WHEREAS, the Executive Order (EO) No. 51 series of 1986 popularly known as the Philippine Milk
Code imposes strict regulation on formula milk marketing and limiting the activities of companies
that manufacture milk products;
WHEREAS, the EO aims to contribute to the provision of safe and adequate nutrition for infants by
protecting and promoting breastfeeding, and by ensuring the proper use of breastmilk substitutes and
supplements when these are necessary;
WHEREAS, a panel of global experts convened by the World Health Organization have identified
breastfeeding as the most cost efficient and effective measure to prevent infant and young child
deaths;
WHEREAS, the public, especially pregnant mothers should be well informed about the advantages of
infant breastfeeding like the following:
WHEREAS, in order to ensure that safe and adequate nutrition for infants is provided, there is a need
to protect and promote breastfeeding and to inform the public about the risks associated with the use
of breastmilk substitutes and supplements and related products through adequate, consistent and
objective information and appropriate regulation of the marketing and distribution of the said
substitutes, supplements and related products;
WHEREAS, the Municipality of Magarao intends to implement the provisions of Executive Order
No. 51 also known as the Milk Code of the Philippines and ensure the continuous promotion of
breastmilk;
NOW, THEREFORE, I, PHILIP SALVADOR A. SEÑAR, Municipal Mayor of Magarao,
Camarines Sur, by virtue of the powers vested in me by the law, do hereby order:
SECTION 1. CREATION – There shall be a Municipal Milk Code Monitoring Task Force.
This task force will function in collaboration with the Municipal Nutrition Council of Magarao.
