2. SCOPE OF WORK
2.1. General Description
This method statement outlines the procedures for grubbing, Backfilling, and
compaction activities in the 092-C48 (SP231000003) Tapline Project in Jubail
Industrial City Road construction to ensure safe and effective operations and
compliance with design and quality requirements.

2.3. Materials
a) Approved select fill materials
b) Imported fill material/borrowed fill material shall be as per Royal
Commission-02315; Imported or borrowed fill material shall be excavated
from approved pits. The material shall be sand or calcareous clay of marine
origin classified as marl, or combination of both sand and marl. The
maximum particle size shall be less than 75mm (for fill material) & 50mm
(for the select fill material).
c) Raw water for spraying during compaction.
d) Approved shoring materials (as required).
2.4. SITE PLANNING & PREPARATION
• General Requirements
a) All technical submittal requirements shall be reviewed and approved by RC
including but not limited to backfilling materials, shoring, or sheathing prior
to use.
b) Ensure all equipments to be used must pass the safety inspection as per RC
safety requirements.
c) All materials regardless of source, shall be free of debris, waste, and organic
material will be sampled &tested, and approved by ROYAL COMMISSION
before incorporation into works. All documentation related to inspection,
sampling, and testing will be provided to QA/QC for review and acceptance.
d) All coordinates should be verified as per the drawing and marked on-site for
grubbing, backfilling, and compaction.
e) All underground existing utilities shall be verified by excavation trail pits as
per the drawings.
f) All existing underground utilities that may be uncovered or otherwise be
affected by any work/shall be properly protected/by shoring, bracing,
and support as required.
g) Adequate dewatering equipment to remove and dispose of all surface and
groundwater entering work/shall be provided at the site and maintained
properly.
h) Field and laboratory testing to determine compliance with the compaction
requirements shall be done as required by ROYAL COMMISSION Standards.
i) Survey will be carried out to identify existing ground levels and results will
be submitted to RC for review. Temporary benchmarks will be established for
the location and formation level of the excavation.
j) All the updated copies of the encroachment permit and need-to-proceed
permit are available on the site office and site permit box.
k) Approved method of statement is kept at the site.
l) Mobiles are used for the communication and coordination between
management site Engineer, competent person rigger, and operators
m) Telephone /mobile numbers are displayed on the bulletin board on site
n) All required permits if any, necessary to execute the work shall be secured
and should be at the hand of the competent person assign to the job and
ensure that all the equipments to be used must pass the safety inspection
requirements.

• Grubbing
a) This step involves removing stumps, roots, rocks, and other obstacles from
the construction area.
b) Clearing vegetation like shrubs, small trees etc.
c) Remove stumps and root systems
d) Remove rocks and boulders
e) Soil stripping and topsoil removal
f) Grading and leveling of land
g) Disposal of dump and debris to dump yard.
• BACKFILLING
a) Backfill materials shall be sampled and tested as required by the Royal
Commission (RC).
b) The SCL QC Engineer and RC Field Engineer shall witness all quality control
testing requirements for the soil testing to be performed by the Independent
approved laboratory.
c) Backfilling materials shall be placed in uniform layers not exceeding 200mm
of un-compacted thickness. Any variations to layer thickness will be
submitted to RC for review and acceptance.
d) Before placing the first layer of controlled fill, the sub-grade shall be levelled,
if necessary moistened, compacted, wetted, and tested so that the surface
material of the sub-grade is compact and well bonded with the first layer of
controlled fill.
e) Moisture content shall be uniform throughout the layer to be compacted.
f) Acceptance or rejection of earthwork shall depend on field density test
results.
• COMPACTION
a) Unless otherwise specified, the general fill area shall be compacted to not less
than 90% of the maximum dry density as per (ASTM D1557).
b) Moisture content of the material being compacted shall be within ±2 percent
of the optimum moisture content as determined by ASTM 1557.
c) Minimum quantities for in-place density and moisture content test for every
lift of compacted fill or backfilled will be performed as per ASTM D1557.
I. Under all foundations - one test every 100 m² of each 150mm lift.
II. Under area paving – two tests for every 2000 m² of each lift.
III. Road base and sub-base - one test every 500 m² of base or sub-base.
IV. Embankment - one test every 150 m2 of each lift.
V. General Fill – one test every 500 m² of each lift.

the Risk Assessment.

3.7 Emergency Procedures
• Blow whistle
• Stop work
• Switch off all equipment or machines

• Evacuate as quickly as possible to the designated assembly area
• Maintain a calm and controlled manner no panic
• Register your name with the supervisor
• Supervisor ensures no person is left on site.
• Supervisor head count and report to management
• Do not enter the site until it is declared it is safe.

4. ENVIRONMENTAL ISSUES
4.1 Environmental Impact Assessment
• Housekeeping will be done regularly at the end of each shift or min once in a
day
• Barricades all excavations on site to prevent pedestrians and vehicles
from falling into them.
• If possible, excavations in roads or streets should be backfilled or covered
over at night to minimize the risk assessment of accidents to the other
workers.
• Drip trays and spill kids will be provided on-site in case of a leak Spillage of
Oil, Petrol, and Diesel, to avoid contamination of soil.
• Waste collection skips are placed on site and disposed of immediately into
a landfill disposable yard
• Ear plugs and ear muffs will be provided to all workers where there is high
noise
• Display safety signs such as high noise areas keep away enclosure the area
and barricade.
5. QUALITY ASSURANCE
5.1. Contractual Requirements
• Shine Company Ltd. (SCL) shall maintain the Quality requirements of the Project.
• SCL shall comply with RC Specifications.
• SCL shall Verify /examine all data and characteristics that comply with the
approved submittals.
• Prepare and record all QC-related site activities including testing, inspection, and
material deliveries.
• Shine Company Ltd. (SCL) considers points for this project to maintain its
reputation as a reliable contractor.
5.2. Critical Work Activity
• Deep excavation more than 4 feet (1.2m) in depth.
• Excavation near or above the existing structure or Underground utilities.
5.3. Inspection & Testing
• SCL shall issue an inspection and test plan showing what items and types of
works are to be inspected and tested.
• QC Engineer shall witness all quality control testing requirements for soil testing
to be performed by the independent approved laboratory.
• The inspection & Test plan (ITP) shall be properly established for each activity.
5.4. Follow-Up and Evaluation
• Construction manager shall always monitor the work activities to check if all the
safety environmental requirements and work procedures stated in this method
statement are strictly followed.
• Safety manager and officers shall always monitor the safe working conditions at
the site during the execution of this activity.
• Site Engineer/Foreman shall monitor all works accomplished per the technical
specification and quality requirements of the project.
• QC Engineer shall inspect the work to verify that the operation has been carried
out in accordance with the specification.

1. Grubbing /Clearing:
• Prior to initiating work obtain a work permit
from the utility clearance concern entity.
• A Valid work permit on site. Such as Land
acquisition permits, encroachment permits,
Saudi electric company permits, etc.
• Detection of buried services using cable
detectors and trail pits with reference to as-
built drawings.
• Working areas must be barricaded with
warning tape.
• Ensure constant supervision.
• In case of an emergency contact on Emergency
contract numbers as attached
• Wear appropriate PPE and should have proper
training.
2. Backfilling
• Maintain good housekeeping on a daily basis
• Red man green man training
• Certified equipment and operators shall be
used

3. Compaction
• The personnel shall use hearing protection
equipment when needed.
• Provide proper Access \Egress
• Unnecessary material must remove from the
ground
• Available and instruction are communicated to
working crews.
• Use Dust mask, Rubber Hand Gloves, Safety
Goggles Coverall.
• Proper use of hearing protection.
4. Installation of barricade and sign boards
• Adequate supervision and HSSE coverage.
• Area should be proper Barricaded with Hard
barricade.
• Deep excavation Signboard shall be posted on
the site.
• Other necessary signage also posted on the site
according to the site condition.
• Blinking lights should be installed.
5. Housekeeping
• Housekeeping will be done on a regular basis.
• All the waste material will be segregate
material wise and dispose of at land fill area
provided by the R.C
• During the Works, SCL is to segregate waste
into the following categories:
• General Construction Waste (concrete,
blocks, bricks, rubble, wood, etc...)
• Metals, hazardous Waste (fuels, oils, paints,
solvents, gas bottles, etc…)
• Domestic Waste (plastics, food, bottles,
cans, etc…)
• SCL will provide adequate number of skip-bins
or containers for waste disposal on site.
• SCL will educate employees through toolbox
talks and signages on segregation of the above
wastes and the use of the waste receptacles
