Republic of the Philippines NATIONAL POLICE COMMISSION Makati City RESOLUTION NO, 2009 -_414 | CONFIRMING THE STATUS DIRECTORATES FOR INTEGRATED POLICE OPERATIONS (DIPOs) IN WESTERN MINDANAO, EASTERN MINDANAO, VISAYAS, NORTHERN LUZON AND SOUTHERN LUZON AS REGULAR DIRECTORATES OF THE PNP WHEREAS, the National Police Commission approved the activation of the different provisisnal Directorates. for Integrated Police Operations (CiPOs) in Western Mindanao, Eastern Mindanao, Visayas, Norther Luzon and Southern Luzon and the creation of Director and Deputy Director positions with ranks. of Police Divector and Police Chief Superintendent, respectively ta head the DiPOs; WHEREAS, the Department of Budget and Management (DBM) approved the creation © the Director and Deputy Director positions for the different DJPOs taking ito. account that the modification of the existing rank distribution is consistent with the PNP pyramidal structure and the responsibility assignments are distinguished: WHEREAS, telative thereto, the PNP submitted for consideration of the Commission ‘General Orders No. DPL 09-11 which provides for the conversion of the status of the different DIPOs from provisional inta regulac dicectorates of the PNP including the revised organizational structure, staffing pattern and functions of the DIPOs; WHEREAS, after review of the proposal, the Cemmission finds the same to be iw order considering that this would strengthen the DIPOs, and it conforms with the proposed Revised Reorganization Plan of the PNP submitted to Congress; NOW, THEREFORE, tha Commission in the exercise of its constitutional mandate to exercise administrative contro} and operational supervision over the PNP, HAS RESOLVED TO CONFIRM, AS IT HEREBY CONFIRMS, the status of the Directorates for Integrated Pofice Operations (DIPOs} Im Wester Mindanao, Eastern Mindanao, Visavis, Northern Luzon and Southern Luzon as, Regular Directorates of the PNP RESOLVED FURTHER, that the DIPOs shaif direct and supervise the conduct of inter- regional anti-criminabty, counter-terrorism and counter-insurgency operations against !2wiess elements which transcend regional boundaries, and to provide a system for the promotion of regional socie-econemic development, The heads of the DIPQs shall exercise directing functianal authority over the Police Regional Offices (PROs) as follows: a The DIPO in Northern Luzon shall oversee the operations of PROs 1, 2, 3 and Cordillera; 4. The DIPO in Southern Luzon shall oversee the operations of PROs CALABRAZON, MIMAROPA and 5: The DIPO in Visayas shall oversee the operations of PROs 6, 7, and 8; d The DIPO in Eastern Mindanao shall oversee the operations of PROs 10, 11 and 13; and e The DIPO in Westem Mindanao shalt oversee the operations of PRGs 9, 12 and ARMMPage 2 of 3 Resalution No 2009, #48 The DIPOs shali act dispositivetly on matters pertaining to their sespective areas ol concern for inter-operability and {o facilitate broader exercise of span of control by the Chief PNP. The DJPOs shail perform the following functions: a ® Formulate and supervise the implementation of policing plans and program. peculiar to the area of responsibility (AOR) in support to socio-eeonomic development, Formulate and oversee the implementation of the integrated Operation Plans (OPLANs) on counter-insurgency and counter-terrorisrny, Direct and supervise tha eonduct of integrated anti-csiminality, internal secutity and counter-terrorism operations; Promote inter-operability with the operating units of the Armed Forces af the Philippines (AFP), Direct and supervise the efforts of the PROs to arrest, investigate and build up cases against all personalities involved in terrorism and lawless violence in the AOR; Enlist and coordinate mutual support and cooperation among law enforcement units. Armed Forces of the Philippines and other agencies, in addressing terrorism and internal security concerns within the AOR; Exercis2 operational supervision over all PNP maneuver forces including the regional offices of the national support units during the conduct of inter-regionat and/or joint operations with the AFP: Update the PNP Command Group of on-going integrated operations on anti- criminality, counterterrorism and internat security campaigns in his AOR: Maintain linkages with agencies and donor institutions/eommunities to generate resources in support of the development of the PNP Regional Offic »s within the AOR, in coordination with the PNP Program Management Office, 2.4 Perform other functions as the Chief, PNP may direct The National Support Units within the integrated-regians shall be placed urder the operational supervision of the Directors for Integrated Police Operations. The felationship and delineation of powers and functions between the Directors for Integrated Palice Operations and the Regional Directors, PROs shall be as follows: a The Directors, DIPOs shall serve as the alter ego of the Chief, PNP. and shall direct and supervise the operations of the PROs only on matters pertaining to integrated internal security and counter-terrorism campaigns; The Regional Directors, PROs shall continue to exercise supervision and control over their respective areas of jurisdiction in addressing criminality, insurgency and terrorism, except on cases which transcends regional boundaries and on cases which may be delegated by the Chief, PNP to the Directors of the DIPOs.oweeeor c The Directors, DIPOs shall exercise operational supervision over al PNP maneuver forces including the regional offices of the national support units during the conduct of inter-regional or join! operations with the AFP, in coordination with concerned Regianat Directors, PROs; and d. The Regional Directors, PROS shalt regularly submit pertinent intelligence reporis/analysis and operational data to the concerned Directarates RESOVED FURTHERMORE, that the Revised Organizational Structure and Staffing Pattern, and Functional Chart of the DIPOs herewith attached as Annex “A” and “B* shall form an integral part of this Resolution. The Command Group of each Directorate shall be composed af the Director with a rank of Police Director, the Deputy Director and Executive Officer, with prescribed ranks of P, sf Superintendent and Police Senior Superintendent, respectivaly The rank of the Executive Officer may be upgraded to Police Chief Superintendent subject to the approval of the Nationa Police Commission (NAPOLGOM) and the Depariment of Budgst and Management (DBM), Each Directorate shall maintain four (4) staft divisions namely: 1) Administrative and Human Resources Development Division; 2) Intelligence and Investigation Divisian: Operations Division; and 4) Pragram Management Division. These divisions shall be headed by Police Cammissicned Officers (PCOs) with a rank of Police Senior Superintendent In order to ensure continuity in the administration and operations of the DIPQs, the Chiefs of the aforementioned Divisions of the DIPOs shali net be considered as pasitians exclusively for Police Senior Superintendent until December 31, 2008. Thereafter, the provision of NAPOLGOM Memorandum Circular No. 2007-008 prescribing the promotion and placement system for third level Palice Commissioned Officers shalt apply accordingly. RESOLVED FINALLY, that an Integrated Police Management Unit (PMU) shail be maintained to serve as the facility of the Deputy Chief, PNP for Operations in overseeing the DIPOs.
