1. GENERAL DESCRIPTION
This work method has been prepared with reference to the following clauses in the
contract:
1.1 Scope
All materials, plant, equipment, labour and workmanship associated with the
execution of the works will be the best of their respective kinds without regard
to any trade terms and will comply in these and all other respects with the
required specifications in the Contract.
The works will be carried out as per the approved designs with the quality and
workmanship in accordance with the specifications, working drawings and
instructions of the Engineer.

Approved material sources (borrow pits) along the road alignment will be
leased for the excavation of fill and gravel material that meets the required
specifications, standard and quality.
The stripping of overburden, excavations and loading onto the tipper trucks
will be done by the hydraulic excavators, dozers and wheel loaders assigned to
the respective earthworks teams.
The existing ground levels at each borrow pits will be taken prior to
exploitation. The sites will be cleared of the topsoil and overburden will be
removed before excavation starts. Top soil will be stockpiled for use in
reinstatement after exhaustion of good gravel. All access roads leading to
those areas will be constructed and always maintained for easy transportation
of the material to the site.
The selected materials will be mixed by the wheel loader or excavator in the
borrow pits as required to satisfy the standard of materials.
Qualified personnel will be employed for the supervision work at the borrow
pits and will ensure that oversize material, clay, humus or other inferior
materials encountered during excavation is separated from the materials
proposed for use in the works and such inferior material will be stock piled for
use during reinstatement.
A separate stockpile will be used for each type and grading of material. When
removing material from a stockpile, none of the underlying material will be
mixed with it.
The Contractor will comply with the bye-laws of the local authority and
NEMA regarding public health and safety in respect of the operations of the
borrow pits. The following conditions will be complied with:

2.3.4 Construction
a) General Earthwork
Earthworks will be done in half widths. Traffic will always be diverted away
from the section being worked using the Traffic Management plan. This will
be done in such a way as to reduce inconvenience and accidents.
In areas where the road will be widened, benches will be cut into the existing
road embankments in order to anchor well the additional width embankment.
The dimensions of cuts shall be in accordance with the details of the Drawings
and may further be defined or amended during the course of construction by
instructions from the Engineer.
The Contractor shall obtain instructions beforehand from the Engineer
regarding the slope of the sides of cuttings and the depth to which cuttings are
to be taken, including the dimensions of any in situ treatment of cuts that may
be required below the formation level.
In rock cuts, the rock shall be removed to the level that will permit the
construction of the subbase layer, unless otherwise instructed.
Surveyors will set out the road toe and guide the construction teams in
achieving the designed road prism.
Once the designed road prism in cut or fill has been achieved, construction of
the subsequent layer of improved sub-grade will proceed.
Any unsuitable material on the benches will be removed. To achieve good
bonding, the benches will be scarified, watered, processed and compacted to
the specified dry density before another layer of fill is laid on top.
For each completed fill/constructed layer in a given road section, geometric
surveys and field density tests will carried out to confirm achievement of the
design parameters before filling the next layer on top.
Where there are existing bituminous surfaces, the existing bituminous surface
and part of the base and sub-base, a depth not exceeding 200mm will be
removed and stockpiled for reuse. Qualified foremen and other experienced
personnel will be deployed to do the supervision work.
The stockpiled material will be broken to give a reprocessed material
complying with the grading requirement.
Request for inspections and approval shall be made for all finished road layers

b) Preparation of the Roadbed
I. Cut to spoil
Unsuitable soils that shall be cut to spoil shall include the following:
Highly organic soils such as peat materials from swamps, marshes and bogs
that contain excessive amount of logs, tree stumps and other organic material;
Material having a liquid limit exceeding 50%;
And other material described by the Engineer as unsuitable.
Cut shall be done by excavating using an excavator up to G7 top level unless
directed by the engineer. The level shall always be controlled by the surveyor
in the field.
Requests for inspection and for picking levels after excavation shall be made
for all excavation below G7 level.
c) Embankments
At any road section, once the embankment has been fully constructed for the
full width and its width, level and compaction approved by the Engineer, or in
a cut section where an improved sub-grade is required, construction of the
improved sub-grade will commence
The sub-grade will be constructed in full widths, half width or at the edges
only, as may be required, in layers not exceeding 200 mm or as instructed by
the Engineer, using the specified material – gravel of class G7 or G15, after
preparation of the under laying roadbed, where there is no embankment fill.
The level and the extent of the toe for the subsequent subgrade layers shall be
set out by the surveyor and marked on a peg put at an offset of 300mm away
from the toe.
Approved material from approved borrow pits shall then be used to make up
the layers. The materials shall then be properly mixed, cut to required slope
and compacted to the required strength.
A request for inspection, level check and field density test shall then be made.
A trial section of 100m shall be made at one of the sections and approval by the
engineer shall be made before proceeding with the entire work.
The following quality control measures shall be adopted during the execution of
work.

After dumping the material on a section, the material shall be sampled and
tested to engineer’s requirement.
Field density test by use of sand replacement shall be carried out and the
relative compaction shall meet the requirements of table 7114/2 of the general
specification for road and bridge work.

2.4.1 Objective:
To improve on the Safety, Traffic Control and Management of the project
activity in order to minimise accidents.

e) A first aid kits shall be provided at the work front or a facility identified
nearby to respond to emergencies.
f) Children shall not be allowed on site.
g) Drinking water shall be provided on site.
h) Work that is to stay overnight and may be a hazard to other road users
shall be marked with warning tape and other relevant barriers before
leaving site.
Before benching begins, in order to facilitate traffic flow and to avoid any
traffic jam or injure, traffic signs, flaggers and other facilities such as
delineators and Cones for the direction and control of traffic shall be used
throughout the exercise.
The competent flaggers shall be assigned at the both sides of work section,
whose duties will be to direct the movement of traffic through or around the
site.
“Road Works Ahead” Sign shall be placed 200 m before the work zone on
the side of the road where the work is to be carried out. “Narrow Road
Ahead” or “Keep Left/Right” or “Long Chevron” is placed 150 m before the
work zone. A flagger shall be stationed 100 m to the start of the active work
zone on either side in such a manner that they can see each other. In case
the work is around a corner, a third flagger shall be placed accordingly in
order to relay instructions between the two extreme flaggers.
Cones/delineators shall then be arranged with a taper of 50 m along the
length of the active work zone and another taper of 50 m after the active
work zone. These may be supplemented with warning tape to increase
visibility.

Additionally, Warning Tape and Cones/Delineators shall be used to isolate
the work zone and warn other road users of the hazard of material, tools
and equipment that is along the road at night.
