. After the deliberate completion of the project proposal, it will be


subject to the instructor's approval, Mr. Rey R. Dela Victoria.
2. Once the project is approved, a letter of intent and request regarding
the project will be sent to the Barangay Captain noted and signed by the
instructor. In the same way, a sponsorship letter will be given to potential
partner agencies and organizations to secure funding which are the
following:
a. Rotaract Club of Metro Cebu CIT - University Chapter;

b. Local Government Unit (LGU) Talibon;
c. Sangguniang Kabataan (SK) of the Barangay;
d. Liter of Light Philippines;
e. AboitizPower.
3. Subsequently, letters of acceptance will be obtained from the
recipients of the aforementioned letters, signifying their full cooperation and
support. It is in this part that the proponents will be able to finalize who
their partner organizations and agencies are.
4. Implementing personnel will then schedule a meeting with the
Barangay Captain and the official partner agencies of the project to go
through the project design and make final revisions as deemed necessary.
5. Once approved, a detailed program schedule of action will be
submitted to parties involved in the project.
6. The marketing committee will then disseminate the guidelines and
other relevant information regarding the project using different publication
materials one month before the project launch.

Guidelines with the Participants


The following are the rules to go along with in the project
implementation:

1. Everyone is allowed to join, especially those that are underprivileged.


2. Participants will be required to register first through a form provided
by the working committee.
3. During the actual presentation, attendees are expected to observe
silence and cooperation.
4. At the last phase of the said project, at least ten (10) sustainable light
sources will be given out to families selected by the Project Head as

well as the heads of the partner organizations. This will solely be based
on the magnitude of the necessity of a family for the equipment. In
this regard, whoever is interested to receive the said equipment will
have to fill out an application form. The criteria for eligibility and the
selection process are indicated on the table shown below:

5. The implementing personnel will give out an evaluation form which is


to be answered by the participants for the conduction of a research on how
to further improve the project.

Financial Planning Cycle

Stage 1: During this part, the proponents will establish what they want to
achieve and pinpoint what is needed to attain them. It is also in this part
that the total cost of the project will be assessed.
Stage 2: After that, the existing resources (materials, capital, and
manpower) will be recognized. This will serve as a baseline data to discern
those that are still to be obtained and those that are already obtained.
Stage 3: In this part, the proponents will be looking into their potential
partner organizations and agencies in order to acquire sponsorship. This will
provide the capital to finance the costs in implementing the project.
Stage 4: Once the total capital has been accumulated, it will then be
subtracted with the total start-up and implementing cost.

Feasibility Study
I. Financial Feasibility
For the implementation of Oplan Kahayag: Gearing Towards a
Sustainable Light Source, there is a proposed financial plan. For the cost of
the materials needed, old or recycled materials require zero amount while
the new materials carry a small amount. The greatest budget for the
materials is allocated for the solar panel which made the light source obtain
a significant cost. For the funding of other resources, the proponents
allocated a budget for snacks, speakers’ honorarium, travel expenses for two
proponents since one of them resides in the same municipality as the target
barangay, and the gravity light to be given to ten families and miscellaneous
expenses.
The source of financing for this project will come from the official
partner organizations that will sponsor the proponents in the implementation
of the project. There is also a Financial Planning Cycle that the proponents

will follow in order for them to be guided in the expenses and budget of the
project.

II. Resource and Time Feasibility


The materials for the light source will be provided by the proponents
using the allocated budget. The proponents will gather together in making
the sustainable light source and visit the organizations and units that will be
coordinated for the project. They will present the project proposal and
request approval for partnership. Once the approval is given and
modifications have been carried, the project proceeds to the preparation
phase of the implementation. Resource speakers and guests are also invited
and requested with formality to take part of the project along with the local
government unit and other organizations.
The project will be implemented in the month of December as it is the
advent of giving and sharing for the less privilege families. It will also be a
convenient time for the proponents since they will have a Christmas Break
from school-related activities.
