AN ORDER CREATING THE MUNICIPAL MILK CODE MONITORING TASK


FORCE IN THE MUNICIPALITY OF MAGARAO, CAMARINES SUR

WHEREAS, the Executive Order (EO) No. 51 series of 1986 popularly known as the Philippine Milk
Code imposes strict regulation on formula milk marketing and limiting the activities of companies
that manufacture milk products;

WHEREAS, the EO aims to contribute to the provision of safe and adequate nutrition for infants by
protecting and promoting breastfeeding, and by ensuring the proper use of breastmilk substitutes and
supplements when these are necessary;

WHEREAS, a panel of global experts convened by the World Health Organization have identified
breastfeeding as the most cost efficient and effective measure to prevent infant and young child
deaths;

WHEREAS, the public, especially pregnant mothers should be well informed about the advantages of
infant breastfeeding like the following:

BENEFITS FOR THE INFANTS:


 Prevents malnutrition and premature or early deaths
 Protection from infectious diseases which is due to the presence of protective
antibodies in the breastmilk
 Breastfeeding is always fresh and relatively free from contamination
 Breastfeeding yields smarter children with increased IQ points, that cannot be
provided by infant formula
 Lessens the risk for diabetes, obesity and some cancers later in life

BENEFITS FOR THE BREASTFEEDING MOTHER:


 Reduces blood loss after birth
 Delays return of fertility for at least six (6) months after delivery which can be a
temporary birth spacing method; and
 Reduces the risks for reproductive cancers like breast cancer, and cancer of the
ovaries and uterus

WHEREAS, in order to ensure that safe and adequate nutrition for infants is provided, there is a need
to protect and promote breastfeeding and to inform the public about the risks associated with the use
of breastmilk substitutes and supplements and related products through adequate, consistent and
objective information and appropriate regulation of the marketing and distribution of the said
substitutes, supplements and related products;

WHEREAS, the Municipality of Magarao intends to implement the provisions of Executive Order
No. 51 also known as the Milk Code of the Philippines and ensure the continuous promotion of
breastmilk;
NOW, THEREFORE, I, PHILIP SALVADOR A. SEÑAR, Municipal Mayor of Magarao,
Camarines Sur, by virtue of the powers vested in me by the law, do hereby order:

SECTION 1. CREATION – There shall be a Municipal Milk Code Monitoring Task Force.
This task force will function in collaboration with the Municipal Nutrition Council of Magarao.

SECTION 2. COMPOSITION – The Municipal Milk Code Monitoring Task Force


shall be composed of the following members:

Members:

IRVIN PHILLIP G. ABLAY, MD - Municipal Health Officer


JESA LAASA-LUMBO, RN - Breastfeeding Coordinator
REAMBERT C. SAEZ, RN - Nutrition Program Coordinator
MA. ELIZABETH G. VALIENTE, RN - Maternal and Child Health Coordinator
FELITA B. FELIZARDO, RM - Rural Health Midwife II
FRANCIS T. PAN, RN - Development Management Officer IV
ARMIE C. CEDO, RN - DOH HRH NDP Nurse II
MARICEL B. DETAL, RM - Rural Health Midwife I
MARCIA NIŇA RUBIO - Rural Health Midwife I

SECTION 3. ROLES AND FUNCTIONS - The Municipal Milk Code Monitoring


Task Force shall perform the following functions:

1. Provide full support for exclusive breastfeeding;


2. Conduct quarterly and/or biannual monitoring and reporting of compliance to the Milk Code;
3. Verification of violation reports;
4. Monitoring of labels of products covered by the Code;
5. Provision of technical assistance to barangays, government and private establishments and
companies;
6. Strengthen advocacy on Milk Code and development of informational materials using various
print and media platforms; and
7. Regulate breastmilk substitute donations during emergencies or disasters.

SECTION 4. EFFECTIVITY - This Executive Order shall take effect immediately.
