1.0 PURPOSE AND SCOPE

The purpose of this procedure is to outline the project control approach in terms of Planning, Cost
Control, Estimating, Document Control and Tracking for the execution of works undertaken by
Contractor.

2.0 OBJECTIVE

The objective of this control procedure is to:

- Have a realistic plan to complete the work within stipulated time, milestone and budget.
- Have an effetive project planning schedule controls, report method, close coordination and
monitoring in order to have timely, accurate and meaningful information towards the project.
- To analyze and detect any delay if occurred, impact to schedule and remedy plan
- To analyze and detect any variation work if occured and also the impact to schedule and cost

3.0 DEFINITIONS

Owner : Petron Malaysia Refining & Marketing Bhd

Contractor : Eastern Soldar Engineering & Construction Sdn Bhd

Project : Marine Import Facilities 2 Project - Package 2 - Tank Work

Location : Port Dickson, Negeri Sembilan

4.0 GENERAL

4.1 Scheduling

Scheduling is one of the fundamental elements of project control. An Effective Schedule organizes
the work as defined by the Work Breakdown Structure (WBS) into a fixed time frame, which
supports the overall project plan. The schedule represents the project plan over time and must be
monitored to ensure that the work is being performed within the establish milestone. The schedule
must match the overall execution plan and is a product of all the project team’s input, relative to
their specific area of work.

4.2 Project Reporting

Progress Reporting and Measurement of project physical and performance against Baseline
criteria of schedule are the essential elements of controlling the project. An accurate measure of
progress serves as the basis for performance and requesting corrective actions. Monitoring project
actual progress against the control base at regular intervals provides immediate feedback to the
Project Manager and Site Manager onto the actual status of the project.

5.0 ROLES AND RESPONSIBILITIES

5.1 Project Manager

Overall responsibilities to appraise the project status with respect to costs, schedule and
their potential impacts and reporting project status to the Owner project management
team.

■ Ensure safety completion in project

■ Co-ordination between all parties involved in the project (Owner, Authority, Sub-
Contractors and etc.)

■ Key focus point between Owner and Sub-Contractor

■ Ensure all consistent implementation of the Project Quality Plan

■ Interpreting the project specification to the Sub-Contractor


■ Maintain a close relationship to all Management levels of the project

■ Plan and establish the scope of work, budgets and overall projects work schedule

■ Interface with Home Office on critical issues as well as commercial matters

5.2 Construction Manager

Monitoring of project progress, identifying variances and recommend appropriate remedial measures to
Project Manager.

• The overall site management of the project

• Overall responsibility for the Quality, Safety, Environment compliance in the site

• Monitoring the overall site activities of all subcontractor engaged on the project

• Site coordination in between all the engaged subcontractor

• The preparation and issuance of construction plan for overall site construction

• Ensure safe working environment to all workmen

• Develop project control procedures

• Analyze and approved detailed schedules for project execution

• Manage the area/ discipline engineer and supervisor

• Manage the Sub-Contractor

• Manage Resources

• Ensuring compliance to HSE and security requirement

• Review overall construction schedules

• Liaise with engineering/ design firm into the engineering issues

• Arrangements for the deployment of construction equipment where ever needed

• Manage the resources deployment and key critical construction jobs

• Manpower, equipment and tools control

5.3 Scheduler
Report to Project Manager and Construction Mananger

• Check Updating of construction schedules with various progress status, prepared graphs, weekly report
and monthly report, progress analysis of the activities and progress measurement of physical work done.

• Prepare detailed schedules for project execution

• Prepare overall construction schedule for Project Manager/ Site Manager to review.

• Monitoring of delivery schedule of critical work item and long lead item.

6.0 SOFTWARE for PREPARING SCHEDULE

6.1 The software use for preparation of work schedule shall be Microsoft Project.

7.0 PROJECT REPORTING


The Daily and Monthly Progress Report are produced to provide summary level information
for the Owner and Contractor management team regarding the status and forecast relative to the
project baseline. This report shall addresses the full cycle of the project and is frequently used as a
reference document for Owner reviews.

8.0 CONTENTS of DAILY and MONTHLY REPORT

8.1 Daily Report

8.1.1 Daily Activities


Construction activities that have been accomplished on the reporting day

8.1.2 Tomorrow Activities


Construction activities that plan to work for tomorrow.

8.1.3 Area Concern


Detail description onto the area concern which related to project progress, safety and QC.

8.1.4 Manpower loading/ Resources


Number of workers and trade attended refer to the reporting date

8.1.5 Equipment
Equipment deployed with respect to the reporting date.

8.1.6 Weather
Weather record for the day

8.1.7 Site Photo (if required)


Photo about site activities

8.2 Monthly Report

8.2.1 Project Overview


Overview of contract effective date, contract completion date and major activity commencement date.
It include also summary of the construction progress of the said month.

8.2.2 Progress Highlight This Month


Highlight of work progress for the month, which covers Engineering, Procurement and delivery of
materials, site construction, pre-fabrication activity, site activities which cover civil, mechanical and
E&I work.

8.2.3 Areas of Concern and Counter Measure


It is the area or discipline where the problem occurs that need to be resolve and quick action.

8.2.4 HSE Report


The safety statistic for the month, LTI, safety man hours and training, machinery and equipment inspection/
summary list.

8.2.5 Equipment at Site


Cumulative of equipment / machinery status at site

8.2.6 Manpower Loading


Cumulative of manpower status at site

8.2.7 Quality Assurance Report


The status of QA/QC documents, QA/QC site activities and surveillance inspection of materials, site
QC activities and etc.

8.2.8 Local authority submission/approvals


Reporting of matters related to local authority submission/ approval and also status of application.

8.2.9 Attachments:

9.0 DELAY DETECTION & RECOVERY PLAN

In the event that contractor detect any sign or symptom of delay or possible delay to the progress of the
works, the contractor will analyze the situation, assess the degree and/or the extent of the
consequences of delay/ possible delay.

Should the above analysis and assessment disclose an existing or possible delay to the PROJECT, contractor
will immediately remedy and/or take action to prevent such incident, such plan to include, as appropriate
and without limitation, any or all of the following:

- Reporgramming of the order and/or sequence of the parts of the works in which the delay or potential
delay occurs, without extension of time for those part of the project schedule or the total of the
schedule.

- Increasing the manpower deployed in the project, including management, supervisory and administrative
staff

- Increasing the construction equipment as and when required.

- Expediting the delivery of, or deciding alternative sourcing of, any materials, equipments, or whatsoever,
being in short supply, if any.

-Propose alteration of the method for and/or system of the performance of the works

-Taking any other steps which the contractor may consider appropriate to resolve the situation.

-Request for Extension of Time (EOT) if the delay is not caused by Contractor

10.0 PROGRESS CLAIM REPORT

Progress claim format will be set up to defined and organize all cost components (materials,
labor, equipment, services, subcontract etc) in accordance with the works taken.

Progress claim format shall be submitted to Owner for review and approval in advance.

Volume of work done will be calculated based on agreed progress measurement method and will be used
for the invoicing on monthly basis. The breakdown of progress payment weightage for Engineering,
Procurement, Construction and Commissioning shall be agreed between Owner and Contractor.

11.0 CHANGE TENDER/ ADDITIONAL WORK

Shall the requirement of change order/ additional work arise from Owner, Contracotr shall come out with
cost proposal and schedule impact to Owner for review and approval prior to execution of work.

Contractor shall advise Owner about the cost and time required for additional work as soon as possible.
