What is Management Information Systems?
Management Information System (MIS) is a broad term that refers to the use of technology,
people, and processes to support organizational decision-making, operations, and management.
MIS involves the development, implementation, and maintenance of computer-based systems
that provide managers with timely and accurate information for planning, organizing, directing,
and controlling their organizations. The information provided by MIS can help managers make
better decisions by providing relevant and accurate data that can be used to evaluate
performance, identify problems, and explore opportunities for growth and development. In this
way, MIS plays a vital role in the success of modern organizations, as it helps to streamline
operations, reduce costs, and improve overall efficiency and effectiveness.

University of Dhaka

The University of Dhaka is a leading higher education institution located in Bangladesh's


capital city, Dhaka. Founded in 1921, the university has a rich history of academic excellence
and is recognized as one of the most prestigious universities in the country. The university

Chapter 02: Planning for MIS Implementations

Planning is an essential step in any implementation process, as it provides a roadmap for


achieving the desired outcomes and helps to ensure that resources are used effectively and
efficiently. In the context of implementing an MIS in the University of Dhaka, planning is
particularly important because it involves significant changes to the way that the university
operates and the services it provides to students and staff. Without a clear plan, the
implementation process may be disorganized, inefficient, and fail to achieve the desired results.

Implementation of MIS in Dhaka University


Management Information System is a central data repository. It is capable of not only

gathering, organizing, and storing student data but also processing and analyzing it and

generating various reports from it. It is a major software solution that helps with everything

from admissions to student success. There are mainly 4 stages in the implementation of MIS
in a University. Which are-

1. Installing the new system

2. Cutting off the old system

3. Phasing in the new system and

4. Ensuring parallel operation in the existing and current systems.

Dhaka University is implementing MIS in various administrative processes such as in


admission process, in central library book searching & collection process, Board scholarship
paying through online process, semester final form fills up by using specific website,
automation software to connect student online, certificate collection by online payment and
application etc. We broadly discuss them in following:

2.1 Implementing Educational Credentials and Grade Equivalency System
Current Scenario: Currently, the University of Dhaka follows its own grading system, which
may not be comparable to other universities in Bangladesh or around the world. This creates
problems for students and faculty members when seeking to transfer credits or when applying
for further studies or jobs in other countries. Moreover, the lack of a standardized educational
credential system makes it difficult for employers to evaluate the qualifications of candidates
applying for jobs.

Possible Solutions: One possible solution to address this issue is to adopt a standardized
educational credential and grade equivalency system that is recognized both nationally and
internationally. This system would provide a clear and transparent way of assessing the
academic achievements of students at the University of Dhaka and would allow them to
compete on a level playing field with other students from different institutions.

One such system is the Global Credential Evaluators (GCE) system, which is recognized by
many universities and employers around the world. The GCE system uses a comprehensive
methodology to evaluate academic credentials, including transcripts, diplomas, and
certificates. It also provides a detailed evaluation report that includes a grade equivalency table
that compares the grades earned by the student with the grades earned by students in other
countries.

Another possible solution is to establish a centralized office within the University of Dhaka
that is responsible for evaluating academic credentials and providing grade equivalency
assessments. This office could work in collaboration with other universities and employers to
ensure that the system is recognized nationally and internationally. Additionally, the office
could work closely with academic departments to ensure that the grading system used by the
University of Dhaka is comparable to other universities.

Benefits: Implementing a standardized educational credential and grade equivalency system


would provide numerous benefits for the University of Dhaka. Firstly, it would allow students
to compete on a level playing field with students from other universities, both nationally and
internationally. Secondly, it would provide a transparent and consistent way of evaluating the
academic achievements of students, making it easier for employers to assess the qualifications
of job candidates. Lastly, it would enhance the reputation of the University of Dhaka, both

2.2 Implementation MIS in Dhaka University Admission Process


One of the implementations of MIS in University of Dhaka is in their admission process. It is
a digital tool that helps to manage the student enrollment process effortlessly. By following
several steps, a student can get admit into University of Dhaka.

Phase-1: Application

➢ At first, Students have to login in the https://admission.eis.du.ac.bd website.

➢ Providing basic information according to the requirement given in the webpage.

➢ Attaching the student picture.

➢ Payment through Mobile banking/Internet banking/Debit or credit card/Banks.

Phase-2: Subject Choice

➢ Merit list declared. Candidate should check dashboard to see if he/she has been passed

in the test.

➢ The students who have passed in the admission test have to select

Subjects/Departments according to their preferences.

➢ After evaluating students merit score & position, Dhaka University provide students

specific department on which they will study 4/5 years.

Phase-2: Payment

➢ Paying a specific admission fee in the bank named Janata Bank situated in TSC and

attached residential hall.

This is the overall process of Dhaka University Admission. Management information system
makes it easier and hassle free for the students as well as the university administration to make
online based admission every year. Central library book searching & circulation process The
Dhaka University Library is the central library of the University of Dhaka. It has a collection
of sixty-eight million (680,000) books and journals. MIS implantation in the central library
makes it easy for the student to find the specific books they needed by searching in the
computers in the library. There they can search out their required material. If the material is
available in the library, then it will be shown.

2.3 Implementing Central Library Book Searching & Circulation Process


The Dhaka University Library is the central library of the University of Dhaka. It has a
collection of sixty-eight million (680,000) books and journals. MIS implantation in the central
library makes it easy for the student to find the specific books they needed by searching in the
computers in the library. There they can search out their required material. If the material is
available in the library, then it will be shown.

Dhaka university central library circulation section performs issue, renewal, return of books
using LibSys software. In the recent year’s automated process have been used in the circulation
section in the central library for book issue and returning process for users including teachers,
researchers and students.

2.4 Implementing Automation Software to Connect Students Online
Another one MIS implementation in Dhaka University is launching automation software to
connect students online. By using this software, the students of the university is able to
complete all the activities, including filling up examination forms online and collecting the
examination admit cards. Each student has a separate profile on the site where their personal
information is stored. Students can also share their problems with the varsity authorities and
get them resolved. For getting all of the above facilities students first have to login in the
website namely https://eco.du.ac.bd.

Online service of scholarship for students


DU students who have received the board scholarship can apply for the scholarship by using
Dhaka university website. In the webpage, students have to upload copy of the gazette of the
concerned board (the page on which the name of the students is written), the cover page of the
bank account check (MICR) page of the student and the copy of the HSC examination mark
sheet and certificate. The students must have a bank account number of 13-17 digits for
withdraw the scholarship money. All of these online services are possible by the
implementation of management information system in Dhaka University. MIS implementation
provides so many benefits including: avoiding hassle of paperwork in application process,
reducing manual intervention, get real time reports, 24/7 services, cost effective and efficient
services etc.

Systems that yet not exist but should be:
1. Design & implementation of an online library and management

System Online library is an essential source to obtain knowledge and gather essential
information for both faculty members and students. Since it can include text, images, audio,
video, digital document and other library accessible through the internet, students can easily
obtain information for their research papers, tasks, assignments or reports. So, if there is a
digital library or online library in Dhaka University, students will be befitted greatly.

Advantages of a Digital Library:

❖ There is no physical boundary in online library. The user of such library need not go to the
library physically but they can gain access to the same information as long as the internet
connection is available.

❖ Students can gain access 24/7 to the information in digital library.

❖ Multiple numbers of students or teachers can use the same resources at the same time etc.

Since there is no digital library exists in Dhaka University in which students can easily get
access in the online books anywhere anytime beyond physical boundary, university
administration should pay attention to provide such facility to students and faculty members.

2.5 Implementing Central Repository in Management Department


What is Central Repository?

A central repository is a single storage location for all data within an organization. This model
is utilized to create a single source of truth, providing significant benefits to visibility,
collaboration, and consistency within data management. The central repository model
promotes innovation and the evolution of organizations.

Four types of stakeholders will be included in the management department. They are:

Students, Teachers, Dean Office and Register Building.

2.6 Implementing MIS in Transportation system


Dhaka University has been taking steps towards a modern transportation system to improve
mobility and reduce traffic jams around the campus.

In recent years, the university has introduced several new initiatives to facilitate transportation
for students and faculty members. One of the most cost-effective systems has been introduced:
Jobike, or bicycle sharing programs, to encourage students and faculty members to use bicycles
as a mode of transportation. The program provides bicycles for rent at various locations within
the campus using a barcode system.

It provides a web-based management information system (MIS) called DU MIS to its students,
where they can get information about their Lal bus routes and also find out the distance between
their current location and their destination.

To access the Lal bus route information, students can log in to the DU MIS system using their
student ID and password. Once logged in, they can navigate to the transportation section of the
portal, where they will find a list of available bus routes along with detailed information about
each route, including the pickup and drop-off points, schedule, and other relevant details.

Students can see where the University Lal bus is on Google Maps even when it’s not moving.
This is because Google Maps uses real-time traffic with colored lines on the map and uses GPS
tracking to determine the location of the bus at any given time.

Feasibility of Implementing MIS at the University of Dhaka
Students nowadays are more comfortable with online activities than offline work. On the other
hand, the previous generation people who are mainly employed in the organization at present
sometimes get confused with all these steps they have to follow to complete a simple task
online. The feasibilities of implementing MIS in the University of Dhaka are discussed below:

• Despite having the proper IT infrastructure, the university is sometimes unable to


function the basic launching and information system as it is a new structure of work.

• The lack of interdependence among departments lead to poor strategic planning and
inappropriate information system.

• The huge cost of purchasing the software and hardware for the implementation of MIS
can be a real challenge for the university authority

• As Bangladesh is advancing in the IT sector technologies are becoming more available


to use which gives a head-start to universities for establishing MIS.

• Employees can be trained to get used to the technology.

• Since already the examination process of FBS (faculty of business studies) has gone
online, there is a huge opportunity to expand more operations of business faculty based
on that system.

Identifying the goals and objectives of MIS

Management information system improves the overall structure and operation of an


organization since MIS makes the decision process quicker by gathering internal and external
information. The main purpose of MIS is to ensure the easiest access to information by the
stakeholders of the company so that they can work and take decisions more efficiently than the
traditional method.

• Data Storage - MIS collects and stores data for future use.

• Data Retrieval - With the help of MIS important data could be retrieved at any time for
information which was a time-consuming process before.

• Data Propagation Data should be sorted and distributed systematically for its users of
organizational users.

• Managing the functions of management in an effective way that helps to take more
useful decisions for organizations.

• An MIS's goals are to incorporate the company's organizational structure and processes
to better control the enterprise and maximize the information system's potential for
competitive advantage.

• Graphical reports -MIS provides crystal clear graphical reports of the company that
helps the administration to have a sheer idea about the different resources employed in
the organization and their performances.

• Controlling the organization - MIS regulates the organizations as it provides the


essential data and information about recent information along with past information as
per the need of the business.

• Standard and budgeted performance - By matching actual performance with standard


and budgeted performance, MIS brings variances to management’s attention that can
be resolved by taking remedial action.

• MIS provides the notification of the organization's management power to take


advantage of available opportunities.

The stakeholders of the University of Dhaka

Students

Students are the main driving force of an educational institution. The main purpose of
universities is to ensure quality education. So, it’s the first priority of the university to ensure
the satisfaction of students. Therefore, students are the main stakeholder in the university.

Teachers

Teachers and faculty members are the internal stakeholders. They regulate the students’
academic curriculum, what the students will learn or not, and teachers directly interact with
pupils and share knowledge. The success of the university is directly connected with job
security and status. Thus, teachers are great stakeholders in the university.

Alumni

As alumni members collaborate with the university and come to a great extent of help, more
alumni should be encouraged to join the institution this will make goodwill to the university.
Support from the alumni members will boost the advancement of the institution.

Government

Though the University of Dhaka is autonomous still as the government is the central power
controlling authority, the university is bound to abide by the law of government. The University
of Dhaka is legally liable to give basic rights to citizens like education as well as there is some
social obligation so the university authority must work harmoniously with the government and
the ministries and agencies that deal with the education sector.

Community

Every university belongs to a community. These communities may be different depending on


their attributes like health, safety, health development, etc. The community surrounding a
university must feel recognized and their needs addressed by the institute.

University employees and staff

University staffs play a vital role from implementing MIS to managing the whole organization.
The whole effectiveness of the organization depends on how well the staff and employees can
perform their duties. etc.

Formation of an implementation team

Implementation of MIS comprises four main parts, these are new system installation; cutting
of the old system, adjusting with the new system; and parallel functioning with the new and
prevailing one. Organizations need people, software, hardware, data, and procedure to make
the information system work. As a result, the universities distribute these works among groups
and form implementation teams.

The formation of the implementation team is given below:

Identify the objectives

First, the objectives of these teams have to be identified. Which team is working on what
operations, what are their main goals, etc.

Define roles and responsibilities

After identifying the objectives, the organization has to provide the particular roles and
responsibilities for each team. Some of the most significant roles for an MIS implementation
in a university could be project manager, it manager, functional analyst, data analyst, training
coordinator, etc.

Determine the team size

The appropriate number of employees to be working under a group.

Select team members

Selecting team members is a crucial decision if the organization put a software developer who
has no idea about management in a project managing team rather than a software developing
team could lead to an unsuccessful project.

Establish the communication protocols

Communication protocols ensure synchronization among teams and teams work faster as they
have a better understanding of other teams’ level of progress.

Develop a project plan

The most vital part to remember while developing a project plan is to satisfy the stakeholders.
So, the organization has to develop a project plan that benefits the whole institution as well as
the related parties of it like for a university a project could be developed for students’ welfare.

Provide training and support

Since information technology implementation in an organization is a new concept for a


developing country like ours. Proper training and support should be provided to the team
members.

• Financial resources

Financial resources are limited for every organization so allocating the resource to MIS is
tricky. First the university analyses the benefits and returns of the project like investing in
software and website Porisheba, institutional mailing address, etc. These websites and software
make the exam and admission process easier which reduces time wastage that has monetary
value.

• Physical resources

Physical resources like hardware (computers, printing machines, etc.) have to be provided to
the departments by administration authority to access these websites and software. The
Department of Management has a computer library that is open to its student.

• Human resource

Qualified employees have to be hired by university authorities who are experts in information
technology so that the staff can understand the system better and work faster in the current
system. The existing employees that are not comfortable with new technology have to be
trained to operate these functions of software, hardware, and website.

• Information resources

The most challenging part of the implementation of MIS is converting the existing manual data
into online data. The register office where all the information is stored has to provide past data
and information to the MIS team.

Chapter 05: Developing the MIS

1. Developing MIS of University of Dhaka is depended on selecting the appropriate software


and hardware for requiring the system, the scale of operation, the budget available and the
technical expertise of development team.

Software Choosing a reliable and scalable software platform is necessary for developing an
MIS system. Some commonly used software platform development including Java, Python,
PHP and. Net. The choice of programming language may depend on the skilled expertise team
and the specific needs of the University students.

Database management system (DBMS) the DBMS is the backbone of any MIS system
because of Its data storage of all info about university like students’ history or university
history, or semester history. Some popular DBMS options including Oracle, MySQL, SQL
server etc.

Hardware requirements depend on the scale of operations and the number of users
accessibility. Every Department can download the server class machine with a high-
performance processor, Sufficient Ram and storage space that will depend on the expected load
and the availability of resources in the University of Dhaka. Installing computer, desktop for
