Basic Philosophy
Quality Education System is:
• One that succeeds in meeting its goals;
• One that is relevant to the needs of
students, communities and society;
• One that fosters the ability of students to
acquire knowledge and critical learning
skills.
POLICY THRUST
• DepEd encourages a system of self-
assessment and certification process for
school improvement. Such scheme is an aid to
the Department’s regulatory function for
schools to comply, not only with *minimum
standards for recognition, but also as a
support *for schools to eventually pursue
standards of quality over and above minimum
as required in voluntary accreditation.
POLICY THRUST
• Through a Quality Assurance Certification System, the
educational community, the general public and other
agencies or organizations are assured that the school
has clearly defined appropriate educational objectives.

• The certification process helps the school to establish


conditions under which achievement can reasonably
be expected, appears in fact to be accomplishing them
substantially, and is so organized, staffed and
supported that it can be expected to continue to do so.

Program Objectives
The PEAC National Secretariat Certification Unit is tasked to
pursue the following objectives:
1. To improve the certification assistance appraisal system and
refine the compliance certification procedures and instruments.

2. To assess ESC participating schools’ extent of compliance with


the DepEd minimum standards, and to classify or reclassify
them as
• Approaching Excellence in Practicing the Standard
• Exceeding the Minimum Standard
• Practicing the Minimum Standard
• Approaching the Minimum Standard

instructional leadership competencies of middle
administrators to enhance the effective
performance of their functions and
responsibilities.
2. the review of the school’s organizational chart for a
clearer definition of lines of authority, responsibility
and coordination.
3. the formulation of a supervisory program and the
conduct of regular classroom observation visits to
improve instruction.
4. The formulation and implementation of a Faculty
Development Program with emphasis on the following:
a. Student-centered activities
b. Daily lesson planning
c. Innovative teaching strategies
d. Art of questioning
e. Test construction
f. communication skills
5. a clear and systematic articulation of the vision-mission
and core values in the academic and non-academic
areas.
6. the formulation and implementation of a Three-Year
School Improvement Plan that integrates all school
plans with specific budget and realistic timeframe for
implementation.
7. the formulation of an annual operational plan drawn from
the school improvement plan for better implementation,
monitoring and evaluation.
8. the acquisition of the following library holdings:
a. Reference books in the different learning areas
b. Filipino-authored books

REVISIT

▪ If an ESC participating school, you are given
one year to comply with the certification
team’s previous recommendations.
NOTE:
If twice failed, the school is allowed to
graduate their remaining grantees until their
phase out as participants of the ESC program.
The school may only, after 3 years, consider re-
applying in the ESC program but as an applicant
school again. 

be notified and will be asked to explain; the
findings will be forwarded to DepEd for
resolution

▪ If the school incurred sanctions or penalties


– the school will be notified and will be asked
