The essential requirement for a network has always been a fundamental condition for growth. Connectivity plays a crucial role in both individual and community success stories, evident
in the efficient delivery of essential services. Both internal and external connections guarantee the flow of goods and services, maintaining a smoothly operating economy that supports job
opportunities and ensures food provision for the population. It is unquestionable that infrastructure facilities serve as a foundational element for an empowered citizenry, exerting a significant
impact on a community's prospective capacity, development, and overall growth.
Additionally, the susceptibility of facilities to hazards is assessed to guide decision-makers in determining the way forward. The results of the Climate Disaster Risk Assessment for lifeline
utilities are incorporated into each sectoral analysis matrix to identify adaptation and mitigation measures.
The analysis of sub-sectors utilizes a collaborative approach to formulate a comprehensive infrastructure sector analysis matrix. This consolidated matrix highlights the priorities set by the
municipal government for the entirety of the planning period.
I. Existing Situation
At present, Lupon has two (2) major ingress and egress points that link it to other municipalities in the province namely: (1) Lupon-Mati Road, the main highway connecting Brgy. Macangao
to the Municipality of San-Isidro and (2) Lupon-Tagum Roadd connecting the northernmost part of Lupon to the southernmost part of Banaybanay. These two primary points are connecting
routes that extend to the outskirts of the municipality without passing through its central area.
a. Inventory of roads
The total road network in LGU-Lupon spans 156.92 kilometers (kms). Barangay roads have a total length of 140.32 kms., made up of 41.726% concrete, 54.78% gravel and 3.49% earth.
Municipal roads have a total length of 16.60 kms., 100% of which are paved.
b. Inventory of Bridges
The municipality of Lupon has a total inventory of eighteen (18) bridges in which Sumlog Bridge marked the highest load capacity. These bridges have a good physical condition that
simply means passable. Footbridges are mostly constructed situated at far-flung barangays and sitios. There are four (4) types of bridges identified in the municipality, a. Steel bridges b. RCDG
bridge c. Footbridge and d.) Baley bridge. Steel bridges are passable by people, motors and vehicles (ligh or heavy) while Footbridge can only be made passable by people or motors.
As to hazard susceptibility, all bridges have a susceptibility rate of M for Tropical Cyclone, Earthquake an Volcanic Eruption while six (6) bridges have a susceptibility rate of M for
Landslide. These six bridges are those that are located in upland areas.
c. Inventory of Ancillary Road Facilities
Ancillary road facilities are the facilities that assure proper flow of motor vehicles and pedestrians within and across the thoroughfares of the municipality.
d. Transportation by Terminals
Lupon Overland Transport Integrated Terminal is an 8000-sq.m. facility that services inbound and outbound passengers for nearby municipalities and cities of Lupon The terminal boasts
various amenities, including designated parking areas for both outgoing and waiting bus units, a waiting area for passengers, restroom facilities catering to male, female, and Persons with
Disabilities (PWDs), a breastfeeding room, administrative offices, rentable commercial spaces, and a public assistance counter. LOTIT has a hazard susceptibility rate of M for Flooding, Tropical
Cyclone, and Earthquake.
The tricycle terminal, which was constructed in 2022, serves tricycle operators with routes beyond the Poblacion. Spanning an area of 500 square meters, it is conveniently situated adjacent
to the Lupon Public Market. This terminal has a hazard susceptibility rate of M for Flooding, Tropical Cyclone and Earthquake.
Lupon has a direct sea route going to Davao City, navigating Davao Gulf with a travel time of only 1 hour and 10 minutes. The fast craft has a capacity to carry a capacity 120 passengers in a
single trip from Lupon Port to Sta. Ana Port in Davao City, with two round trips scheduled daily. Its operation was temporarily suspended in 2010 due to insufficient berthing facilities at Lupon
Port. However, there is a proposal to resume operations, and in preparation, the Ferry Terminal has been constructed. The Ferry Terminal, intended to accommodate passengers for the
forthcoming fastcraft trips between Lupon and Davao by sea, spans an area of 500 square meters and is situated at the municipal port. Completed in 2023, the terminal is equipped with
essential facilities, including restrooms (CR), a spacious waiting lounge, administrative offices, and WIFI connectivity.
The terminal has a hazard susceptibility rate of M for Flooding, Tropical Cyclone and Earthquake and high for Rough to High Seas.
f. Inventory of Public Land Transportation Vehicles by Type and Services Routes
The average number of buses, as indicated in the inventory, is 75 units, with approximately 120 arrivals and departures recorded by the Lupon Overland Transport Integrated Terminal
Office. In addition to buses, there are also 5 units of jeepneys and 27 vans that operate inbound and outbound within the municipality. doing operation in Lupon.
For destinations within the Poblacion area and toward the rest of the barangays, excluding far-flung areas like New Visayas, Lantawan, Magsaysay, San Jose, DONCAMAR, and Ernesto
Violan, tricycles serve as the primary mode of transportation. The municipality hosts a fleet of over 1253 tricycles, with 1002 dedicated to serving within Poblacion, 231 operating outside
Poblacion, and 20 providing transportation to adjacent municipalities.
