WEB PROPOSAL

(Barangay Profiling Information system)

Project Background

The Brgy Profiling Information System is a system designed to automate the residence
information. The Barangay Profiling System with analytics organizes, categorizes
records and provides information of each resident and statistics according to gender
and age bracket. The system also generates barangay clearance of residents whenever
they apply for it (warse.org). The use of digital information systems in local barangays
has gained momentum in recent years, driven by the increasing availability of affordable
internet access, growing technological literacy among the population, and the
recognition of the potential of digital technologies in transforming governance
processes. These systems enable local barangays to digitize their information and
services, making them more accessible to the community members, and facilitating the
automation of routine administrative tasks ( Figueroa, J. Z., Calaguas, J. Q., &Sicat, A.
T.) In recent years, local government planners focused their development plans across
sectors in the community to maximize the use of resources. Thus, the need for detailed
small-area statistics also rises as data input for situational analysis, planning and project
identification to meet the need of families requiring priority action and attention (Shangri-
La Hotel, E. D. S. A. 2004).

Nowadays, the main problem encountered by most barangays in Philippines is the


difficulty in recording data and undependable reports of information. This is because
they still practice manual use of storing and retrieving data. As follows: Difficulty in
keeping, updating, tracking and retrieving of personal information of residents in their
respective barangays due to manual storing of data; Residents are having a hard time
acquiring certificates they need due to delayed response from the barangay; The
resident’s files, documents, certificates and other important information are not properly
organized. Keeping important files for future usage is not an easy thing to do manually;
When the resident requested a document, the barangay officials are having a hard time
finding it because of the manual storing of documents; Losing important files and
documents of residents due unsecured storage and manual storing of data; Manual
processing of data is a waste of time. ; A traditional paper and pen recording of blotter,
summons and incidents which is hard to browse and update (coursehero.com). The
imperative to prioritize the societal concerns within each barangay is a crucial
dimension that demands the attention and conscientious efforts of those in positions of
authority. Acknowledging and addressing the multifaceted issues that affect these local
communities is not only pertinent but also a responsibility that should be embraced by
individuals entrusted with governing and decision-making roles. These are said to be
the most essential responsibilities of every barangay officials in the Philippines.
Managing, monitoring and tracking of the most important information of each household
in the barangay can be realized with the use of technology. Majority of the barangays in
Tuguegarao City have their own computer units used for data processing and
spreadsheets. The records of each household are kept in a file cabinet. The barangay
personnel find in tedious to manage, monitor and track the records. Profiling information
of each household using a system could make the personnel more productive and can
give a better service to the community. The Barangay Profiling System with analytics
organizes, categorizes records and provides information of each resident and statistics
according to gender and age bracket. The system also generates barangay clearance
of residents whenever they apply for it (warse.org). Countries all over the world are now
paying serious attention to e-government, despite their differences in political systems,
cultures, economies, and developmental stages. In lieu of this trend, egovernment can
therefore best be defined as the use of information technology to manage public affairs
more effectively, deliver public service more efficiently, and achieve democratic
governance more equitably (ijmrap.com).

The imperative to confront and resolve the pressing societal issues that affect every
community stands as a pivotal and non-negotiable responsibility that requires the
unwavering commitment of those in positions of authority. This duty to address and
rectify these challenges is of paramount significance, particularly within the context of
the Philippines, where the barangay system plays a crucial role in local governance and
community development. At its core, the barangay serves as the primary unit of
governance in the Philippines, and its officials hold a sacred trust to safeguard the well-
being and harmony of the people residing within their jurisdiction. This trust extends
beyond the mere administration of local affairs; it encompasses the profound duty to
recognize, understand, and act upon the myriad societal issues that afflict their
communities. Profiling each household in the community using information and
communication technology could achieve good governance through E-government as
its core. Once profile data is aggregated, essential information could provide statistics in
labor and employment, family income and expenditures, demography by (population)
and (age), water and sanitation, type of housing and education (researchgate.net). The
move to reinvent government has spread incessantly over the last two decades in many
parts of the world. Governments in developed and developing countries alike have
faced increasing pressures to improve their role in service delivery and public
administration. The reforms sought have not only called for better public service through
improved efficiency and effectiveness, promotion of transparency, and increased
responsiveness. They have also highlighted the necessity to transform governance—to
move away from the traditional, top-down approaches towards more decentralized and
participatory systems (ijmrap.com). As the Philippine government intensifies its
programs to strengthen the economy and decreases if not totally eradicate corruption,
improving government transactions and promoting more transparent services prove
vital. With this in consideration as well as the advancement in ICT (oaji.net). In
conclusion, the Philippine government's commitment to strengthening the economy and
eradicating corruption must be coupled with a steadfast resolve to enhance government
transactions and embrace the opportunities afforded by ICT. These interconnected
strategies will not only drive economic growth but also foster a culture of transparency
and efficiency that is essential for the nation's progress in the 21st century.

efficiently records, updates, and manages personal information of residents within the
barangay.

2. Enhanced Accessibility: Ensure that community members can easily access their
records and apply for barangay clearances without delays, thereby improving resident

be intuitive and easy to navigate. Residents and barangay officials will find it
straightforward to access the various modules and features, reducing the learning curve
and ensuring a positive user experience.

2. Responsive Design: The web system will be built with a responsive design, ensuring
that it functions seamlessly on various devices, including desktops, tablets, and
smartphones. This responsiveness will enable users to access and interact with the
system from anywhere, promoting convenience and accessibility.

3. Clear Information Presentation: Information about residents and statistical data will be
presented in a clear and organized manner. User interfaces will use well-defined data
tables, charts, and graphs to present data visually, making it easier for users to
understand and interpret information quickly.

4. User Access Control: Different user roles (e.g., residents, barangay officials) will have
distinct and secure logins. Access control features will ensure that users can only
access areas and functions relevant to their roles, enhancing data security and privacy.
5. Efficient Data Entry: The system will offer efficient data entry forms with validation
checks, tooltips, and data auto-population when applicable. This will minimize errors
during data input and enhance the overall efficiency of the system.
