1.0 INTENT
The intent of this specification is to define the general requirements for design,
manufacture, assembly, testing at manufacturer's works, packing, supply,
transportation, receipt at site, installation and commissioning of oil-filled Power/
Distribution transformer with all materials and accessories for efficient and trouble-free
operation.

2.0 CODES & STANDARDS


The transformer shall comply with the latest edition of the following and other
relevant Indian standards.
IS: 335 - Insulating oil
IS: 1180 - Outdoor type 3 phase distribution transformers up to and including 100KVA,
11KV.
IS: 1271 - Thermal evaluation and classification of electrical insulation
IS: 2026 - Power Transformers
IS: 2099 - Bushings for alternating voltages above 1000 V.
IS: 2705 - Current transformers
IS: 3156 - Potential transformers
IS: 3637 - Gas operated relays
IS: 3639 - Power transformer fittings and accessories.
IS: 3347 - Dimensions for porcelain transformer bushing
IS: 4201 - Application guide for CTs
IS: 6600 - Guide for loading of oil immersed transformer

In case of imported equipment, standards of the country of origin shall be applicable if
these standards are equivalent or stringent than the applicable Indian standards.
The equipment shall also conform to the provisions of CEA Regulations 2010 and other

statutory regulations currently in force in the country.


In case Indian standards are not available for any equipment, standards issued by
IEC/BS NOEl IEEEI NEMA or equivalent agency shall be applicable.

3.0 GENERAL REQUIREMENTS


3.1 Construction:
a) Transformer tank shall be of welded sheet construction and provided with gasketed
steel cover plates. All seams, flanges, lifting lugs, braces and other parts attached to the

tanks shall be welded. Tank upper portion and base shall be suitably reinforced to

- prevent any distortion during lifting. Base channels shall be provided with skids and
pulling eyes to facilitate easy handling.
b) All covers and seals shall be oil-tight and airtight and shall not be affected by mineral
or synthetic oil action.
c) Detachable radiators equipped with air vent, drain plug and lifting lugs shall be provided
with topl bottom cut-off valves to permit removal of any radiator without emptying the
tank. Radiators shall be securely braced to prevent undue vibration.
d) Different parts of transformer shall be connected by copper conductors for earth
continuity purpose as described in standard specification for erection of earthing.
Earthing of transformer shall also be carried out following the same.
e) All fasteners and bolts etc shall be hot dip galvanized as per IS:802 or zinc
passivated. All surfaces to be painted shall be thoroughly cleaned, de-scaled, made
free from rust and transformer shall be epoxy painted. Tagging and name plating
shall be done as per relevant code.

3.2 Core & Windings:


Transformer shall be double wound core type with high grade cold rolled grain oriented
low loss, high permeability silicon steel laminations M4 or better grade perfectly
insulated and clamped to minimize vibration and noise. Care should be taken to
insulate core fastening bolts to reduce losses and avoid hot points. All parts of
magnetic circuit shall be bonded to earth system.
Windings shall be of electrolytic copper with uniform insulation and shall be designed
to withstand the thermal and dynamic short circuit stresses due to loading of
transformers and short circuit currents.

3.3 Terminals & Marshalling Box:


a. The transformers shall be provided with separate weather proof (IP-55) HV! LV terminal
boxes on the side.
b. Windings shall be brought out and terminated in cable boxes.
c. Cable boxes shall be supplied with cable lugs and double compression nickel
plated brass cable glands for cable connections.
d. For MV! LV XLPE power! control cables, double compression glands shall be
supplied. Gland plate shall be removable type. For single core cables, gland plate
shall be of non-magnetic material. Cable box for the termination of high voltage XLPE
cables shall be of adequate size. Such cable boxes should also have arrangements for
grounding the armour of XLPE armoured cables inside the cable box.
e. The head room available between cable gland plate and terminal lugs shall not be less
than 600mm for cables up to 11 KV and 900mm for 22KV & 33KV cables.
f. Cable lugs shall be tinned copper, solder-less and crimping type.
g. Primary cable box shall be able to withstand specified primary system fault level for
0.25 seconds.
h. The transformer cable box shall be air filled with moisture drain plug. The
transformer shall have disconnecting chamber for cable boxes mounted on transformer
tank having disconnecting links to facilitate removal of transformer without
disconnecting the cables. Disconnecting chamber shall have a removable cover for
providing access to the links mounted inside. A suitable permanent arrangement shall
be provided to support the cable box assembly when the transformer is removed from its
foundation.
i. Suitable earthing shall be provided for cable box.
j. Marshaling box shall be weather tight, having IP-55 protection. All protective devices
and neutral CTs shall be wired by means of PVC! XLPE insulated copper conductor
armoured cables up to the marshalling box. Removable gland plates with double
compression type nickel plated brass cable glands shall be provided.
k. Neutral of the star connected secondary winding shall be brought out to a
secondary terminal chamber. A CT shall be mounted (if specified) on the neutral
terminal with CT secondary wired up to the marshalling box. A separate neutral bushing
shall be provided for neutral earthing of transformer. In such cases, the neutral CT
shall be mounted before bifurcation of the neutral. Supporting arrangement for
neutral bushing connection to earth! NGR through GI strip! cable as applicable shall be

provided.

3.4 Cooling:
a) Type of cooling shall be ONAN (oil natural air natural).
b) Forced air cooling system (if specified elsewhere in the bid! if required) shall have a
separate control panel to be installed near the transformer unless otherwise specified. The
specified accessories for cooler controls may also be accommodated in the marshalling
box if sufficient space is available. Control panel shall be weatherproof construction (IP-
55) and shall accommodate the Incoming ! outgoing switchgear! starters for each
cooling fan motor, auto! manual selector switch, internal wiring and cable glands
necessary for external cable connection. Contacts shall be provided for remote
indication!alarm for following operating conditions:
i) Auto! manual selection.
ii) Winding over temperature.
iii) Fans ON (for each fan separately).
iv) Fans tripped (for each fan separately).
Cooling fans shall be of rust proof construction with wire guard and TEFC, IP-55
construction induction motors complete with mounting! supporting structure. These shall
be suitably sized to limit the temperature rise of the transformer to specified values with
continuous maximum loading of ONAF rating and at maximum ambient temperatures.
Minimum of one stand-by fan per 50% cooler bank shall be provided.
In auto mode all fans including redundant fans shall be running. Temperature shall be
within limits even if redundant fans fail. In manual mode each fan can be started
independently.

3.5 Oil:
Transformer shall be supplied with first filling of oil and minimum 10% extra oils in non-
returnable drums. Oil shall confirm to IS-335.

3.6 Tapings & controls:


Tapings shall be provided on high voltage side and connected to off-circuit or on- load
tap changing gear with clearly marked tap positions. Under conditions of external short
circuit, the tap changing equipment must be capable of carrying the same current as the
windings.

3.6.1 Off circuit tap changer:


The off circuit tap changing gear shall have an external operating handle mounted
on the transformer side and shall meet the following requirements:
• Positive snap-action contact changing.
The mechanism shall be such that it will be impossible for the contacts to be set in a
position whereby the windings remain open circuited or partly short circuited.
• Mechanical stops at the ends shall be provided to prevent overrunning.
The driving rod through cover or tank wall shall be properly sealed against liquid ",'~

leakage under all service conditions.


• The handle shall be metallic and adequately sized to allow operation with-out the need
of any additional tools.
• The handle shall be with locking arrangement and position indicator. The height of
operating handle shall be between 1000 mm to 1500 mm from ground level for easy
operation.

3.6.2 On Load Tap Changer


3.6.2.1 High speed on load tap changing gear with number of steps as required shall be
provided and mounted on the transformer. The OLTC gear shall have diverter
resistance and the current diverting contacts shall be housed in a separate oil
chamber segregated from the main tank of the transformer. The contacts shall be
accessible for inspection and their tips shall be replaceable.
OLTC oil chamber shall have oil filling, drain and sampling facility. It shall be
provided with oil level indicator, connection orifices, valves and silica gel breather
shall be provided.
3.6.2.2 OLTC shall be provided with local and remote controls.

3.6.2.2.1 Local Control


a) Manual.;.Mechanical Control
The cranking device for operation of the OLTC gear shall be removable and
located at a height not exceeding 1500mm above ground level for easy operation.
The mechanism shall be complete with normal accessories including at least the
following:-
• A mechanical tap position indicator (Rated tap voltages shall be marked on the

diagram plate).
• A mechanical operation counter.
• Mechanical stops to prevent over cranking of the mechanism beyond extreme tap
positions.
b) Electrical Control
Control circuit shall incorporate the following:
i) Local/remote manual electrical operation.
ii) Device to ensure a positive and full completion of tap change once it is initiated
even if here is loss of power,
iii) An interlock to cut-off electrical control automatically upon recourse being taken
to manual mechanical control in emergency,
iv) Electrical interlock to cut-off a counter impulse for a reverse tap change, being
initiated during a progressive tap change and until the mechanism comes to rest
and resets circuits for a fresh operation.
v) All auxiliaries and devices for electrical control of OLTC gear should be
housed in a weather-proof cabinet mounted on the transformer and shall include:
• Local tap position indicator
• 5 digit operation counter
• Cubicle lighting
• Thermostatically controlled space heater.
• Miniature circuit breaker with magnetic and thermal overload devices for
controlling the incoming supply to the OLTC motor.
• Padlocking arrangement for the hinged cabinet door. Removable plate with
cable glands.
• Inside tag with control scheme indelibly marked.

3.6.2.2.2 Remote Tap Changer Control Panel


a) Remote Tap Changer control panel shall comprise of the following:
Individual/ parallel control on Master follower sequence selector switch.
Raise/lower control switch.
Potentiometer type tap position indicator.
Out of step relay.
Time delay relay.
Indicating lamp for out of step.

b) RTCC panel shall be dust & vermin proof, floor mounting, and freestanding type.
The enclosure shall be cold rolled sheet of 2.0 mm thick. All doors and opening
shall be provided with neoprene gaskets.

3.6.2.2.3 OLTC wherever called for shall be suitable for bi-directional power flow.

3.7 Accessories:
Provision of accessories shall be made as following and stated below:
a) Conservator shall be with oil filling plug and cap, oil drain valve, purging device and
Magnetic oil level gauge along with suitable breather with silica-gel.
b) Pressure relief valve (PRV) shall be provided with alarm contact.
c) Bottom drain valve of suitable diameter to drain off complete oil within ten minutes.
d) Thermometer pocket with mercury-in-glass thermometer (0 to 120°C).
e) Inspection covers shall be provided ..
f) Separate buchholz relay shall be provided for main tank. This shall be double float type
with separate normally open trip and alarm contacts. Isolating valves shall be provided on
either side of the relay and distance piece shall be supplied.
g) Oil temperature indicator shall be 150mm dial type with two normally contacts for tripping
and alarm. It shall be provided with maximum reading pointer.
h) Winding temperature indicator shall have normally open contacts one each for tripping,
alarm and starting/stooping of cooling fan motors. It shall be provided with maximum
reading pointer.
i) Contact rating of all auxiliary devices shall be 2A, 110/220 V, DC.
j) The trip signals to be extended to the HV. panel for tripping the breaker on transformer trip
conditions. The alarm and indication signals also to be extended to the HV. panel /
annunciation panel as required.

3.8 Noise:
The audible sound level measured at 300 mm from the external surface of the
transformer shall not exceed 74db.

4.0 INSPECTION & TESTING


Inspection & testing shall be following the criteria mentioned under "Quality Assurance
Plan" specified in bid package.
4.1 Copies of all type test certificates for the transformers as per IS-2026 shall be furnished
for review.
All routine tests and special tests including impulse test for the neutral terminal,
according to IS-2026 shall be carried out.
4.2 Following additional tests shall be carried out -
a) Oil leakage test for transformer tank:
All tanks and oil filled compartments shall be tested for oil tightness by being completely
filled with air! oil of viscosity not greater than that of insulating oil to IS-335 at an
ambient temperature and subjected to a pressure equal to the normal pressure plus
35 kN! m 2 (5 Ib! in 2 ) measured at the base of the tank. This pressure shall be maintained
for a period not less than 12 hours for oil and 1 hour for air, during which time no leakage
shall occur.

5.0 DRAWINGS & DOCUMENTS


Contractor shall submit the following as a minimum for approval! review by the company:
a) General arrangement drawing showing constructional features, space required in front
for removal, power & control cable entry points etc.
b) Foundation plan.
c) Installation and mounting details.
d) Control schematic and circuit diagram showing every device, terminal and wire no.
e) Bill of materials with makes.
f) Filled in data sheet.
g) Copies of certificates for all type tests.
h) Copies of certificates for all routine, special and additional tests for transformer.
i) Catalogue and brochures.
Purchaser's approval of contractor drawings and certifying test results shall not relieve the
manufacturer of his responsibility for supplying equipments conforming to relevant
standards or for any mistake, omission or commission in manufacturer's drawings.

Operation & instruction manuals along with documents as mentioned above are to be
handed over to purchaser at the time of handing over.
