Pursuant to section 30, and 46c of RA 8371, otherwise known as the Indigenous People Rights Act of 1997,
and on the basis of the NCIP Administrative Order No. 5, series of 2021, otherwise known as the NCIP
Educational Assistance (NCIP – EA) and Merit-Based Scholarship (MBS) Guidelines of 2021, LOVELY A.
AQUIATAN, 27 years of age, married, a natural born citizen of the Philippines, presently residing at Purok
1, Barangay Estrella, Sinacaban, Misamis Occidental, and a bonafide member of Subanen ICCs of
Barangay Katipunan, Sinacababan is hereby awarded a (three-years) Educational Assistance to undertake
a program of study leading to a Bachelor of Science in Elementary Education at Dr. Solomon Molina
College, Villaflor, Oroquieta City, effective First Semester, School Year 2022 subject to the terms and
conditions of this Assistance/Scholarship Agreement.
I. Nature

The Educational Assistance Program and Merit-Based Scholarship Program administered by


the National Commission on Indigenous Peoples is for the pursuance of the IP’s Right to Social
Justice and to empower the IPs to actively participate to their community’s sustainable
development and self-reliant community through self-governance/self-determination by
providing financial assistance for their educational advancement.

II. Duration of Assistance/Scholarship

The Assistance/Scholarship shall be for a duration equivalent to prescribe period of the


program of study leading to a Bachelor of Science Degree (or Vocational Course) unless
earlier terminated due to the failure of the Grantee/Awardee to comply with the terms and
condition prescribe by the Implementing Guidelines and this Assistance/Scholarship
Agreement.

The duration of the Assistance/Scholarship of those who requested deferment of their


assistance/scholarship grant due to justifiable reasons shall be equivalent to the remaining
period of study upon enrollment. Herewith, the grantee/awardee shall accomplish the
deferment form.
III. Grounds for Disqualification/Discontinuance

1. Those who are found to have tampered or falsified the documents relative to his/her
application and its supporting papers;
2. Becomes mentally and physically unfit to continue studies without prejudice to the
differently abled;
3. Enjoys another major scholarship grant provided by the government;
4. Below 80% general weighted average for EAP College students and below 85% for MBSP
during the semester ended;
5. With failing grade or incomplete grade or not completed within the prescribed period;
6. Shifting of course and transferring of schools without the approval of the Regional Director;
7. Enroll in less than eighteen (18) units during a particular semester except when it is the
remaining requirements for a graduating awardee/grantee;
8. Drops from the school without the approval of NCIP.

IV. Study Placement and Course Preference


The grantee shall enroll in any State Colleges and Universities nearest to their residence and
shall enroll Priority Course that is prescribed and applicable by their respective Ancestral.
V. Termination of Educational Assistance/Scholarship
The NCIP reserves the right to terminate the educational assistance/scholarship grant for
failure of the Grantee/Awardee to comply with any of the terms and condition set forth in
Section III and VII-B of this Agreement.
VI. Educational Assistance/Scholarship Benefits
During the regular academic year, the grantee/awardee shall be entitled to the IP Education
Allowance of:
A. Educational Assistance Program

a. Degree, Post Graduates and Vocational Programs -Php20,000.00/SY


b. Senior High School -Php7,500.00/SY
c. Junior High School -Php5,000.00/SY
d. Elementary -Php2,500.00/SY

B. Merit-Based Scholarship -Php50,000.00/SY

VII. The Grantee/Awardee shall be under the supervision and guidance of the NCIP (Regional or
Field and shall comply with all educational assistance/scholarship policies including those
required by the Regional or Field offices concerned Educational Institution, not indicated in this
Agreement.

VIII. Educational Assistance/Scholarship Obligation

A. NCIP
a. Provides educational assistance and merit-based scholarship to qualified grantee/awardee;
b. Processes application of potential scholars for scholarship programs;
c. Mentors, guides and assists the grantees/awardees;
d. Facilitates the organization and training of scholars to be responsible leaders and IP advocates
in their respective communities and ancestral domains;
e. Provides avenues where he/she can render community service and trainings and cultural
exchange program;
f. Endorses or assists IP graduates to be employed to other government agencies and private
organizations with projects implementing inside Ancestral Domains thru forging of MOAs and
other instruments

B. GRANTEE/AWARDEE
a. Enrolls the prescribed load of units in the curriculum for a given semester and should have a
General Weighted Average (GWA) per semester not below 80% for EAP College students and
not below 85% for MBSP or its equivalent;
b. Finished course/training within the prescribed period;
c. Donates books purchased to a community library at the end of the studies;
d. Exercises profession/vocation preferable in his/her community for a period equivalent to the
years he/she enjoyed the scholarship or assistance;
e. Participates in community activities as maybe required including the conduct of research, IP
Month Celebration and IPRA Commemoration, IP Festivals/Festivities, OPLAN Bayanihan
specially offices within or nearest his/her community;
f. Observed moral and social responsibility. That during the enjoyment of the program, the
grantee shall have the option to render community service training at any NCIP regional/field
offices near his/her residence, or wherever is practicable before the completion of enrolled
course;
g. Informs NCIP on their activities while studying and whereabouts after graduation;
h. Serves as satellite tribal affairs assistance in his/her community;
i. Enrolls a course that can help in the development of their community/Ancestral Domain

C. PARENTAL/LEGAL GUIDANCE
a. Shoulders tuition fee and matriculation not covered by the IP Education Allowances;
b. Shoulders expenses during summer class and in the event the residency of the course is
prolonged;
c. Shoulders the medical expenses in case of sickness, disability, or death of the
grantee/awardee;
d. Provides other expenses of the awardee/grantee which are not specified in this Guidelines;
e. Helps and cooperates in the moral, spirituals, social, and cultural development of the
grantee/awardee;
f. Reports to the concerned NCIP any issues and concerns of the grantee/awardee.
