BHAWAN, JANPATH ag faeeft - 110001 / NEW DELHI - 110001 Date: 28.10.2022 AvSec Circular No. 04/2022 Subject: Access of Vehicles up to Tarmac Area of Civil Airports in the Country on Protocol / Medical / Security grounds - reg. In exercise of powers conferred by Sub Section (1A) of Section 5A of the Aircraft Act, 1934 (XXII of 1934), read with Rule 3 (b) of the Aircraft (Security) Rules, 2011, Director General, Bureau of Civil Aviation Security (DG, BCAS), for the purpose of the safety and security of passengers, crew, ground personnel and the general public in all matters relating to safeguarding against acts of unlawful interference with civil aviation, directs that the following instructions shall be implemented by all concerned with immediate effect: 2. In super-session of all previous instructions on the subject, the following categories of persons may be given access to the tarmac area / aerobridge of civil airports in the county on protocol/medical/security grounds: A. On Protocol Grounds: I. The following categories of persons may be permitted access in their own vehicle with escort up to the tarmac/aerobridge area at all airports in the country during departure / arrival: i, President ii, Vice-President iii, Prime Minister iv. Visiting Heads of State v. Visiting Heads of Government I The following categories of persons may be permitted access in their own vehicles without escort, up to the tarmac/aerobridge area at all airports in the country during arrival / departure: i Former Presidents of India Former Prime Ministers Chief Justice of India Page 1 of 3 iv. Speaker of the Lok Sabha v. First Lady (Wife of the President of India) vi. Wife of the Vice-President of India vi. Foreign Ambassadors/ High Commissioners on their first arrival and final departure. Il. (a) The following categories of persons may be permitted access in their own vehicle without escort, up to the tarmac/aerobridge area of the civil airports within their States / Union Territories of jurisdiction: i. Governors. ii, Chief Ministers. ii, Lt. Governors of the Union Territories. iv. Governor and Chief Minister, Sikkim at Bagdogara airport in West Bengal. v. Governor of Meghalaya at LGBI Airport, Guwahati, keeping in view his present health conditions. (b) All Governors/Chief Ministers may be permitted to avail the facility of taking Airport Operator's ferry vehicles up to the aircraft during their departure/arrival by air from / to all other airports in the country. IV. __ In respect of “Ministers and other dignitaries” from abroad excluding the Head of State/Government, Airport Operator can provide them with an Independent vehicle for ferrying them to and from an aircraft up to the VIP reception / terminal where after the Protocol Division of the Ministry of External Affairs would make further arrangements. In case of bunching of the VIPs at any of the airports, if the fleet of sanitized vehicles with the Airport Operator is found to be insufficient to cater to this, special arrangements can be made by Airport Operator in consultation with MEA. B. On Medical Grounds: i Passengers with medical requirement may be allowed to approach the tarmac/ acrobridge in Airport Operator ambulance. As in the past, the Airport Operator will continue to provide to passengers with medical requirements all necessary assistance including wheel chair / ambulance, as the case may be, and arrange for transportation of such passengers to and from the aircraft in their sanitized vehicles ii, As regards the category of such passengers who are ambulance cases and are required to be taken directly through the security gates without shifting from private ambulance to Airport Operator's ambulance for boarding / disembarking an aircraft due to exceptionally ill health condition, permission shall be obtained from Director General, BCAS (DG, BCAS), by the concerned party giving justified medical grounds well in advance and prior to such movement. ‘The personal vehicle of His Holiness Dalai Lama may be allowed for access up to tarmac at Gaggal, Bodh Gaya and Delhi airports on medical ground. Qe’ Page 2 of 8 iv. Shri Pashupati Kumar Paras, Hon’ble Minister of Food Processing Industries is permitted for utilizing the ferry vehicle at all airports for access up to aircraft. C. On Security Grounds: I. _ (a) SPG Protectees: The SPG Protectees may be permitted the facility of having access of their vehicles up to the aircraft along with escort during their departure / arrival from / to all airports in the country. (b)__ Facility of taking vehicle up to the tarmac at airports in J&K may be given to Dr. Farooq Abdullah, Former Chief Minister of J&K on security grounds. (c) Access of one escort vehicle accompanying Shri Rajnath Singh, Hon’ble Defence Minister of Union of India may be permitted up to aircraft during his arrival/departure at all airports in the country. (@) Facility of access of vehicle in respect of Shri Amit Shah, Hon’ble Home Minister of Union of India may be permitted along with one escort vehicle accompanying him up to aircraft during his arrival/departure at all airports in the country. (©) Shri Ghulam Nabi Azad, Former Chief Minister of Jammu & Kashmir is permitted to avail facility of his own vehicle up to the tarmac area during his departure/arrival by air from/to airports in J&K, on the grounds of security. () Shri L.K. Advani, Former Home Minister, Govt. of India, may be permitted to take his own vehicle with escort up to the aircraft during departure / arrival by air from/to airports in the country. 3. This AvSec Circular supersedes AvSec Circular No. 36/2005 dated 25.08.2005, 13/2008 dated 24.11.2008, 01/2010 dated 11.01.2010, 19/2012 dated 27.11.2012, 06/2019 dated 07.06.2019, 08/2019 dated 04.07.2019 and 08/2021 dated 22.10.2021 regarding the subject. 4. The above instructions shall be strictly implemented by all concerned with immediate effect. Any violation of this AvSec Circular shall attract penalty under applicable provisions of the Aircraft Act, 1934 and the Aircraft (Security) Rules, 2011.
