Key features of socio-economic profiling programme:
➢ The profiling of all the beneficiaries of PM SVANidhi will be profiled along with their
families.
➢ Socio-Economic upliftment of street vendors and their holistic development along
with their families.
➢ The profiling exercise would assess their potential eligibility for various Central
Welfare Schemes.

Step 2: Click on the "Login" button, and from the drop-down list, select "Socio-economic
profiling". You will be navigated to the public dashboard of ‘PM SVANidhi se Samriddhi’
webpage.

Step 3: In the top right corner, click on the Login icon. Enter the Login credentials provided by
QCI (the password is case sensitive and tick the verification box to clear the security check).
Now click on the login button to be navigated to the dashboard.

The dashboard displays insights on profiling and scheme linkage pertaining to your respective
ULB.

➢ Total Beneficiaries: The count of street vendors identified to be covered under ‘PM-
Svanidhi Se Samriddhi’ scheme
➢ Profiling in progress: Once you start profiling a street vendor it will be considered as
profiling in progress until you have finally submitted the form

➢ Pending QC: The profiled forms will go through a quality check process by QCI team so
that any incorrect information is not filled in the application
➢ Flagged: The forms which have gone through quality check process and have
discrepancy are flagged with the remarks
➢ Vendor Profiling Completed: After successfully filling up of street vendor’s data and
submitting the form. It will now be considered as ‘vendor profiling completed’
➢ Family Profiling Completed: Total number of family members that have been profiled
through street vendors
➢ Eligible beneficiary in each scheme: Count of beneficiaries that are eligible for eight
central schemes
Step 4: Click on ‘Users’ and then click on ‘ULB Official’ to view the details of ULB Official IDs
available in the portal.

Step 5: To add a new user, click on the ‘Add User’ icon.

Step 6: Fill in the required details and click ‘Add’. A new user ID will be created. The user ID
and password will be sent to the provided email address.

➢ To edit details of an existing user id, click on the edit icon, change the required details
and click on ‘Update’. The details will be successfully updated on the portal.
➢ ULB Admins will can only create 30 ULB official/data enumerator Ids for profiling.
Note: ULB Admins cannot do the socio-economic profiling of the street vendors from their Admin
ids. ULB Admins must create ULB officials/ data enumerator login ids to perform the profiling
activity.

How to fill District Level Committee (DLC) Meeting Details?
(via Portal) (For ULB Admin)
Whenever DLC Meeting takes place, the ULB Admin has to fill the details of the meeting on
the Portal.
Step 1: Login using the “ULB Admin” ID and click on “DLC Meeting” Tab.

Step 2: Click on “Add” icon in the top right corner to add details of every DLC Meeting. A
form will appear, fill all the required details and click on submit.

Step 3: After submission, details of DLC meeting will be saved along with the captured
images.

How to fill District Level Committee (DLC) Meeting Details?
(via Mobile Application) (For ULB Admin)
Whenever DLC Meeting takes place, the ULB Admin has to fill the details of the meeting on
the Portal.
Step 1: Open the mobile application and Login with ‘ULB Admin’ login credentials. After
logging in click on the right-side corner and click on DLC meeting.

Step 2: After clicking on DLC meeting, a form will appear, fill in all the required information
e.g. location, date, participants list, and click the image of the meeting. After filling all the
details click on ‘submit’

How to use the Camp Planner (Geo-Tagging feature)?
(via Mobile Application) (For ULB Admin)
Step 1: Login from ULB admin Id in Mobile application.
Step 2: Click on the Geo-tag button on the home screen to open the ‘Camp Planner’.
Step 3: You can use this feature to capture the location and photos of the camp. To capture
location, click on the ‘Get Location’ button. Capture photos of the camp and add remarks.

Camp SOP
1. It is mandatory to send camp activity information through the Geo-Tagging facility in
SVANidhi se Samriddhi mobile app.
2. Details to be filled in by the ULB Admin using Mobile App. Click on the Geo-tag tab
(Get Location). Enter Current Address, Number of Persons attending the camp,
Capture 3 Photos and Remarks
3. For Geotagged location visit the camp site and capture the location and also ensure
that your device’s location is on.
4. Enter Current Address, write the full address of the Camp site.
5. Under Number of Person attending the camp, write down the number of beneficiaries
attending the Camp.

6. Capture 3 Photos, please ensure that you capture clear photos at the camp location
and all the photos are mandatory.
7. In Remarks, write down your observations, suggestions (if any) and specify any
problems faced
Step 4: Once all the required details are filled, you can click on the submit button to submit
the form.

Note: ULB Admin has to fill the geotagged form at least twice a day (i.e., Morning and Evening)

How to use Nodal Officer Tab? (For ULB Admin)
Step 1: Login with ULB Admin Id. Click on “Nodal Officers” Tab, details of all the nodal officers
of different Ministries/ Departments of the ULB will be available under this tab.
Step 2: To check the more details of the Nodal officer click on “Edit” blue icon.

Step 3: If the details of the Nodal officer have to be changed or updated then ULB admin have
to click on “Change Request” yellow icon.

Step 4: After clicking on “Change request”, ULB Admin have to mention the details that needs
to be changed and click on “Request Update”. The request will go the State Leve Nodal Officer
(SLNO) of the concerned Ministry/ Department.

Step 5: If the ULB admin want to export the list of the Nodal officer then click on “Export”
on right side corner.

Note:
• Only ULB Admin can request for the change in the details.
• SLNOs of the ministries can add the Nodal officer details and edit the change requests
(submitted by ULB Admin).

How to carry out profiling of Street Vendors? (For ULB Official)

Step 2: Click on the "Login" button, and from the drop-down list, select "Socio-economic

Step 4: Once you have successfully logged in, you will be navigated to the ‘Street Vendor
Assessment Tracker’. You can search for a vendor’s form using vendor’s name, mobile number
or PMS id.

Step 5: Once you have identified the beneficiary and is ready to begin profiling, click on the
purple action button.

Step 6: An OTP verification tab will pop up. The phone number of the vendor saved in our
database will be displayed. If the Vendor’s mobile number is the same as the one displayed,
you can continue with that option. In the other case, you can enter an alternate number of
the Vendor to receive the OTP.

Step 7: Enter the 6-digit OTP that the vendor has received on his/ her mobile number, and
click on OK.

Step 8: The vendor assessment form will open:
➢ Information under ‘Vendor details’ is pre-filled from PMS Loan application and cannot be
edited
➢ All other information which needs to be captured are under the following sections: ‘General
Details’, ‘Additional Personal Information’, ‘Family Details’, ‘House listing and Assets Mapping’,
‘Income Related Mapping’, ‘Vending and Employment Related Mapping’, ‘Health Mapping’,
‘Migration Based Details’ and ‘Aspirational Mapping’ and ‘Loan Repayment’.
➢ After filling up of information in each section, always click on Save before moving onto the
next section.

Step 9: To capture location, click on the map icon. The coordinates will be automatically
captured along with the name of ULB and State.

Step 10: To capture the image of the beneficiary, click on the camera icon to open the
webcam. Once the webcam is open, click on the capture button to capture the image.

Image 1: Capture Street vendor's image with straight face. Make sure that the vendor is
standing/ sitting in front of the camera. Kindly note that only vendor's image is captured
(no one else is in the photo frame).
Image 2: While capturing the second image, ask the vendor to turn his/her face slightly to
his/her (vendor) right side.

Once the image has been successfully captured, click on the save button below the photo
first and then on the blue save button to save the section.
Step 11: Complete subsequent sections of the assessment form. After filling all the details,
click on ‘Final Submit’. Since all the questions are mandatory, you will not be able to submit
the form in case any information is not filled.
➢ Once the assessment form has been submitted, the tentative eligibility of the vendor will pop
up and the form will move to ‘QC pending’ stage.
Note: The form cannot be edited in QC Pending stage.
➢ The QCI team will check the filled form for any discrepancies.

How to rectify a flagged form? (For ULB Official)
Step 1: Click on ‘SVA Tracker’. You can use the ‘Assessment Stage’ filter to view the flagged forms.
For this, click on ‘select stage’, select ‘Flagged’ and then click on ‘Search’.

Step 3: To rectify the form, click on the purple icon to open the assessment form. Make the
necessary corrections as per the flag remarks. Then click on final submit.

➢ Once the assessment form has been rectified and submitted again, the form will again move to ‘QC
pending’ stage.
➢ The QCI team will check the filled form for any discrepancies.
➢ The form will be approved if no discrepancy is found. In the other case, the form will be flagged again.

How to add family details? (For ULB official)
Follow the below steps to add details/ family members in family details section
(After from is approved on the portal):

Note:
• This feature is only accessible to ULB official id.
• ULB official cannot edit the details of the family member added during profiling.
• In case, details of the spouse need to be added then click on “Additional Personal information”,
Select the option “yes” in “Q2.9” and then fill spouse details in family details.

BEST PRACTICES
ULB Admin
ULB Admin
➢ It is recommended that ULB Admin should make a list of ULB officials who will be
conducting the profiling activity in advance and accordingly make the logins for ULB
officials.
➢ They should keep monitoring the dashboard on regular basis to get a holistic idea of on-
ground situation whether adequate number of street vendors are getting profiled.
➢ Regularly fill geo-tag form during camps (Morning and Evening) for each camp site.
➢ ULB Admins can only create 30 ULB officials/ Data enumerator Ids.
ULB Official
➢ The officials should take a note of their ID and Password for tech platform.
➢ ULB officials should set their internal monthly profiling targets and ensure that they are
met.
➢ They are advised to fill up the entire application before moving onto the next application.
➢ Check for flagged forms regularly and rectify it as per the instructions (Flagged reason).
➢ Forms can only be edited when at flagged stage after quality check.

2. If CLNOs of different Ministry/ Department login credentials not with the ULB?
Answer- Contact your State Regional Coordinator. Use the below link to get the contact

3. If the portal gets logged out, will the OTP be asked each time a form is filled out/ refilled?
Answer- Once you start filling out the form, please make sure that you save it. In case the
form is under the 'Mapped to ULB' stage, you will need to resubmit the OTP, but if it is on
the 'Assessment in Progress' stage, the OTP is not required.
5. After final submission of the profiling form by ULB official, can ULB Admin change or rectify
any error?
Answer- No, once the profiling form is submitted the details cannot be changed or edited
until the form is flagged.
6. In how many days QCI will flag the form in case of any discrepancy found?
7. OTP will be captured once in the form or multiple times for every family member?
Answer- OTP will be sent to the vendor’s mobile number to start the profiling process. OTP
is not required to profile the vendor’s family members.

Program Related
Answer- ‘SVANidhi se Samriddhi’ receives data from PM-SVANidhi portal (after loan
disbursement), you are required to conduct the profiling of those street vendors and their
family members.
Answer- ULB Admins cannot do the socio-economic profiling of the street vendors from their
Admin ids. ULB Admins must create ULB officials/ data enumerator login ids to perform the
profiling activity.
Answer- Raise this issue with your RC and share the PMS number.

Answer- Take attendance during camps and in the next DLC meeting ask Municipal
Commissioner/ District Magistrate to ask the reason for not attending the camps.
6. Profiling and scheme linkage is applicable for PM SVANidhi beneficiaries or for others too?
Answer- Profiling is conducted only for the Vendors whose SVANidhi loan has been
disbursed.
7. What are the tender guidelines for hiring third party data enumerators?

8. What to do if vendor don’t want to share personal information?
Answer- It is the responsibility of the ULB official to capture all the details. In case the
vendor is not willing to disclose their information, you should encourage them and explain
the benefits of profiling and scheme linkage.
Answer- It is advised that ULBs should organise the camps in the first week of the every
month. However, it is upto the ULB how they want to go for this activity. Also, if the camp
in not being organised in the first week of the month, kindly communicate the same to
Regional Coordinator through mail.
Answer- Profiling determines the eligibility of vendors and their family members. Profiling
will start first and camps will be organised a month later or first week of the next month.

Questionnaire Related
1. In Question- ‘Do you have a Certificate of Vending (CoV)?’ can we consider Letter of
Recommendation as CoV?
Answer- No, if the vendor does not have the CoV then mark ‘No’.
2. If a person is residing currently in the vending city but his/ her Aadhar card is from any other
city, will it be considered migration?
Answer- Answer the Question- ‘Have you migrated here?’ based on the Vendor’s response.
If a person says he/ she has migrated, mark ‘Yes’ or else mark ‘No’.
3. In Question ‘Is your Ration card from the same city you are vending?' the Vendor’s response
is ‘No’ but the Ration card is from same city then what response should be selected?
Answer- Answer the Question based on the Vendor’s response. If a person says his/ her
ration card is from the same city, mark ‘Yes’ or else mark ‘No’.
4. When filling out the response for EMIs for loan repayment in the last tab, should we consider
only the PM-SVANidhi loan or should we consider any other loan taken by the vendor as well?
Answer- No, we only consider the loan repayment status of PM SVANidhi loan only.
5. In Telangana, “AAY or PHC” Ration Card is not available they just have BPL Card. How are they
supposed to answer this question?
Answer- Yes

Points to Note
1. For assistance regarding loan disbursement, you can call PM SVANidhi helpline - 1800
11 1979 between 9.30 AM to 6.00 PM on Monday to Saturday except national
holidays.

credentials, please contact your respective ULB Admin who can help you.
b. ULB Admins: If you forget your login credentials or are experiencing difficulty

3. If you are unable to final submit the vendor assessment form, kindly check whether all
the fields are duly filled. Make sure the street vendor's captured image is saved.
4. When attempting to create a new ID for a ULB official, the email address or mobile no.
may already be associated with another user. Create a new user ID using a different
email address/phone number.
5. Only one user login is allowed at a time per user ID. If you experience frequent logouts
while using the portal, ensure there is only one active login.
