Overview

Information and communication technology or simply “ICT” refers to technologies


associated with the transmission and exchange of data in the form of sound, text, visual
images, signals or any other form or any combination of those forms through the use of
digital technology. It may incorporate into different services such as but not limited to
telecommunications, multimedia, electric commerce, broadcasting, etc.
Information and communication technology has greatly contributed to improve
public service efficiency through the digitalization of office work and government
transactions. Recent trends have shown that most developed countries have enhanced and
established their ICT management – prompting improved economic productivity by
globalizing economic activity, shortening the time required for distribution of information,
costs dropped, etc.
As one of the developing countries in the Southeast Asia, former president Rodrigo
Duterte signed into law the Republic Act No. 11032 or the Ease of Doing Business and
Efficient Government Service Delivery Act of 2018. It is an act that aims to streamline the
current systems and procedures of government services. This law is poised to facilitate
prompt actions or resolutions of all government transactions with efficiency – improving the
competitiveness of and ease of doing business in the Philippines.
With this in mind, with the direction of it’s Chief of Hospital, has created a
committee that was tasked to develop, maintain, and supervise the facility’s ICT
management and policies that will serve as an intermediary between the public and the
facility.

Vision and Mission

 Vision
The committee envisions a digitally transformed Hospital Information and
Communication System with integrated, secured, and reliable ICT equipment and
infostructures that supports an effective and credible hospital service.

 Mission
The committee shall provide efficient and sustainable ways and mediums of
communication within and outside the facility, innovate and promote ICT solutions,
formulate and implement effective ICT policies, and provide quality client-relation
management.
Duties and Responsibilities

With the expansion of the facility’s available services and the demand for a
greater service eventuate, the committee believes in the supplementation of
services and respective duties of each member. The committee’s duties shall include
but not limited to:
o Develop and maintain an ICT plan for the facility
o Develop and recommend ICT policies in compliance with the facility’s
standard operating procedures
o Formulation and streamlining of communications and reports within and
outside the facility
o Coordinate and report to LGU’s Information Technology Development Office
(ITDO) for endorsements, proposals, etc.
o Recommend ICT equipment and resources required to implement the
facility’s strategic plans
o Enhance, maintain, and promote cybersecurity to all employees within the
facility
o checkup and maintenance of the facility’s ICT equipment
o Development of the facility’s transaction procedure to cater the public’s
increasing demand in good government service
o Documentation of minutes of meetings, record of transactions, and other
similar in nature should the necessity arise

Policies and Procedure

Scope of the Committee


The committee may develop and implement internal regulations within the
facility. They may use the knowledge, technology, and equipment available to them
to improve the efficiency of the system in the facility. However, the committee is
limited in implementing drastic measures especially if the recommended strategy
will amend several existing policies of the institution. The committee still adheres
with the institution’s standard operating procedure and policies under the
supervision of the LGU’s existing ordinances and regulations. Should the necessity
for the amendment of existing policy implemented by the LGU arise, it should be
endorsed and directed thru proper channels appropriately.

Hospital Operations and Management Information System


The facility’s ability to modernize its operations management and
information system lies within its ICT strategies. In line with the committee’s vision,
the members shall promote the use of the HOMIS Billing System (HBSys) and/or
Integrated Hospital Operations and Management Information System (iHomis)
(whichever is available), computer programs that was developed by the DOH, on the
whole facility. The members should possess a decent knowledge on these programs.
With then they shall proceed to train the staff that are recipient of the said
programs.

Software, Hardware, and System Accessibility


The committee ensures the accessibility of purchased software and hardware
products. Accessible, in this context, means compatible with assistive technology.

Procurement of ICT equipment and services


The LGU’s Procurement Office is the only authorized body to procure any
equipment and services. The committee may formally propose required ICT
equipment and services to the LGU for an appropriate funding.

 Preparation for the implementation of iHOMIS
 Proposed simplified and efficient monitoring of CT-Scan patients
 Installation of HBSys to all concerned departments
