The purpose of Delhi Police is to uphold the law fairly and firmly; to prevent
crime; to pursue and bring to justice those who break the law; to keep the
peace in partnership with the community; to protect, help and reassure the
people.
2. Mission / Vision :-
The concept of policing in Delhi is as old as the history of Delhi itself. Life
being relatively more complex and delicate, the rulers of Delhi in one or the
other form always kept a force to regulate its affairs and preserve its law
and order. The force was ordinarily lodged in a Fort (kot) under an officer
called ‘Kotpal’ which later on came to be called ‘Kotwal’. To make the
movements on highway safe something like the present police post seem
to have been set up there at some strategic points. These were called
‘Sthanas’ which later on called ‘Thanas’. The Kotwal was the Head of the
Police System. He was a direct appointee of the King. The Kotwal was
supposed to make the city crime free and
maintain the law and order. The Kotwal and his system of policing
continued to remain in place during medieval period. The first Kotwal of
Delhi(1237) was Malikul Umara Faqruddin and the last Kotwal of Delhi was
as Sh. Gangadhar Nehru (1857). After the First War of Independence, the
British Monarch took over British India under his direct control and police
was also became the subject of the British Administration. The police was
re-constituted under the Police Act, 1861 which continues to be the guiding
law in India even today. The first major re-organization of the force took
place in 1946. On 16th Feb 1948, the Delhi Police was placed under the
charge of an IGP exclusively responsible for maintenance of law and order
in the city. In 1978 the Delhi Police Act was passed and the Commissioner
of Police system was introduced w.e.f. 1.7.1978. Since then, the
Commissioner of Police, Delhi has been heading the Delhi Police.
The Headquarters of the Delhi Police is located at Jai Singh Road, New Delhi -
110001. Delhi Police is headed by Commissioner of Police, who is an IPS
Officer of Director General Rank. There are 18 Special Commissioners of
Police, 22 Joint Commissioners of Police, 13 Addl. Commissioners of Police, 58
Deputy Commissioners of Police/Additional Deputy Commissioners of Police
including JAG and 347 ACsP, 1425 Insprs,, 7859 SIs, 7069 ASIs, 23085 HCs,
49723 Consts., Civilain-95 & 2200 MTS.

The Crime Wing of Delhi Police is functioning at Police Station Kamla Market Office Complex,
Delhi under the supervision of an officer of the rank of Addl. CP/Deputy Commissioner of Police and
deals with important and sensitive cases having larger ramifications.

Through the SMS No. “9811599901” general public can make enquiries
regarding stolen vehicles unclaimed vehicles on the basis of either Registration
Number, Engine Number or Chassis Number. Passport verification status enquiry
and Delhi Police telephone Number enquiry from their cell phones:-
Arm Search If match is found, SMS Originator will receive a message in the following
format: FIR Number, Police Station, Make, Model.
EOW, Delhi Police investigates all cases of economic offences i.e Land and
Building Racket, Forgery, Cheating, Piracy, Cyber Crime and Criminal Breach of
Trust having valued over Rs. 2 Crores as per standing order No.173/2010 as well
as cyber crime and piracy. EOW is situated at P.S. Mandir Marg Complex, Delhi -
110001. EOW is the specialized unit of Delhi Police and all sections of EOW
investigate these cases:-

For complaints against police officers indulging in acts of corruption, negligence and
malpractices, one can approach Deputy Commissioner of Police, Vigilance, Office location, Police Station
Building, B.K.Road, and Connaught Place, New Delhi. There is round the clock Flying Squad of the
Vigilance Branch. The details of the officers are as under:-

The Traffic Unit of Delhi Police is functioning under the overall supervision of Special
Commissioner of Police/Traffic, assisted by 02 Jt. CsP/Traffic & 06Addl.CsP/Traffic and 03 DCsP/Traffic.

accident victims.
2. Assisting and advising various agencies in coordinated development of infrastructure for safe and
smooth flow of traffic.
3. Protection of environment by taking appropriate steps for prevention of noise and air pollution.
6. Granting of permission for road cutting, road digging, processions and other miscellaneous
functions.
9. Promotion of road safety through-mobile exhibition van, painting competitions, skit competitions,
essay competitions, debates etc.
(a & b) If any person is stopped by the Traffic Police for violation of any traffic rule, there are two
type of challan i. e. 1) Compounding Challan 2) Court Challan, if prosecuting officer issues a
compoundable challan, the same can be paid on the spot and if he issues a court challan, the
same will be paid in the concerned court on the date which is fixed by the prosecuting officer and
mentioned on challan.

• For knowing Traffic Alerts/updates & traffic Advisories, Delhi traffic Police
Facebook/Twitter page can be reached.
• Pre-postage paid traffic complaint card to lodge any traffic violation/ suggestion (These
are available at all traffic assistance booths).
• Information regarding pending Notices can be obtained through SMS on Phone No. 166
with the format i.e. { DL space N Space N Regd. No.} exampleDL4CS1234.
• APP BRANCH
• The APP Branch Passport verification Section also deals with the verification
of “O” Pass (Passport Applications received for verification from other
states and other countries), Citizenship cases (Afghan National),
Complaints regarding passport verification and misc. correspondence with
Regional Passport Officers(All states). Now applicants are sending their

• The Police Clearance Certificate Cell (PCC Cell) of Special Branch deals
with the issuing of Police Clearance Certificates (PCCs) online to an
individual or an organization who needs police clearance for employment
(Private job),emigration purpose and Delhi ties who are presently residing
abroad. A web application for issuing Police Clearance Certificate
(PCC)has been developed. Individual or private organizations can go on
the Delhi Police website www.delhipolice.nic.in and click on Police
Clearance Certificate (PCC) &fill-up the application online after completing
registration formalities on payment of the requisite fee of Rs. 250/- per
person for individual and Rs.500/- for organization plus bank charges.
PCCs are being issued online w.e.f.08.08.2014 by Special Branch to Indian
Nationals residing in the jurisdiction of Govt. of NCT of Delhi having valid
I.D. proof of present residential address, after field enquiry as well as
criminal record check of the applicant. The website also provides User
Manual and FAQs for the help of applicants. A helpline No. 011- 23236040
as well as E-mail ID pcc@dpscrb.in has been installed/ provided for users
seeking any information/clarification. This section is supervised by an Inspr.
Under the overall supervision of ACP/PCC Cell/Special Branch, Delhi.
• The verification work of PCC has been divided into the following15 Zones on
the pattern of Police Districts, each under one Inspector(Executive) :-

Verification of Police Clearance Certificate (PCC) has great importance as it involves the security,
efficiency and integrity of the services. Such local enquiries are intended to:-
iv) The report of checking from the concerned Police Station Record
shall be furnished on the application form of the aspirants by all Eos
along with the enquiry report and update the report in the computer.
viii) Police Clearance Certificate (PCC) for the back stay period in Delhi
from 08.08.2014 onward for emigration and employment (Private job)
will be issued by Special Branch and for the period preceding
08.08.2014, PCC shall be given by the District Police for all other
purposes.

You can approach Deputy Commissioner of Police, 5th Bn.DAP, Delhi having office in Administrative
Block of New Police Lines complex, Kingsway Camp, Delhi- 110009 for provision of guards for banks and
Post offices on any working day during working hours from 9.30 A.M. to 6.00 P.M.
If you are desirous of utilizing Delhi Police Band on any occasion, on payment, you can approach the
office of Deputy Commissioner of Police, 4th Bn.DAP, Delhi at New Police Line complex, Kingsway Camp,
Delhi-110009 (Tel:- 011-27459678) subject to availability of band on the scheduled date.
The Head Office of 3rd Bn. DAP, a unit of Delhi Police, is situated at Administrative Block, Vikas Puri
Police Complex, New Delhi-18. There are six sub-offices situated at different District Courts of Delhi i.e.
Patiala House Courts judicial lock-up, Tis Hazari Courts judicial lock-up, Karkardooma Courts judicial
lock-up, Rohini Courts judicial lock-up, Saket Courts judicial lock-up& Dwarka Courts judicial lock-up.
There are also sub-offices at all Jails of of Delhi i.e. Central Jail, No. 1 to 9 Hari Nagar, Jail No. 10Rohini
and 112 to 16 Mandoli Jail. There is also one each sub-office in J juvenile Courts at Firoz Shah Kotla
Stadium, Delhi Gate, Delhi and at VikasPuri Police Complex. However, the duties of this Bn. are
divided infollowingheads:-
(a) Receiving of under trials/prisoners/detainees from jail authorities at Central
Jail No. 1 to 9 Tihar Jail, Central Jail No. 10 Rohini and Central Jail No. 11
to 16 Mandoli and other places.
(k) Restoration of female juvenile from Nirmal Chayya, Jail Road, Hari Nagar,
New Delhi to their respective parents after production in concerned District
Court.
The PCR Vans deployed in the field throughout Delhi. Each van is manned by three police personnel and is
equipped with a wide range of equipment and accessories. The PCR van on receiving instructions from
Dispatch Officer moves to the scene of crime and take control till arrival of the local police. In case the
emergency or hot pursuit warranting reinforcement, more PCR vans are sent for swift action. Most of the time,
PCR van is the first contact and aid to a person in distress. At present PCR unit is having a fleet of 826 MPVs
are on base at 15 Zones, Delhi.
Special Police Unit for Women & Children (SPUWC) is an independent reconciliation agency
formally calls Crime against Women Cell (Caw Cell) apart from 15 Crime against Women Cells (Caw
Cells) in Districts. SPUWAC basically dealing with the complaints of matrimonial dispute, between the
warring parties headed by Joint Commissioner of Police and assisted by Deputy Commissioner of Police.
SPUWAC provide counseling and mediation facility to the parties in matrimonial dispute before initiated
legal action.
A police station namely Crime Women cell, is also functional in the premises of SPUWAC where
cases of matrimonial dispute have been registered on the complaints which are not successfully counsel
and mediate in SPUWAC. A WOMEN Helpline Vehicle 1091 is also functional in PS/CWC under the
administrative of ACP/PS/CWC.
SELF DEFENCE
A sub-unit, namely Self Defense wing is also working at the premises of SPUWC/Nanakpura,
New Delhi, which provides Self Defense Techniques Training to the girls/women of Delhi particularly
with a view to enabling them to fend off criminal and anti-social elements in any untoward situation or
crisis tillPolice help arrives. The Training Programs are organized in schools/colleges/RWAs,
institution, girls/women staff of MNCs, Hotels, Airport, BPOs and NGOs etc. It was initiated in the year-
2002 by the SPUWAC with an aim to empower women through exposure (demonstration ) and training in
techniques of Martial Art and taught them how to make use of things like Dupatta, Pen & Handbags
to protect themselves from attacks by antisocial elements, chain or bag snatching, criminal assault
etc Under unwarranted situation. The training is being impacted by skilled trainers, who have been
designated with Brown belt, Green belt and yellow belt in Karate at ITBP academy Mussooorie,
Uttrakhand. Moreover, Self defense campus is organized, during the summer /winter vacations all over
Delhi to imparttraining in Sashaktikaram/self defiance (martial Arts) to school and college girls and women
of rural areas.
Apart from the above, a verity of other programmers are also being organized by SPUWAC to
educate the women on legal and safety issues by organizing seminar/workshop ,Literature distribution
etc. and creating awareness about legal provisions of various acts that support women victims etc. is also
a step in the process of guidelines of women victims and police personnel.
X) LICENSING:- The Licensing Branch of Delhi Police is currently functioning from the first floor
ofPolice Station –Defence Colony, New Delhi under the supervision of an Joint. Commissioner of
Police. He is responsible for granting licenses/permission/NOC for:-

f. Eating Houses.
g. Cinema.
INTRODUCTION:
OPS. & COMMUNICATION UNIT:- The Ops. & Communication Unit of Delhi Police
was established in the year 1945. It is situated at FC-50 Shalimar Bagh, Delhi-110088, it
is the responsibilities of the Ops. & Communication Unit of Delhi Police to provide
wireless and line Communication for the maintenance of law and order, orderly traffic
and for the safety & security of VVIP/VIPs in Delhi. It is an undisputed fact that the
Communication assumes greater significance in the context of maintenance of law and
order effectively. Fast and modern means of communication is the backbone of any
system, more so of law and order machinery, whose success depends vastly on the speed
with which it receives and transmits information and the time it takes to react on that
information.
It is the responsibility of the Communication Unit of Delhi Police to provide Wireless and Line
Communication for Delhi Police for:
OrderOrderly Traffic
Management VVIP/VIPs
Security
The Communication Unit of Delhi Police was re-organized in 1957 with the sanction of 42
posts by the Ministry of Home Affairs. Over the year, strength of the Ops. &
Communication Unit as well as the number of wireless and other communication
equipment has been increasing to keep pace with the operational needs of Delhi
Police. There are 2987 posts sanctioned in Ops. & Comn.Unit of Delhi Police as on
27.10.2020.
CENTRALPOLICE CONTROLROOM:
Wireless Nets: Central Police Control Room (CPCR) is the nerve center for Delhi Police
operations. It receives all communications concerning distress call from public, law and
order scenario and directs Delhi Police response to these situations. The functioning of
PCRis crucial to instill the feeling of security amongst public in Delhi.
Police Assistance No. 100: The public in distress can reach PCR by dialing toll-free
telephone No. 100. The distress scalls so received are passed on to the PCR vans, through
the Dispatch Wireless Operator for immediate assistance till the arrival of local police.
C4i at PHQ: The C4i has been established at PHQ to create a Common Operational Picture
providing uniformed situation awareness and an integrated decision support system.
HotLines: There are 46Hot lines present connecting the Central Police Control Room with
various hospitals, civic bodies, Govt. agencies, neighboring police districts etc.
There are 15 District Control Rooms and 7 Unit Control Rooms in Delhi for controlling
communication within the district and coordinating with other districts and units. The
control room functions under the direct control of the concerned district DCsP. Location
of the district control rooms is given below:
In the subordinate ranks, there are three cadres specific to Ops. & Comn. Unit
namely Operational, Technical and Stores. Whereas the drivers, ministerial
and Executive staff posted to Ops. & Communication Unit is centrally
controlled and managed by the Police Headquarters.
(i) General: Deputy Commissioner of Police/ Ops. & Communications is the Head of Office of
Ops. & Communication Unit.
(v) Procurement: He is responsible for the procurement of suitable and modern wireless
sets, EPABXs, intercom system, repairing aids, test equipment and other stores for
providing efficient communication to Delhi Police. He studies and plans the wireless as
well as line communication requirements of the Districts and Unit of Delhi Police in
consultation with Jt. CsP, Addl. CsP and DCsP concerned. He supervises the execution &
implementation of these schemes.
(vi) Liaison: He has to keep liaison with senior officers of Delhi Police as well as with his outer parts
in other States, Union Territories and Central Police Organizations for variousarrangements.
(viii) Training: He is responsible for organizing and coordinating the imparting of training to
the wireless operators and technicians for Grade-III, II & I, Induction Radio Training and
other refresher training courses to maintain a high degree of technical skill among
them. He has to keep pace with the changing communication technique and also to monitor
& assess constantly and continuously, so that the training being provided is of up-to-date.
(ix) Staff Welfare: He has to conveneSampark Sabhas to interact with the staff of
communication unit to air theirdifficulties and suggestions. He is also responsibleto
give opportunities to the subordinate staff to appear in his orderly room to
express their grievancesand help them in solving/removing their just and genuine
problems. He also hasto perform any other duties entrusted to him from time to time.
To supervise the maintenance & operation of Repeaters sites, R&D Section, Base Work Shop,
Instrumentation Section, installation work, PA system, & repair of wireless and GPS equipments in
PCR vans as well as Mobile Control Room at Shalimar Bagh.
To supervise the work of Inspectors/Work shop, Repeater Station & Disaster Control Room.
To survey, study and plan the wireless and line communication requirements of the Districts of Eastern
Range in consultation with the concerned ACsP, Addl. DCsP and DCsP/Addl.CsP of the Districts.
To provide communication & maintenance in Eastern Range.
To supervise the work of Inspectors of Districts of Eastern Range.
To supervise the work of accounting, condemnation, CCRs, short deposit cases, quarterly, half yearly,
yearly physical inspections, store checking, fire fighting equipments, Battery Charging Shops,
Radio Work Shops of Eastern Range, holding of orderly room & Sampark Sabha.
To supervise the VVIP arrangements falling in his range.
To perform any other duties assigned to him by DCP (Ops & Comn) from time to time.
P/OPS & COMN (ROUTE, TRAFFIC & SECURITY):
To provide Communication for Route, Traffic, Security & R.P. Bhawan Units, Reserve Shalimar Bagh,
VVIP Route Arrangements etc.
To supervise the work of Security Control Room, R.P. Bhawan Control Room, Traffic Control Room, VVIP
Route and Reserve Shalimar Bagh.
To supervise the work of Inspector Route including Rojnamacha, Barracks, Shalimar Bagh etc.
To supervise the work of accounting, condemnation, CCRs, short deposit cases, quarterly, half yearly,
yearly physical inspections, store checking, fire fighting equipments, Battery Charging Shops,
Radio Work Shops of Security, R.P. Bhawan, Traffic Units, VVIP Route arrangement, holding of
orderly room & Sampark Sabha.
To supervise the VVIP route arrangements.
To perform any other duties assigned to him by DCP (Ops & Comn) from time to time.
ACP/OPS & COMN (SOUTHERN RANGE & CYBER HIGHWAY):
To survey, study and plan the wireless and line communication requirements of the Districts of Southern
Range in consultation with the concerned ACsP, Addl. DCsP and DCsP/Addl.CsP of the Districts.
To provide communication & maintenance in Southern Range.
To supervise the work of Inspectors of Districts of Southern Range.
To supervise the work of accounting, condemnation, CCRs, short deposit cases, quarterly, half yearly,
yearly physical inspections, store checking, fire fighting equipments, Battery Charging Shops,
Radio Work Shops of Southern Range, holding of orderly room & Sampark Sabha.
To supervise the VVIP arrangements falling in his range.
To supervise the maintenance and operation of Cyber Highway Network.
To study, identify and draft specifications of various networking devices required for up-gradation of
Cyber Highway Network of Delhi Police.
To perform any other duties assigned to him by DCP (Ops & Comn) from time to time.
ACP/OPS & COMN (NEW DELHI RANGE):
To survey, study and plan the wireless and line communication requirements of the Districts of New
Delhi Range in consultation with the concerned ACsP, Addl.DCsP and DCsP/Addl.CsP of the
District/Unit.
To provide communication & maintenance in Districts of New Delhi Range as well as IGI Airport Control
Room.
To supervise the work of Inspectors of Districts of New Delhi Range as well as IGI Airport Control Room.
To supervise the work of accounting, condemnation, CCRs, short deposit cases, quarterly, half yearly,
Yearly physical inspections, store checking, fire fighting equipments, Battery Charging Shops,
Radio Work Shops of New Delhi Range as well as IGI Airport holding of orderly room & Sampark
Sabha.
To supervise the VVIP arrangements falling in his range.
He will also supervise the work of Central Police Control Room, Old & New PHQ set up, General Branch,
Training relates matter Establishment & Personnel Branch.
To perform any other duties assigned to him by DCP (Ops & Comn) from time to time.
. ACP/OPS & COMN (CENTRAL RANGE & ERSS-112):
To survey, study and plan the wireless and line communication requirements of both the Districts
of Central Range in consultation with the concerned ACsP, Addl. DCsP and DCsP/ Addl.CsP of the
District.
To provide communication & maintenance in Districts Central Range.
To supervise the work of Inspectors of Districts of Central Range as well as operation of the L.G. House
Control Room.
To supervise the work of accounting, condemnation, CCRs, short deposit cases, quarterly, half yearly,
yearly physical inspections, store checking, fire fighting equipments, Battery Charging Shops, Radio
Work Shops of Central Range, holding of orderly room & Sampark Sabha, Record Room Tis Hazari
etc.
To supervise the VVIP arrangements falling in his range.
He will also supervise the functioning of ERSS – 112 at Shalimar Bagh.
To perform any other duties assigned to him by DCP (Ops & Comn) from time to time.
To survey, study and plan the wireless and line communication requirements of the Districts of Western
Range as well as Transportation Range i.e. Railways & Metro in consultation with the concerned
ACsP, Addl. DCsP and DCsP/Addl.CsP of the Districts.
To provide communication & maintenance in Districts Western Range as well as Transportation Range
i.e. Railways & Metro Control Rooms.
To supervise the work of Inspectors of the Districts of Western Range as well as Transportation Range i.e.
Railways & Metro Control Rooms.
To supervise the work of accounting, condemnation, CCRs, short deposit cases, quarterly, half yearly,
yearly physical inspections, store checking, fire fighting equipments, Battery Charging Shops, Radio
Work Shops of Western Range as well as Transportation Range i.e. Railways & Metro holding of
orderly room & Sampark Sabha.
To supervise the VVIP arrangements falling in his range.

stations and proper accounting of all equipment’s. He is also responsible for safe custody of all the
storesand the smooth working of all the stores and under the charge including manpower.

stations, static/mobile. Proper functioning of all the measuring instruments/gadgets in the workshop is also his

inthe day to day mechanical repair and installation of wireless sets static/mobile.

Single Window Complaint Enquiry Cell has also been set up at Ist. Floor, Police Headquarters.
The Senior Citizens’ Security Cells (SCSC) are functioning at PHQ and in all the15 districts
contact elderly persons living alone through telephones almost everyday for their safety and renders other
assistance. Senior citizens living alone or with spouse are registered by Delhi Police. They can also
register themselves by contacting on telephone numbers 23490233, 23490010 Extn .No. 4336, Helpline
No. 1291 or 1091, through Delhi Police website www.delhipolice.nic.in or through SHO/ACP/DCPoffice of
their area. Registered senior citizens are visited and also contacted telephonically by the PHQ as well as
local police staff. Complaints of senior citizens are dealt on priority basis. Security audit of senior citizens
is also done by the local police. Special helpline number 1291 (toll free) has been introduced to handlethe
distress calls from Senior Citizens exclusively.
The function of this cell is to allot vacant government quarters to Delhi Police
officers/personnel. An independent web-sitei.e. www.delhipoliceqac.in is available in public domain
containing various information i.e. colony-wise seniority list of police officers, fresh allotments orders,
details of vacant quarters etc.
For effective implementation of Right to Information Act -2005, Delhi Police has
designated PIOs/APIOs/First Appellate authority in each District/Unit. Moreover, Nodal Officers under
Right to Information Act – 2005 are also designated under RTI Act- 2005 to obtainapplications/appeals
ata single point.

HAMT Branch of this unit deals with the purchasing of all type of vehicles,
Tyres, Tubes, Spare Parts and Batteries etc. after completion of all codal formalities by floating
open/limited tenders as the case may be. The vehicles so purchased through online process
are supplied to the entire Distt./Units of Delhi Police in compliance to PHQ’s order as per their
requirement through M.T./Operation/P&L. The detail of various type of vehicles allotted to
various District/Units is given in the Annexure-A. Other items like Tyre, Tubes, and Batteries
are supplied to Distt./Units as per their requirement through M.T./Store.

Workshop.
All the unclaimed vehicles and other items seized by police u/s 66 DP Act
have been deposited with this unit after proclamation u/s 67 DP Act. Before auction of these
vehicles/items a wide publicity has been given by this office among the general public through
publishing in the leading newspapers of Hindi and English to come forward along with the relevant
documents in support of the ownership of the vehicles/items. The unclaimed vehicles/items are
delivered to its rightful owners after verifying the documents u/s 68 DP Act. If no one come
forward to claim the vehicle/items within the stipulated period of 20 days after publication in
newspapers, the unclaimed vehicles/items are auctioned u/s 69 DP Act after fixing its reserve
price by the Committee constituted by the competent authority through MSTC by adopting e-
auction procedure and the cost of auctioned vehicles/items so received has been deposited into
government treasury under proper head of accounts. The items which are got condemned by the
various Distt./Units of Delhi Police have also been auctioned after completion of all codal
