” A BDRRMC RESOLUTION INDORSING FOR THE APPROVAL OF BARANGAY DISASTER

RISK REDUCTION AND MANAGEMENT COUNCIL (BDRRMC) AND BUDGET FOR THE CY
2023 TO THE BARANGAY DEVELOPMENT COUNCIL OF THE BARANGAY CAMANSA,
ASUNCION,DAVAO DEL NORTE”

WHEREAS, there was presented before the August body indorsing for the Approval
of Barangay Disaster Risk Reduction and Management ( BDRRMC) plan and budget
for the CY 2023 to the Barangay Development Council as part of Annual
Development Plan of Barangay, Camansa, Asuncion, Davao del Norte.

WHEREAS, as mandated by RA 10121 known as the Philippine Disaster Risk Reduction and
Management Act 2020, the barangay local Government Unit shall utilized the Annual 5%
BDRMMC fund Strengthen the capability of the barangay in the effective managing of Disaster
and Reducing its attendant risk by way of allocating funds from mitigation/prevention,
preparedness, rehabilitation, recovery and quick response program activities

WHEREFORE, motion of Hon. Noli S. Abiao and seconded by the august Body.

Resolved, as it is hereby resolved indorsing for the approved of Barangay disaster risk and
Reduction and Management Council ( BDRRMC) Plan and Budget for the CY 2023 to the Barangay
Development Council as part of Annual development Plan of Barangay Camansa, Asuncion, Davao Del
Norte;

Resolved Further, that copies of this Resolution be forwarded to concerned agencies for their
information and appropriate action.

kalamidad kinhanglan na magbalantayon ta sa matag-usa, labi na sa purok-5 and Purok 6 Lower
Camansa na mukalit ug baha dihang dapita dapat mangandam kon mo baha, manghipos sa mga
kagamitan, ug kon ma abot ang kalamidad naa tay Budget sa Barangay itabang sa katawhan.

Labi na kon mo bagyo, naa tay ikatabang sa atong Barangay namuyo mga katawhan dinhing
dapita, naa tay ikahatag nila ma apod-apod silang tanan.

Matod ni Hon. Felix Abiao Jr, Committee sa BDRRMC na ato gyud sila kanunay pahimangnuan
kon modako na tubig sa Saog kailangan na nila mosaka dinhi sa Taas nga dapit, para likay Disgrasya,
Kanunay Ta magbinalatayon sa Matag-usa kaya tong kinabuhi hinulaman lamang.
 Matod ni Hon. Noli S. Abiao – Dili lang kay baha, ang Landslide dapat magbinantayon kay na
sila sa obos nga bahin, dapat mngandam sa Tanang panahon, Dapat ipahibalo nato kanunay sa mga
katawhan na mag –amping Labi na naay panahon kusog ang hangin, dapat magandam, akong ikadungag,
ang mga kahoy duol sa Balay dapat kini putlon tungod kay makahatag-kini ug disgrasya sa tag-iya sa
Balay,na matumbahan ang balay,ug makapatay usab ug tawo.

Executive Order No. 40-2023 ORGANIZATION OF THE BARANGAY DISASTER RISK REDUCTION
MANAGEMENT

WHEREAS,It is the policy of the State to uphold the people’sconstitutional rights to life and

property by addressing the root causes of vulnerabilities to disasters, strengthening the
country’s communities to disaster including climate change impacts
WHEREAS, On May 27, 2010, Republic Act No. 10121, otherwise known as the “Philippine
Disaster Risk Reduction and Management Act of 2010” was enacted to strengthen the
Philippine Disaster Risk Reduction and Management System

WHEREAS, Section 12 of Republic Act No. 10121 and its IRR mandate the establishment of a
Disaster Risk Reduction and Management Office (DRRMO) in every province, city and
municipality, and a Barangay Disaster Risk Reduction and Management Committee (BDRRMC)
in every barangay.
NOW THEREFORE, by virtue of the power vested in me by law, I, ELIZABETH A. ABAD, Punong
Barangay of Barangay Camansa, Asuncion, Davao del Norte, do hereby orders that:

Section 1. Composition.
 The Barangay Disaster Risk Reduction Management Committee of Barangay Camansa,

Section 2. Functions. The Barangay Disaster Risk Reduction and Management Committee shall

perform the following functions with impartiality given the emerging challenges brought by disasters
of our times:1.Design, program, and coordinate disaster risk reduction and managementactivities
consistent with the National Council’s standards and guidelines;2.Facilitate and support risk
assessments and contingency planning activities at the local
level;3.Consolidate local disaster risk information which includes natural hazards,vulnerabilities,
and climate change risks, and maintain a local
risk map;4.Organize and conduct training, orientation, and knowledge managementactivities on
disaster risk reduction and management at the local level;5.Operate a multi-hazard early warning
system, linked to disaster risk reduction to provide accurate and timely advice to national or local
emergency
responseorganizations and to the general public, through diverse mass media, particularly radio, landl
ine communications, and technologies for communication within rural communities;6.Formulate and
implement a comprehensive and – integrated Barangay Disaster Risk Reduction and Management
Plan (BDRRMP) in accordance with
thenational, regional and provincial framework, and policies on disaster risk reduction in close coordin
ation with the Barangay Development Councils(BDC)7.Prepare and submit to the local sanggunian thr
ough the LDC the annualBDRRMC Plan and budget, the proposed programming of the
BDRRMF:8.Conduct continuous disaster monitoring and mobilize instrumentalities andentities of the
barangay, CSOs, private groups and organized volunteers, to utilize their facilities and resources for
the protection and preservation of life and properties during emergencies in accordance with existing
policies and procedures;9.Identify, assess and manage the hazards vulnerabilities and risks that may
occur in there
locality;10.Disseminate information and raise public awareness about those hazards,vulnerabilities
and risks, their nature, effects, early warning signs and counter-measures;11.Identify and implement
cost-effective risk reduction measures/strategies;12.Maintain a database of human resource,
equipment, directories, and location of critical infrastructures and their capacities such as hospitals
and
evacuationcenters;13.Develop, strengthen and operationalize mechanisms for partnership or network
ing with the private sector, CSOs, and volunteer groups;14.Take all necessary steps on a continuing
basis to maintain, provide, or arrangethe provision of, or to otherwise make available, suitably-
trained andcompetent personnel for effective civil defense and disaster risk reduction and
management in its area;15.Organize, train, equip and supervise the local emergency response
teams and the ACDVs, ensuring that humanitarian aid workers are equipped with basic skills to assist
mothers to breastfeed;

Executive Order No. 18 Series of 2019

FORMATION OF BARANGAY GOVERNANCE HEALTH BOARD (BHB) OF BARANGAY CAMANSA,

ASUNCION, DAVAO DEL NORTE

WHEREAS, RA 7160 otherwise known as the Local Code of 1991provides for the Meaningful
participation of non – governmental organizations people’s organization and private sectors in the
pursuit of local autonomy with furtherance of development;

WHEREAS, the code also institutionalizes the participation of these NGOs and Post through
the Barangay Based Institutions which are primarily created and organized, which will be
responsible in recommending, planning, implementing and evaluating the projects, programs, and
activities {PPAs} under their jurisdictions, and report the same to the Sangguniang Barangay for
proper and considerable actions,

WHEREAS, recognizing the role of local leaders and the existing system in the barangay, it is
imperative that a Barangay Governance Health Board is set in place to respond to the immediate
needs of the community relative to their unique setting

WHEREAS, the Barangay Governance Health Board shall be composed of the following:

WHEREAS, the Barangay Governance Health Board has its own functions:

1. Ensure the delivery of health services to the community
2. Tasked to assessed and identify health issues,
3. Plan for community – driven interventions
4. Ensure community participation in the solution, Creation and implementation of heathprograms
WHEREAS, specifically the expected outputs of the BGHB are:
1. Annual Barangay Health Plan > this shall be based on the Barangay Scorecards2.Budget for health >
this includes the expenditures for the honoraria for the BHWs, community –based health program
initiatives and maintenance of the health facilities and services.3.Barangay Resolutions > this is the
legislative support to Barangay Health Programs
4. Delivery of basic barangay health services > this means that the services are regularly available and
accessible in the barangay.
5. Adequate, well – compensated and competent community health volunteers6.Barangay Health
Assembly > this is the venue for multi – stakeholder participation conducted at least once in every
quarter

7. Supporting body to the Municipal Local Health Board > The BHB shall prepare and report activities
and progress of health programs to the Municipal Local Health Board. This mechanism ensures the
bottom up approach to health planning

WHEREAS, the roles of BGHB members are

: 1. The CHAIRPERSON of the board shall:
Prepare the annual Barangay Health Plan

Ensure the budget allocation for health programs and maintenance of health facilities.

Pass health – related Barangay Resolution.

Regularly monitor asses and evaluate efficiency and effectiveness of program implementation in the
barangay.

Ensure the participation of the community in health programs and activities through assemblies,
counseling and visitations.
Monitor activities of the community Health Team and provide assistance toidentiied challenges. Prov
ide logistical support in the conduct of barangayactivities.

Conduct mortality reviews together with the midwife and BHW

2. The VICE CHAIRPERSON shall:
Prepare the Barangay Scorecards. This can be updated quarterly for program planning and assessment
of program implementation

Assist the chairperson in creating the Barangay Health Plans and submit copy to the MHO.

Prepare the agenda of the meeting for the BGHB.

Supervise the activities of the Barangay Health Workers and other members of the CHT.

Conduct mortality reviews together with the Chairperson and BHW.

Ensure accuracy of health data for program planning.

3. The BHB Members shall:

A) SANGGUNIANG BARANGAY Committee on Health Assist the chairperson in Barangay Health
Planning

Facilitate passing of health – related barangay resolution

Ensure the participation of the community in health programs and activities through assemblies,
consoling and visitations.

Conduct mortality reviews together with the midwife and BHW in the absence of the Punong
Barangay
b) The BARANGAY SECRETARY 

Record keeping of the minutes of the meetings

Inform schedule and ensure attendance of the members in the monthly BHB meeting

Update other members of the barangay council during the regular Sangguniang Barangay meetings

the BHB plans, programs, and activities
c) The BARANGAY HEALTH WORKER and the BARANGAY NUTRITION SCHOLAR

Represent the interest and concerns of BHWs and BNSs and members

THEREFORE, I, ELIZABETH A. ABAD ., Punong barangay of Camansa, Asuncion, Davao del Norte
afterconfirming their membership, do hereby reconstitute the Barangay Based Institutions (BBIs) of
