USPS Mail Delay Response 1-31-2023
This responds to your January 11 letter to Postmaster General Louis DeJoy, regarding mail
delivery service in Northwest Washington.
I appreciate this opportunity to provide information about the U.S. Postal Service’s efforts to
strengthen our mail delivery operations in Washington. Please know that we understand the
extent to which our customers—and your constituents—rely on timely, accurate, and efficient
delivery of their mail. Moreover, you can be assured that it is the goal of the district’s
management team, as well as our delivery employees, to provide high-quality, reliable service.
During periods of high mail volume, such as peak holiday season, all available employees are
scheduled for appropriate coverage. Facilities experiencing personnel shortages are loaned
employees from other offices, sometimes outside the state, to ensure timely mail delivery.
Moreover, during such periods, we routinely schedule additional resources to specifically deliver
packages, in addition to the normally scheduled employees delivering letter mail, flats, and all
other classes of mail, and have done so for many years. Regardless of the sender, we are
governed by our Universal Service Obligation, which requires that we deliver every piece of mail
sent. We embrace our delivery mission and are working hard to meet the service needs of our
customers.
As noted in your correspondence, the Postal Service has experienced employee availability
issues due to personnel shortages in Washington, as well as in other parts of the country.
Unfortunately, an already tight labor market and in some areas, limited affordable housing, have
complicated the hiring process, making it harder to find and retain employees. These challenges,
along with the need for more qualified individuals, have been communicated through local media
outlets, as well as through local retail clerks and customer service officials.
It is important to explain that our hiring process is complex because of the nature of mail service.
Our employees handle crucial correspondence and packages and must preserve the sanctity of
the mail, so we are required to screen applicants thoroughly and provide appropriate training
before onboarding them. This screening includes a criminal background check, a physical
examination, and specific skills tests to include writing and driving.
While we attempt to onboard new hires as quickly as possible, we cannot waive these important
steps. Nonetheless, every effort is being made to hire and train new employees as appropriate
and in accordance with our national contracts.
