INTRODUCTION
RATIONALE
It is already known that there is a gap between first world and
third world countries in terms of development and other factors. While
developed countries can independently support their economy, developing
countries tend to rely more on foreign sources of technology, knowledge,
and financial resources. Moreover, developing countries are also
characterized by less advanced industrialized process, low-technology
sectors, reliance on extended family ties and clienteles and employment in
the informal sector (Viotti, 2002; Bell, 2007). In that case, third world
countries like the Philippines have less access to technological advancements
for economic growth and development. They are also less likely to achieve a
rapid sustainable development because of their lack of resources, funds, and
other factors.
In that matter, the proponents introduce the project Oplan Kahayag:
Gearing toward a World of Sustainable Light. It aims to contribute on the
process of sustainable development by selecting remote areas with little to
no access to electricity and providing them with an alternative source of light
that they can use in their homes. It also aims to give people an opportunity
to gain profit and increase their income for daily expenses by creating
alternative and eco-friendly products that address the needs of the people.

The Oplan Kahayag project also helps conserve Earth’s resources as
people can turn solid wastes into other usable materials instead of dumping
them in landfills that may lead to pollution and health problems. Throwing
garbage anywhere can also result to animals getting poisoned by eating
them. That is why the project promotes responsible solid waste management
to protect the diverse system of life on Earth and the Earth itself.

3. Climate Action
People are now living in a comfortable and high-technology life.
However, human actions and activities has greatly damaged the
environment. In 2014, CO2 emissions from electricity and heat production in
the Philippines were approximately 50.2% (Sanchez, 2020). Carbon footprint
is still increasing, and this has evidently resulted to climate change and
global warming. To mitigate this problem, this project seeks to promote and
educate the people about renewable source of energy and the use of
efficient lights as an alternative to the traditional ones. By switching to
efficient lighting, it can prevent tons of carbon emission over the years.
Energy efficient lighting converts most of the energy into light and only a
few percent go into waste as heat. This reduces the use of energy and thus,
decreasing greenhouse gas emission and at the same time saves up tons of
money.

5. Responsible Consumption and Production
Consumers are fond of consuming and producers as well are fond of
producing products. By that, more waste and chemicals are released. This
then leads to pollution of air by the emissions of factories, and pollution of
land and water by improper garbage disposal. For this project, the light
source that will be provided uses recyclable materials to utilize every
material found in the household instead of throwing it away. This will
encourage everyone to collect garbage and practice proper segregation such
as having a materials recovery facility. As the seminars will teach them how
to make their own light source from recycled materials and how to make it
profitable, it will educate them how to be a responsible consumer and
producer by limiting the act of buying unessential stuff and make use of
those materials that can still be transformed into a new product.

Project Description:
The purpose of this project is to promote and enforce a variety of
principles that will aid in the sustainable development of the locality and of
the nation as a whole. OPLAN Kahayag: Gearing Towards a World of
Sustainable Light proposes to introduce environment-friendly light sources to
the Barangay of Zamora in Talibon, Bohol — a rural area where majority
experience poverty and low electrification rate. In connection with that, the
Phase 1 of the project will teach the residents the craft of making their own
safe, reliable and affordable illuminator. To further induce improvement,
Phase 2 will be administered where marketing strategies will be presented to
encourage the locals to start up a business and advance livelihood. And at
the last phase, Phase 3, light sources will be given out to selected families.
All these will not only improve the lives of the community people, but also
contribute to economic and ecological advancement.

3. Subsequently, letters of acceptance will be obtained from the
recipients of the aforementioned letters, signifying their full cooperation and
support. It is in this part that the proponents will be able to finalize who
their partner organizations and agencies are.
4. Implementing personnel will then schedule a meeting with the
Barangay Captain and the official partner agencies of the project to go
through the project design and make final revisions as deemed necessary.
5. Once approved, a detailed program schedule of action will be
submitted to parties involved in the project.
6. The marketing committee will then disseminate the guidelines and
other relevant information regarding the project using different publication
materials one month before the project launch.

Financial Planning Cycle
Stage 1: During this part, the proponents will establish what they want to
achieve and pinpoint what is needed to attain them. It is also in this part
that the total cost of the project will be assessed.
Stage 2: After that, the existing resources (materials, capital, and
manpower) will be recognized. This will serve as a baseline data to discern
those that are still to be obtained and those that are already obtained.
Stage 3: In this part, the proponents will be looking into their potential
partner organizations and agencies in order to acquire sponsorship. This will
provide the capital to finance the costs in implementing the project.
Stage 4: Once the total capital has been accumulated, it will then be
subtracted with the total start-up and implementing cost.

Feasibility Study
I. Financial Feasibility
For the implementation of Oplan Kahayag: Gearing Towards a
Sustainable Light Source, there is a proposed financial plan. For the cost of
the materials needed, old or recycled materials require zero amount while
the new materials carry a small amount. The greatest budget for the
materials is allocated for the solar panel which made the light source obtain
a significant cost. For the funding of other resources, the proponents
allocated a budget for snacks, speakers’ honorarium, travel expenses for two
proponents since one of them resides in the same municipality as the target
barangay, and the gravity light to be given to ten families and miscellaneous
expenses.
The source of financing for this project will come from the official
partner organizations that will sponsor the proponents in the implementation
of the project. There is also a Financial Planning Cycle that the proponents

will follow in order for them to be guided in the expenses and budget of the
project.
