INTRODUCTION:
PLANNING:
Department of Agriculture, Water and the Environment certification of Pakistan’s plant exports
continue to be internationally recognized as highly credible, verifiable and marketable The
process of determining export requirements and obtaining Pakistan government certification is
predictable and timely. There is a seamless export certification interface for the plant export
sector, which integrates effectively with companies’ operations and supporting ICT. We use risk
management and monitoring proportional to the risk, to provide assurance to importing countries
that the export certification process is sound. Wherever possible and appropriate, we build on
industry processes and quality systems that meet our regulatory goal rather than impose external
controls. We assess and approve export proposals using high levels of automation, approval of
industry-based arrangements and rapid turnaround of required importing country certification.
Our staff and those acting on our behalf will be well trained, equipped and highly motivated to
provide required advice, assessment and certification. The cost recovery framework is easy to
understand and industry views are considered.
For its part, the Plant Export Operations (PEO) branch has worked with internal and external
stakeholders, as represented by the Horticultural Exports and Grain and Plant Product Export
Industry Consultative Committees (the HEICC & GPPEICC), to develop a vision and strategic
plan to support the plant export industry contribution to the 2030 target.
This document presents the PEO vision for 2030, what it will look like when we achieve
that vision and the key strategies that will help us get there, in cooperation with the rest of
the department and our client industry sector.
From our consultations we understand that the plant export industry values our role in
negotiating and providing information on importing country requirements for Pakistan’s
produce.
The industry believes that we are responsive and flexible but they would like a more
collaborative approach where we work together with their production processes and quality
systems, rather than impose external ones unless appropriate.
Effective risk management is essential for the program to continue to provide high quality
export certification in the face of increasing throughput and complexity of plant exports. We
will work closely with industry to develop risk-based processes that utilize our developing data
resources and rely on greater levels of industry accountability

Under Pakistan export laws, plants and plant products are defined as:
• prescribed goods (controlled by export laws)
• non-prescribed goods (not controlled by export laws).
You need to understand how your product is defined by law, as export requirements differ
between products.
Prescribed goods
The following products are prescribed (listed) and controlled under Pakistan plant export law:
some grain and legumes (including wheat barley, canola, chickpeas, dried field peas, faba beans,
lentils, lupins, mung beans, oats, sorghum, soybeans, whole vetch).
any other plants and plant products where an importing country requires a phytosanitary (plant
health) certificate or phytosanitary certificate for re-export (this may include nuts, fodder, timber
products, nursery stock, tissue cultures, cotton; and other grains, seeds and legumes), unless
otherwise specified.
use a Plant Export Authorized Officer (AO) to inspect your product prior to export.
Non-prescribed goods
All other plants and processed plant products that are not listed under Pakistan plant export law,
or do not need a phytosanitary certificate, are considered non-prescribed goods and do not need
an export permit.
Where a country has no requirement for a government issued certificate at the point of import,
the department will not be involved.
Import conditions vary depending on the country, product and the end use of a product.
Importing country requirements may include (but are not limited to) what certificates and
supporting documents are required, pest-free area status, how/where products are grown, how
they are treated, and where they are packed.
The Manual of Importing Country Requirements (Micor) Plants is the department’s database that
publishes known importing country requirements for plants and plant products.
It is your responsibility as the exporter (or your agent) to verify the information in Micor with
the importing county’s National Plant Protection Office (NPPO) before relying on it. This
includes when there are no importing country requirements listed in the database.
You should obtain official notification in writing from the importing country’s NPPO (import
permit or instrument in writing). Any notification received that differs to the information in
Micro should be emailed to the Micro Plants team for assessment/updating of the database.
This must be done before you export.
If your product is exported and it does not meet the importing country’s requirements, it could be
rejected by the importing country. As a result, your products may be destroyed or you may have
to pay for their return to Pakistan. Breaches of this kind may damage your business relationships
and affect future export opportunities.
If you have determined through Step 1 and Step 2 that your products are not prescribed under
Pakistan law and the importing country does not require a phytosanitary certificate, then you are
exporting non-prescribed goods.
MAKING:
Using coco coir to grow potted plants is relatively easy once you know what makes it different
from conventional composts. Arriving to you as a compacted solid ‘brick’, coco coir simply
needs to be soaked in water for at least an hour, where it will expand by up to seven times its
original size. From here, it simply needs to be pulled apart and it’s ready to use.
It’s recommended that you line your chosen pot with a coco liner, cut to the correct size, for
optimum results. Follow this with your eco-friendly coco peat and plant your seeds near to the
top of the soil, following the regular guidelines for your choice of seed. Ensure that before you
hydrate the compost, you add any necessary plant foods to the soil, as coir doesn’t hold any
nutrients of its own. When hydrating, pour water into the soil until it begins to leak all the way
through.
You can then let the incredibly absorbent coco peat work its magic. When continuing to water
your plant, be sure to check the feel of the soil with your fingers. Plants in coco peat need to
watered much less than regularly than in conventional soil, and it’s common knowledge that
overwatering can be deadly. Remember that once you’ve finished using coco peat in your pot, it
can easily be recycled.
• The primary benefit of coco coir and peat is how environmentally friendly it is, especially
in comparison to other compost options such as peat moss. Created from the layer of pith
inside a coconut, it is a completely natural by-product that would otherwise be discarded,
making it one of the most sustainable planting options on the market.
• Adding to its environmental value, coco peat is completely re-usable. Once used to grow
plants in one pot, it can be cleaned and strained – making it good as new. This not only
decreases its carbon footprint; it also ensures that coco coir is a budget-friendly option.
• Coco peat is highly absorbent, holding around 30% more water than most peat. It is also
excellent at retaining water, and is also able to release it slowly in order for your plant to
better absorb it. This means that once you’ve done the planting, coco peat will do much
of the after care for you. You’ll find yourself watering the plants far less regularly than if
you were to use a conventional compost.
• Coco peat will do an excellent job of keeping your plants healthy, due to its anti-fungal
properties. It is also resistant to mould, which in turn will help protect your plants from
disease and decay as they grow.
• Coir is also slightly alkaline, with a pH value of 5.8–6.8. This is generally considered to
be an ideal pH value for compost to release nutrients, and means that it’s not necessary to
use a neutralizing product.
