Introduction: Various agencies often undertake digging activities and

underground utility assets get damaged, which may be due to lack of
knowledge of digging agencies about existing utilities or lack of coordination
with utility asset owner agencies

Purpose:
• Provides interface to digging agencies
• To enquire about the availability of existing underground utility assets and
• To inform utility asset owners about proposed digging activities,
• To coordinate for safeguard existing underlying all type of utility assets
from damages, loss of business and consequent expenses for
restoration and public inconvenience.

 Action plan to mandate use of “CBuD” Mobile App

• State directions to asset Owners: All underground utility/asset owner agencies viz. Electricity
Cables, Water-pipe, Gas-pipe, Sewerage etc. to be directed by State Govt:
a. to map contact details/ escalation matrix in the “Call Before u Dig” App for receiving
SMS/email notifications.
b. to be mandated to respond to messages from “Call Before u Dig” App and take actions
accordingly, even if they have mapped or not mapped their assets.
c. to register their assets on PM GatiShakti NMP
• State directions to Diggers: All digging agencies to be mandated by State Govt:
a. to do any type of digging only after prior intimation through “Call Before u Dig” App and
as per its terms and conditions.
b. to use the App before commencing any type of digging anywhere in the State.
• All State departments to be directed to include Point ‘b’ in the approval letter format, while
granting approval for any type of digging anywhere in the State.
• CBuD App pilot launched in Gujarat and UT of Dadra and Nagar Haveli in Oct-2022.
• It is now decided to extend its roll out to all other States/UTs.

• Dept Admin/Nodal to create ‘State Utility agency Admin/ Nodal’ for CBuD with
generic profile & the profile to be updated by nominated nodal officer.
• Agency Nodal admin to create ‘District utility Nodal officer’ for CBuD
• LSA are requested to nominate a nodal officer to follow up with respective
states/UTs
