TECHNICAL SPECIFICATION FOR MULTI CORE LT XLPE INSULATED


UNARMOURED CABLES OF VARIOUS SIZES

1. SCOPE
This specification covers the design, manufacture, testing at manufacturer's
works, packing, supply and delivery of ISI Marked Multi Core 1.1 KV LT
unarmoured XLPF, insulated, PVC Sheathed, Aluminum Conductor Cables as per
IS-7098 Part-1l1988 (with latest amendments, 'revisions if any) suitable for earthed
system. The cables are intended to be used in distribution system of
DHBVN/UHBVN.
2. STANDARD
The Cables shall comply with IS-7098 Part-1'1988 (with latest
amendments.,' revisions if any). The Aluminum conductor shall be of H2 Grade as
per IS-8130/1984 (with latest amendments/revisions if any). The XLPF insulation
shall conform to IS-7098 Part-1.11988 (with latest amendments'' revisions if any)
and PVC sheathing will be of PVC compound conforming to the requirements of
Type ST-I1 of IS: 583 1/1984 (with latest amendments/revisions if any).
3. CLIMATIC CONDITIONS:
The material to be supplied against this specification shall be suitable for
satisfactory operation under the following climatic Conditions
i) Location At various locations

The material shall be for use in moderately hot and humid tropical climate,

conducive to rust and fungus growth

4. MATERIALS
4.1 CONDUCTOR
The conductor shall be of stranded constructions and high conductivity H2
grade Aluminium conforming to IS- 8130/I984 (with latest amendments/revisions, if
any).
4.2 INSULATION
The Aluminium conductor shall be insulated with cross linked polyethylene
insulating compound conforming to relevant clauses of IS: 7098 (Part-1)-1988(with
latest amendments/revisions, if any) and shall be applied by Extrusion Process. The
insulation shall be so applied that it fits closely on the conductor and it shall be
possible to remove it without damaging the conductor.
The average thickness of insulation shall not be less than the nominal value
as specified in IS: 7098(Part-l)-1988(with latest amendments revisions, if any).
4.3 FILLER & INNER SHEATH

The filler & Inner Sheath shall he of vulcanized or unvulcanized rubber or


thermoplastic materials as per IS:7098-Part-UI988 (with latest
amendments/revisions, if any). The material shall not be harder than XLPE or PVC
used for insulation or outer sheath respectively and these shall be so chosen to be
compatible with temperature ratings of the cable and shall have no adverse effect
on any other component of cable. The Inner sheath shall be applied either by
extrusion or by wrapping and method actually adopted should be clearly defined in
the tender. It shall be insured that shape is as circular as possible further it should
fit closely on the laid tip cores and it shall be possible to remove it without damage
to the insulation. The thickness of inner sheath shall be as per Clause 12.3 of
IS:7098-Part-1/1988(with latest amendments/revisions. if any).
4.4 OUTER SHEATH

The cables shall be provided with outer sheath by Pressure Extrusion


Process of PVC compound conforming to Type ST-2 of IS: 5831/1984 (with latest
amendments/revisions if any). The colour of outer sheath will be black.
The thickness of outer sheath will be as per Clause-14.3 of IS:7098-Part-
1/1988(with latest amendments/revisions, if any).
5. TESTS
ACCEPTANCE TESTS
All acceptance test as specified under clause 15.2 of IS: 7098-Part-II1988
(with latest amendments/ revisions of any) shall be carried out by the Inspecting

Officer on the samples drawn from the lot offered for pre-despatch inspection. In
addition to above, following Type 'rests shall also be considered as acceptance
tests and shall be carried on any 2 Nos. samples of each size drawn from the lot
otlcred for pre despatch inspection.
i) Shrinkage test For XLPE insulation IS:7098 (Part-1/19880
ii) Shrinkage Test
iii) Heat shock Test For Outer sheath as per
iv) Hot deformation Test IS:5831/1984
v) Thermal stability Test
vi) Flammability test
Measurement of Weights of Various Parts of Cables. The number of
samples to be taken for the measurement of weights of various parts as per GTPs,
shall be 50 % of the total no. of samples.
TYPE TESTS
The cables shall comply with Type Tests as classified under clause-15.I of
IS: 7098-Part-L'1988 (with latest amendments' revisions if any). An attested
photocopy of the Type Tests Certificates in respect of each site of cable offered,
issued by any Recognised.' Govt. Test House be submitted alongwith the tender.
Tenders without complete Type test certificates as per IS7098 Part-1!1988 of the
sizes(s) offered will be ignored.
Two samples i.e. one sample of each size from 1st lot and one sample of
each size from any subsequent lot offered for pre-despatch inspection during the
execution of Purchase Order will be got tested for the following type tests from any
Recognised /Govt. Test House:
a) FOR XLPE INSULATION
i) Ageing in air oven Test As per IS:7098i

ii) Water Absorption test (Gravirnetric) Part-1/1988 with latest


Amendments/revision if any.

b) FOR PVC OUTER SHEATH


i) Ageing in air oven Test As per IS:5831/1984.

ii) Loss of Mass in air oven test


with latest amendments/ evision if any.

All testing charges shall be borne by the supplier.


5.3 ROUTINE TESTS
The manufacturer shall carry out/conduct routine tests as specified in
Clause-15.3 of IS: 7098(Part-I) 1988 (with latest amendments & revisions if

any) on the cable manu fact tired. before pre-despatch inspection. The following
tests shall constitute routine tests
a) Conductor Resistance Test
b) High voltage Test.
The test result certificates of the same shall be submitted alongwith the offer
of cable for pre-despatch inspection.
5.4 OTHER TESTS
Any other tests becoming necessary with the amendment in relevant IS or
otherwise agreed between the Supplier and Purchaser shall also be carried out
without any extra financial burden upon the Purchaser.
6. INDENTIFICATION
6.1 The word ’ UHBVN/DHBVN’ and manufacturer's trade mark or name, size in mm',
voltage rating and word 'ELECTRIC' in English shall be embossed on the outer
sheath of cable at regular intervals of approximately I to 1.5 metre, as may be
convenient.
6.2 Identification of Cores The cores shall be identified as per clause-40 of IS: 7098
(Part-l) 1988(with latest amendments/revisions, if any).
7. PACKING AND MARKING
7.1 The cable shall be wound on drums and packed The ends of the cable shall be
sealed by means of non-hygroscopic sealing material. The drum should be such
that when rolled by 20 mtrs. on rough surface and tossed up & down by 5 times, the
cable and drum should not get damaged.
7.2 The cable shall carry the information as indicated against clause 18.2 of
IS:7098(Part-I) 1988(with latest amendments/revisions, if any) either stenciled on
the drum or contained in the lable attached to it.
8. STANDARD DRUM LENGTH
The drum length shall be 500 Mir. for sizes upto 150 mm2 & 250 Mir. for
sizes above for sizes upto 150 mm'.
9. TOLERANCE
9.1 TOLERANCE ON PACKING
The standard drum length, may have a tolerance of+ 5%.
TOLERANCE ON ALLOTMENT TO CONSIGNEES
A tolerance of + 5% is permissible on the quantities allotted to each
consignee.
9.2 TOLERANCE ON EXECUTION OF ORDER

A size wise tolerance of - 2% will he allowed on the total(size wise)
ordered quantity for execution of order.
9.3 NON STANDARD LENGTH
Non-standard length not less than 100 meters each to the extent of 5%
of the total ordered quantity size wise will be acceptable.
10. INSPECTION
The material offered for supply will be inspected by an authorised
representative of the Nigam or an outside Agency nominatcd by Nigam within
two weeks from the date of receipt of intimation regarding readiness of the
material. No material will be allowed to be despatched without prior inspection
and approval. The Inspecting Officer of the Nigam or the nominated Agency
may also inspect the material during the course of manufacture.
In case, inspection of any consignment is waived off by the Nigam the supplier
will be required to furnish routine & acceptance test certificates in triplicate, of
the same for approval. It will be the responsibility of the supplier to make
adequate arrangement for testing of material at their works. All testing
instruments and appliances duly calibrated from Govt. Recognised test house
will be made available and material consumed! destroyed during testing will be
to the account of the supplier. The.purchaser has the right to have the tests
carried out by independent test housellaboratory/agency whenever there is a
dispute regarding the quality of material, cost of which shall be borne by the
supplier Random testing of material on receipt in the stores irrespective of fact
whether or not it was inspected before despatch, shall be carried out by Nigam
and in case of failure, entire lot shall be rejected at the cost and risk of supplier
(may also refer clause 13 below).
11. FAKE INSPECTION CALLS
In case the supplier makes a fake inspection call i.e., the material is not
found ready by the Inspecting Officer deputed by the Nigam for inspection, the
supplier shall be liable to pay the expenses incurred by the Nigam on this account
subject to minimum of a fixed penalty of Rs. 20,000/- for each such fake call made
by him.
12. CHECK MEASUREMENT OF CABLE LENGHTS
The supplier will provide necessary arrangements for checking of lengths at
his own cost to the Inspecting Officer. Out of total quantity of drums offered for

inspection at least 3% drums will be checked for length in the lot offered. In no
case, less than one drum shall be checked in the lot offered.
At the time of inspection at the works of supplier if any shortage for the declared
length of cable is noticed in the drum(s) under check measurement, maximum
shortage so detected will be applied to all the drums offered for inspection and
declared quantity will be reduced accordingly. This is further subject to verification
at consignee's end.
13. LENGTH CHECKING BY CONSIGNEES
Consignee, on receipt of material. may check the cable lengths. If any
shortage from declared length is noticed, the same shall be reported immediately by
the consignee to the supplier under intimation to all concerned. On receipt of such
intimation, Purchaser shall fix a date & time for joint verification under intimation to
the supplier& all concerned.
The length of cable shall be checked in the presence of firm's representative
at Destination Station. If the representative of the firm does not happen to be
present at Destination Station for joint verification on the specified date and time so
fixed, then the purchaser/representatives of Nigam shall be at liberty to do joint
verification in the absence of firm's representative and shortages, so
detected/noticed shall be intimated to the firm. The maximum shortage detected in
a particular coil/ drum shall be applied on the full consignment.
In case different consignees also notice shortages, in a particulars lot supplied to
various consignees, the above procedure shall be followed for joint verification by
each & all such consignees. The maximum shortages detected in a particular
coil/drum by any of the consignees shall be applied to the entire lot of cable
supplied to various consignees.
In case of repeated shortages, the firm shall be liable to be black-listed. This
is without prejudice to the other rights arisingiaccruing to the purchaser under
various clauses of tender specification & Purchase order-cum-contract agreement,
if any placed.
14. RANDOM CHECKING

On receipt of material in the stores'workshops, the Nigam shall check the


material. If the shortage/deviation from declared quantity /specification is noticed,
the same shall be reported immediately by the consignee to the supplier, tinder
intimation to all concerned. On receipt of such intimation from consignees, the
Purchaser shall fix a date and time for joint verification under intimation to the

supplier, & all concerned giving a minimum 10 days time. The checking shall be
carried out in the presence of firm's representative at Destination Station. If the
representative of the firm does not happen to be present at destination for Joint
verification on the specified date & time so fixed, then the purchaser/representative
of Nigam shall be at liberty to do joint verification in the absence of firm's
representative and shortage/discrepancies so detected shall be applied on the full
lot. In case shortage/discrepancies, in particular lot supplied to various consignees,
are also noticed by different consignees, the above procedure shall be followed for
joint verification by each and all such consignees. The maximum
shortagesidiscrepancies detected by any of the consignees shall be applied to the
entire lot of material supplied to various consignees. In case of any failure of
material during random checking, Nigam reserves the right to reject the entire lot at
the risk and cost of the supplier.
In case or repeated shortages/discrepancies the firm shall be liable for suspension

of business deal ings�'black listing. This is without prejudice to the other rights

arising/accruing to the purchaser under various clause of this tender specification &

Purchase Order-Cum-Contract.

15. SCHEDULE OF GURANTEED TECIINICAL PARTICULARS

Tenders must supply the detailed guaranteed technical particulars as per


Annexure-II, Tenders of those suppliers who do not supply the requisite details
alongwith their tender are liable to be rejected.
16. ISI MARK
The tenderers must supply a complete upto date copy of valid IS] license,
alongwith the tender failing which their tender shall be ignored.
17. GUARANTEE / WARRANTEE
The supplier shall be responsible to replace, free of cost, with no
transportation or insurance cost to the Purchaser, up to destination, the whole or
any part of the material which in normal and proper use proves the defective in
quality or workmanship, subject to the condition that the defect is noticed within 18
months from the date of receipt of material in stores or 12 months from the date of
commissioning whichever period may expire earlier. The consignee or any other
officer of Nigam actually using the material will give prompt notice of each such

defect to the supplier. The replacement shall be effected by the supplier within a
reasonable time, but not, in any case, exceeding 45 days. The supplier shall, also,
arrange to remove the defective within a reasonable period, but not exceeding 45
days from the date of issue of notice in respect thereof, failing which, the purchaser
reserve the right to dispose of defective material in any manner considered fit by
him (Purchaser), at the sole risk and cost of the supplier. Any sale proceeds of the
defective material after meeting the expenses incurred on its custody, disposal
handling etc., shall however be credited to the supplier’s account and set off against
any outstanding dues of the purchaser against the supplier. The warranty for 12/18
months shall be one time.
18. CHALLENGE CLAUSE

The material offered/received after the inspection by the authorized


inspecting officer may again be subjected to the test for losses or any other
parameter from any Testing House/in-house technique of the Nigam & the results if
found deviating un-acceptable or not complying to approved GTP's the bidder shall
arrange to supply the replacement within thirty (30) days of such detection at his
cost including to & fro transportation. In addition to this penalty @10% of cost of the
inspected lot of material shall be imposed.
