1 I believed that the corporation is well worried with health and safety morals: This organisation has

a moral obligation to prevent employee injury or illness at work, which can only be done by
providing a safe working environment.

 The dentist have a moral responsibility to provide for their employees on a humanitarian
level. Instead of upfront risk and safety management, late enquires and suggestions are
made.
 The dentist takes time every day to speak with employees about safe working conditions.
This increases the employee's trust in the employer.
 There is less accident rate, but there is no competent health and safety officer to analyse
and identify workplace hazards
 Maintaining a healthy work environment is essential since workplace illnesses and injuries
can demoralise employees.
 The dentist has a moral obligation to prevent harm to others since they hire motivated
employees who are aware of their responsibilities, which are clearly defined and
documented.
 The employer prioritised the health and safety of its employees than focusing on profits
and other goals. Instead the workplace lacking appropriate safety signboards.
 There was not enough workers present there. The dental nurse's work is impeded by an
additional call-receiving task at the reception desk. Because there are not enough
receptionists to handle emergencies and other tasks by the management.
 The dentist have a moral responsibility to ensure that all employees work in an
environment free from occupational illnesses and injuries so it must be mandatory
that everyone can return home within a month in a happy and healthy condition.

2.1 Health and safety consultant to the dentist says the following contents of a statement of intents

 General statement of intent Top-level management creates policy in a formal written

document after interacting Organizational approach in outline
With lower-level management.
 Explaining that the policy must be followed by all employees and that failing to do so could
lead to disciplinary actions.
 Performing the risk assessments
 It includes of aim and objectives. Aim should be training to all employees. In addition,
objective should be also a specific, measurable, achievable, reasonable and time bound.
 Legal requirement stated by ILO- OSH 2001 article 14 of R164that Policy is a legal document.

2.b

 Provision of first assistance and welfare.

 The policy date must be reviewed mostprobably yearly once also incase of organization
changes and enforcement agency actions
 Top management must officially sign and date the policy.
 Create a safe work environment and permission system to reduce risks.
 Housekeeping staff disposing away bio/medical waste in separate skip.
 Discussion of health and safety concerns with employees
 Policy communication arrangements must be made in .

3.a To fulfill legal requirements it is necessary to report to the Enforcement authority at the earliest.

This is a responsibility of an employer to report the Fatal Accident including Major Injury, Dangerous
Occurrence, Occupational Diseases, and Lost Time Injury to the competent authority.

The porter sustained a fractured ankle and he can not back to work for several months.

This accident resulted in a Major injury (Lost Time Injury) to the porter and this needs to be reported
because as per ILOCode of Practice requires that Occupational non-fatal accidents with at least three
consecutive days of incapacity excluding the day of the accident need to be reported to the
competent authority.

3.B As an Employer, this recent accident needs to be notified as well as keeping a record of the
accident through a stard record form or book for keeping the record of the

accident, the following information needs to be included in the record and the same need

to be notified through the following:

1. Name and address of the injured Porter 2. Date and time of the accident

3. Location of the accident 4. Details of injury

5. Details of treatment given

6. Description of an event causing injury 7. Details of any equipment or substances involved

8. Witnesses names and contact details 9. Details of person completing the record

10. Signatures

Consultation implies that the employer takes note of feedback given by employees. But the
consultation process is not the only route by which feedback on health and safety topics might be
given. Employee feedback can also be gained through additional routes such as during appraisals, at
departmental meetings, through suggestion schemes and employee surveys and via complaints.
In many countries there is a legal duty placed upon employers to consult with their employees on
health and safety matters. Article 20 of ILO-C155 and Article 12 of ILO-R164 give specific standards
on this. Even where there is no legal requirement, it is recognised as good practice for the employer
to consult with their employees on health and safety matters

Own answer

Consultation is a two-way communication of information. Through this, we may both learn and
share knowledge to the employees.

Although being outlawed, there is a legal obligation for it, and it is recognised as a good practise.

After consulting with dental nurse, dentist came to know there is no signage’s, thus he came to know
that he need to improve the health and safety culture

They realised their inadequacy after discussing to their employee, and new strategies were
implemented as a result.

The function of the safety committee/forum would include issues such as:

Studying accident and disease statistics. Reviewing the reports from active monitoring in the
workplace, such as safety inspections and behavioural observations.

Examining safety audit reports.

• Considering reports and information from the authorities.

Considering reports submitted by worker representatives

• Assisting in the development of procedures and policy.

Monitoring the effectiveness of training

• Monitoring the effectiveness of safety communications.

In this way, the committee/forum is intended to be strategic, rather than involved in trivia.

7 The following Management failures which could have contributed to Accident are as
follows

 The dental surgery seems to be very busy and there is a huge Pressure on the
Workers due to weeked overtime. To complete their Jobs at the earliest which
Indicates high Workload on the dental nurse.

 The dental has not hired enough Workers to work on Saturday. the Workforce is not
Optimum to carry on with difficult tasks

 The management has shown negligence in displaying signages, these lackness

results in accident to the dental nurse.
 There is no emergency procedure, this leads to management failure.

 There is no mock drill is conducted to face the emergency situations.

 Management is less Concerned about the Health and Safety of Workers as they
haven’t took any risk assessments without concerning the safety of the workers.

The Management has shown negligence to have an adequate number of Workers to

complete difficult and large heavy jobs or tasks.

The Management has not taken into Consideration of Workers asking for help and the
manager has told them to do their best when the workers phoned the office for help as no
one else was available for help at that time.

The Management has not learned from previous mistakes and experiences as Similar

incidents have happened in the past

The Porters have Previously Protested against Management about working Conditions and
Health and Safety measures but were never Considered Seriously.

The Management has never done an actual removal activity and they do not consult

sufficiently with workers about their jobs The Management has never fully appreciated the
difficulties of Workers experience in handling difficult and heavy tasks.

Many young and Inexperienced workers were being deployed for the heavy and

difficult task and the manager was blaming the young worker who was responsible for this
accident. Risk assessment & Safe system of work were not reviewed for 5 years for the
Removal activity, which shows the management failure contributed to this accident

 Positive Health and safety culture of the organization- the organization has positive
health and safety culture and very Sickness and absenteeism rate due to managers

Emergency Procedure Arrangements Having identified the foreseeable incidents, the
organisation should make internal arrangements to deal with each of them, should they
occur. These arrangements should include:

Foreseeable emergencies: an outline of the foreseeable emergencies

that might occur along with the circumstances in which they might

occur and their foreseeable outcomes. This will identify what the

emergencies are and why procedures need to be followed.

Procedures for raising the alarm: workers needs to know how the relevant alarms are raised
for different types of emergency and any escalation procedure that might apply. For
example, manual call points might be used to raise the alarm in the event of fire, but radio
or telephone notification to a control centre might be used in the event of a security
incident.

Clean up after oil spill

• Procedures to be followed: in the event of a fire, for example, normal practice is for
workers to exit the building using the signed escape routes and assemble at a designated
place. In the event of a bomb threat, the procedure is often the exact opposite: to go to a
room inside the building, away from windows and external walls.

Provision of suitable equipment: if there is a chemical spill, for example, absorbent granules
or booms might

be used to contain the spill and PPE used to prevent harm to those involved in the
containment operation. In the

event of a release of toxic gas, respiratory protective equipment may be needed.

Nomination of responsible staff: in a fire situation there is likely to be a need for fire
wardens or marshals, who

walk through the building to check that everyone is aware of the fire evacuation. A fire
team may also be required,

whose job will be to check the area where the fire is suspected to be. Dealing with the
media: it is foreseeable that some emergencies will attract media attention. Procedures for
handling the media should be developed and nominated staff trained in media handling
techniques (such as how

to answer questions from newspaper and radio reporters). Arrangements for contacting
emergency services: while internal emergency arrangements must be made by
the organisation to deal with foreseeable incidents, these responses will normally also
involve contacting external emergency services for help. There should therefore be
appropriate arrangements in place:

Communication equipment (eg landline and mobile phones, satellite phones, or VHF radio).
The more remote the location, the more difficult communication becomes.

Contact details (eg, national and local emergency-service numbers). This may involve
international medical evacuation as well.

Responsible individuals with the necessary information and knowledge nominated to make
the call. In many instances, the emergency services can provide a more effective response if
they are given critical information
