Supply, Erection, Testing & Commissioning of 2 (Two) Nos. 110/22 kV, 25 MVA

Power Transformers at PED 110/22kV Korkodu Substation.
Dismantling, Transportation, Re-conditioning & Re-erection of Existing Old &
Replaced Transformers i.e. 1 (One) Nos. 16 MVA 110/22 kV Power Transformer from
3 PED Korkodu Substation to PED Kalapet Substation and 1 (One) No. 16 MVA 110/22
kV Power Transformer from PED Korkodu Substation to PED Thetampakkam
Substation.
Dismantling of existing used transformers 2 (Two) Nos. 10 MVA, 110/22 kV Power
4 Transformers i.e each at PED Kalapaet Substation and Thetampakkam Substation and
handing over to station in-charge.
Providing of New 110KV Bus coupler Isolator at Thondamanatham and Villianur

2.1 The detailed scope of work for substation package SS113 is brought out in subsequent clauses
of this section.
It is the intent of this specification to describe primary features, materials, and design &
performance requirements and to establish minimum standards for the work. The specification
is not intended to specify the complete details of various practices of manufactures/ bidders,
but to specify the requirements with regard to performance, durability and satisfactory
operation under the specified site conditions.
2.2 Laying of underground cable from Existing 110/11kV Vengatanagar S/s to 110/22kV
JIPMER S/s
i. The scope of this specification covers detailed route survey, planning, design, Engineering,
manufacturing, supply, transportation, insurance, delivery at site, unloading, handling,
The XLPE cable & FO cable and its accessories shall be complete with all fittings and
components necessary for satisfactory performance and ease of maintenance.
The cable shall be 110kV, 1CX630sq.mm Copper conductor, XLPE insulated Lead
sheathed cable with Short Circuit current of 40kA for 1 sec. 3 (three) Runs of cable
shall be laid (one per phase). No spare cable run is envisaged.
The EHV cable laying shall be done in Trefoil formation in buried cable trenches as per
following details:
• The sections drawings mentioned above may be modified based on actual site
conditions in line with provisions specified in standards.
• For laying FO cable, the trench section mentioned in the table above (Sl. No. 1, 2
and 3) shall be used and no separate trench for FO cable is envisaged nor shall
be paid extra.
• It may be noted that HDPE pipe required for EHV cable sections (including for
ECC/ sheath bonding cables) mentioned at Sl. No. 2 and 3 in above table is
deemed to be included in the respective BPS items mentioned against the
respective sections and shall not be paid extra. HDPE pipes for 110kV EHV cable
shall have inner diameter not be less than 1.5 times the cable diameter and class
of HDPE pipes shall be PE 100Grade. However, for FO cable laying, required
HDPE pipe shall be paid under unit rate quoted for item “PLB HDPE pipe O.D.
40 mm including accessories as per technical Specification” of BPS.
• PED intends to establish a 110/22kV New Substation in Lawspet area (in near
future) with LILO arrangement of proposed 110kV single circuit underground
XLPE Cable line from existing 110/11kV Vengatanagar S/s to 110/22kV JIPMER S/s.
Keeping this in consideration a joint bay is to be considered in Lawspet area with
sufficient looping arrangement for future connectivity.
f) Cable markers as per statutory requirements shall be provided all along the route at a
maximum distance of 500 meters and other important locations. The location of
underground cable shall be clearly indicated on the marker.
g) Supply and installation of straight through joints for complete route.
h) Supply and installation of all critical installation materials like trefoil clamps,
neoprene cushions, support brackets etc as required for complete route to avoid
damages of the cable. Neoprene cushion shall be provided at road and rail crossings
to avoid damage of cable due to vibrations during movement of trains and vehicles.
i) Bonding of screen/sheath to the earth station through disconnecting type link boxes
and SVL (sheath voltage limiter). Bidder shall adopt cross bonding for route under
scope. Earthing stations /Earthing pits, earthing materials and earthing conductors
wherever applicable for complete route including cable termination and earth link box
at ends of cable shall be in contractor’s scope.
j) Mounting of cable termination, Surge Arrester (SA) & its terminations along with
lifting of cables in air in suitably HDPE pipes (as required) with necessary clamping
arrangement is in the scope of the contractor.
k) Supply and installation of surge arrestors at all the Cable – Overhead line connection
point for surge protection of Cable (if applicable)
ii. Complete control, relay and protection system as per Section–Control and Relay panels.

110kV Vengatanagar S/s is control panel based conventional S/s. Under present scope
control panel for the 1 no. line bay shall be provided. Necessary transducers and binary
input & output shall be wired upto existing RTU for remote monitoring and control
under present scope. However, augmentation of existing RTU is not included under
present scope.
iii. 1.1kV grade Power & Control cables along with complete Methodology for supply,
installation & sizing of cables shall be as per Annexure S1 of Specific
requirement rev08.
iv. The erection hardware shall include clamps & connectors including equipment
connectors, spacers, Aluminum tube, conductor, Bus bar materials, earthing materials,
risers, auxiliary earthmat (excluding main earthmat), Earth wire, Bay marshalling box,
cable supporting angles/channels, Cable trays and covers, Junction box, buried cable
trenches, PVC pipes for cabling of equipment & lighting and all accessories etc. as per
requirement.
v. LED based Lighting and illumination for the switchyard area under present scope.
vi. Earthmat is already available in the area under present scope. All equipment, structures,
cable trenches, auxiliary earthmat for Isolators etc. shall be earthed by connecting them
to the main earthmat by the contractor. Details of main earthmat shall be provided
during detailed engineering stage.
vii. The lightning protection (DSLP) for the complete switchyard is to be provided by the
contractor. The contractor shall design the lightning protection by utilizing the new
Lightning Mast (under present scope) and existing structures as required to meet the
lightning protection.
viii. Extension of ACDB & DCDB panel is not envisaged. Necessary spare feeders in
existing ACDB & DCDB for present scope is available.
a) The design of foundation shall be based on the soil investigation report and other
parameters as per relevant IS codes & technical specification. The foundations shall
be pile foundation as per the site requirement / soil report.
c) Concrete:
i. The environmental exposure condition of the site falls under severe category as
per IS:456. All RCC shall be of Design mix with minimum M-30 grade. Further,
for pile foundation works RCC shall be of minimum M-30 grade with minimum
cement content of 400 kg/Cum.
ii. The type of cement to be used for this project shall be as per the recommendation
of soil consultant/ soil investigation report.
iii. All foundations surfaces including boundary walls, Cable Trenches, underground
RCC works, RCC drains etc. touching with soil shall be painted with bituminous
or silica-fluoride coatings as per IS:456. The cost of painting/coating shall
deemed to be included in the corresponding item of BPS.
iv. Water used for mixing of any type of concrete and curing shall be conforming to
IS456.
d) Reinforcement Steel:
a. The corrosion resistant steel (CRS) shall be used.
b. The minimum grade of reinforcement steel shall be Fe500D.
B) The scope of civil work shall include but not limited to the following based on
POWERGRID supplied drawings:
(iii) Cable Trenches including road culverts for cable trench crossings
Cable trenches including cable trenches in Reactor/Transformer area along with
covers including road/rail crossing, sump pits, culverts etc. shall be constructed
as per POWERGRID standard drawings provided in tender. However, Cable
trench layout including invert levels shall be prepared by contractor based on
the standard sections and to be submitted for approval of POWERGRID.
i. 300mm dia under-reamed pile foundations are envisaged under the present
scope of work. Pile length shall be finalized during detailed engineering.
ii. All kind of boring, Concretes, Reinforcement, routine load tests, pile
integrity tests shall be paid under respective items of BPS.
C) The scope of civil work shall include but not limited to the following based on
CONTRACTOR supplied drawings:
(i) Stone spreading and anti-weed treatment including PCC in the switchyard.
Stone has already been laid in some portion of the switchyard area under present
scope. In this area, scope shall be Removal, cleaning and washing of existing
stone, replenishing additional stone (if required) and re-spreading after doing
anti-weed treatment & PCC.
In the area under present scope where stone spreading does not exist, the same
shall be provided along with anti-weed treatment & PCC. Layout for the same
shall be developed by the contractor.
(ii) Cable Termination Kit: Non-standard structure for cable termination including
foundations.
(iv) Any other item/design/drawing for successful completion of the scope of works.
D) Any other items not specifically mentioned in the specification but which are required
for erection, testing and commissioning and satisfactory operation of the substation are
deemed to be included in the scope of the specification unless specifically excluded.
i. Power Transformer:
• 2Nos. of 110/22kV, 25MVA, 3-Phase Autotransformers along with all fittings &
accessories.
• RTCC panel with 3 nos. digital RTCC relays with 1 unit as spare for 2 nos. 3ph.
110/22kV Transformers.
• Refer Annexure IV for GTP of 110/22kV, 25 MVA transformer
• Special cable between Transformer and RTCC.
• Nitrogen Injection Type fire prevention & extinguishing system.
• Online insulating oil drying system
Online DGA, Online dissolved hydrogen and moisture measuring equipment, are
not envisaged for present scope of transformer
ii. Existing two nos. Transformer of rating 16MVA, 110kV/22kV at Korkodu S/s shall be
dismantled, transported, refurbished and re-erected at Kalapet S/s and Thetampakkam
S/s.
iii. Complete control, relay and protection system as per Section–Control and Relay panels.
Existing 110kV and 22kV Control and protection system at Korkadu S/s shall be
replaced with new SAS based control and protection panels.
For 110kV Lines, Line protection relay shall be provided as per following:

Existing 110kV and 22 kV equipment of the complete substation shall be wired to new
IEDs being supplied under present scope for control, monitoring and protection. No
modification is envisaged in primary equipment. Existing panel to be dismantled and
replaced in a phase wise manner and handed over to customer site incharge
vi. Existing Panel room in the control room building shall be fitted with new false ceiling
under present scope. Accordingly, new LED based illumination system and
Airconditioning shall be provided. For Illumination, LED fixtures specified in
standard TS for -LIGHTING SYSTEM rev, 07 shall be used with 300 Lux level.
vii. Automatic Relay measurement test kit with all necessary accessories, along with
Industrial Grade Laptop and licensed software as per Annexure-V.
viii. The erection hardware shall include clamps & connectors including equipment
connectors, spacers, Aluminum tube, conductor, Bus bar materials, earthing materials,
risers, auxiliary earthmat (excluding main earthmat), Earth wire, Bay marshalling box,
cable supporting angles/channels, Cable trays and covers, buried cable trenches, PVC
pipes for cabling of equipment & lighting and all accessories etc. as per requirement.
A. The design of foundation shall be based on the soil investigation report and other
parameters as per relevant IS codes & technical specification wherever applicable. Soil
Investigation report is to be provided to successful bidder during detailed engineering.
B. The environmental exposure condition of the site falls under severe category as per
IS:456. All RCC shall be of Design mix with minimum M-30 grade.
C. The type of cement to be used for this project shall be as per the recommendation of
soil consultant/ soil investigation report.
D. All foundations surfaces including boundary walls, Cable Trenches, underground RCC
works, RCC drains etc. touching with soil shall be painted with bituminous or silica-
fluoride coatings as per IS:456. The cost of painting/coating shall deemed to be
included in the corresponding item of BPS.
E. Water used for mixing of any type of concrete and curing shall be conforming to IS456.
F. The corrosion resistant steel (CRS) shall be used. The minimum grade of reinforcement
steel shall be Fe500D.
II. The scope of civil work shall include but not limited to the following based on

shall be provided along with anti-weed treatment & PCC. Layout for the same
shall be developed by the contractor.

be included in the scope of the specification unless specifically excluded.

Mode of measurement of this item is in RM as per BOQ. All works such as Excavation, PCC, RCC,
Reinforcement, Misc. Structural steel, cable trench crossings (using RCC Hume Pipe (NP-3)),
sumps,RCC covers etc. required as per technical specification and drawings for successful
completion of the works are deemed to be included in quoted rates
II. The scope of civil work shall include but not limited to the following based on CONTRACTOR
supplied drawings:
A. Stone spreading and anti-weed treatment including PCC in the switchyard.
Stone has already been laid in some portion of the switchyard area under present scope. In this area,

be wired upto existing RTU for remote monitoring and control under present scope.
However, augmentation of existing RTU is not included under present scope.
2 (two) nos. panels shall be provided, one each for ACDB-I and ACDB-II and each
panel having following feeders:
a. 5 nos. 32A, 4PMCCB
b. 1 no. 100A, 4P MCCB (Incomer)
c. I no. 100A,4P MCCB (loose supply to be fitted in existing panel)
vi. Erection hardware: The erection hardware shall include clamps & connectors
including equipment connectors, spacers, conductor, Bus bar materials, earthing
materials, risers, cable supporting angles/channels, Cable trays and covers, buried
cable trenches, PVC pipes for cabling of equipment & lighting, and all accessories

attached SLD.
ii. Erection hardware for 145kV bus section isolator. The erection hardware shall include
clamps & connectors including equipment connectors, spacers, conductor, Bus bar
materials, earthing materials, risers, auxiliary earthmat (excluding main earthmat), cable
supporting angles/channels, Cable trays and covers, buried cable trenches, PVC pipes for
cabling of equipment, and all accessories etc. as per requirement.
iii. 110/22kV Thondamantham S/s is control panel based conventional S/s. Under present
scope 1 no. control panel for controlling and monitoring of 2 nos. bus section isolators
shall be provided. Necessary binary input & output shall be wired upto existing RTU for
remote monitoring and control is covered under present scope. However, augmentation
of existing RTU is not included under present scope.
A. The design of foundation shall be based on the soil investigation report and other
parameters as per relevant IS codes & technical specification wherever applicable.
B. Zinc coating for galvanization, equipment support structures, ladders of equipment,
cleats, base plates, foundation bolts etc. shall not be less than 900 gm/sqm.
C. The environmental exposure condition of the site falls under severe category as per
IS:456. All RCC shall be of Design mix with minimum M-30 grade.
D. The type of cement to be used for this project shall be as per the recommendation of soil
consultant/ soil investigation report.
E. All foundations surfaces including boundary walls, Cable Trenches, underground RCC
works, RCC drains etc. touching with soil shall be painted with bituminous or silica-
fluoride coatings as per IS:456. The cost of painting/coating shall deemed to be included
in the corresponding item of BPS.

B. Soil investigation:
i. Soil investigation needs to be conducted as per the technical specification for 02 nos of
boreholes. The necessary soil investigation layout and final soil report shall be proposed

deemed to be included in the scope of the specification unless specifically excluded.
i. 145kV Isolator. The Isolator shall be used to sectionalize main bus as per attached SLD.
ii. Erection hardware for 145kV bus section isolator. The erection hardware shall include
clamps & connectors including equipment connectors, spacers, conductor, Bus bar
materials, earthing materials, risers, auxiliary earthmat (excluding main earthmat), cable
supporting angles/channels, Cable trays and covers, buried cable trenches, PVC pipes for
cabling of equipment, and all accessories etc. as per requirement.
iii. Villianur S/s is equipped with IEC 61850 based SAS of M/s GE make. The bus section
Isolator being supplied under present scope shall be wired to existing BCU for
monitoring and control of the same. Required modifications in HMI SLD, configuration
and updation of database in server and gateway, etc. are covered under present scope.
Also, additional digital input/output card for existing BCU as per requirement is also
covered under present scope. However, no work at remote end is envisaged under present
scope.

for successful completion of the works are deemed to be included in quoted rates.
II. The scope of civil work shall include but not limited to the following based on
CONTRACTOR supplied drawings:
In the area under present scope where stone spreading does not exist, the same shall be
provided along with anti-weed treatment & PCC. Layout for the same shall be developed
by the contractor.
D. Soil investigation:
i. Soil investigation needs to be conducted as per the technical specification for 02 nos
of boreholes. The necessary soil investigation layout and final soil report shall be
proposed by vendor for approval of POWERGRID. Mode of measurement of this
item is Lumpsum as per BOQ.
E. Any other item/design/drawing for successful completion of the scope of works.
III. Any other items not specifically mentioned in the specification but which are required for
erection, testing and commissioning and satisfactory operation of the substation are deemed
to be included in the scope of the specification unless specifically excluded.
2.9 Following maintenance equipment shall be supplied in each of the above mentioned
substations as per BPS:
d. Portable Discharge Rod(1-ph)
e. Hand gloves-Electrical Resistance 33kV
f. Insulated rubber mat of size min 2m x 1.5m as per section switchyard erection over
and above requirement for present scope panels.
2.10 The work to be done under this specification shall include all labour, plant, equipment,
material and performance of all work necessary for the complete installation and
commissioning of switchyard. All apparatus, appliances, material and labour etc. not
specifically mentioned or included, but are necessary to complete the entire work or any
portion of the work in compliance with the requirements implied in this specification is
deemed to be included in the scope of contractor.
2.11 Before proceeding with the construction, work the Contractor shall fully familiarize himself
with the site conditions and General arrangements & scheme etc. Though the Employer shall
endeavor to provide the information, it shall not be binding for the Employer to provide the
same. The bidders are advised to visit the existing substation sites and acquaint themselves
with the topography, infrastructure and also the design philosophy. The bidder shall be fully
responsible for providing all equipment, materials, system and services specified or otherwise
which are required to complete the construction and successful commissioning, operation &
maintenance of the substation in all respects. All materials required for the Civil and
construction/installation work including cement and steel shall be supplied by the Contractor.
2.12 Design of substation and its associated electrical & mechanical auxiliaries systems includes
preparation of single line diagram, electrical layout, foundation & cable trench layouts
(including invert levels), erection key diagrams, direct stroke lightning protection, electrical
and physical clearance diagrams, Control and protection schematics, wiring and termination
schedules, design of firefighting system, outdoor lighting/illumination and other relevant
drawings & documents required for engineering of all facilities within the fencing to be
provided under this contract, are covered under the scope of the Contractor.
2.13 Any other items not specifically mentioned in the specification, but which are required for
erection, testing and commissioning and satisfactory operation of the substation are deemed
to be included in the scope of the specification unless specifically excluded.
2.14 Employer has standardized the technical specification for various equipment and works for
different voltage levels. Items, which are not applicable for the scope of this package as per
schedule of quantities described in BPS, the technical specification for the items should not
be referred to.

The requirement of various items/equipment and civil works are indicated in Bid price
Schedules.
All equipment/items and civil works for which quantities has been given in the BPS shall be
payable on unit rate basis. During actual execution, any variation in such quantities shall be
paid based on the unit rate under each item incorporated in Letter of award.
Wherever the quantities of items/works are indicated in Lot/Set/LS, the bidder is required to
estimate the quantity required for entire execution and completion of works and incorporate
their price in respective Bid price schedules. For erection hardware items, Bidders shall
estimate the total requirement of the works and indicate module-wise lump sum price bay
wise and include the same in relevant Bid price schedules. Any material/works for the
modules not specifically mentioned in the description in BPS, as may be required shall be
deemed to be included in the module itself.
No cost compensation shall be considered on account of “Set/LOT/LS” items in any case of
number of bays specified in section project remains unchanged
Bidder should include all such items in the bid proposal sheets, which are not specifically
mentioned but are essential for the execution of the contract. Item which explicitly may not
appear in various schedules and required for successful commissioning of substation shall be
included in the bid price and shall be provided at no extra cost to Employer.
6.1 Following switching schemes are proposed for the substations envisaged under this
specification:
6.3 The reference drawings, which form a part of the specifications, are given at Annexure-I.
The bidder shall maintain the phase to earth clearance, phase to phase clearance and sectional
clearances, clearances between buses, bus heights but may alter the locations of equipment to
obtain the statutory electrical clearances required for the substation.
6.4 It is responsibility of contractor to develop single line drawing, general arrangement drawing,
layout drawings, foundation & cable trench layout, erection key diagram & all other layout
drawings for present scope of work. Layout drawings shall be finalized during detailed
engineering based on best engineering practices and meeting the requirements of bidding
documents.
In case of any discrepancy between Section-PROJECT and Section-GTR and other technical
specifications on scope of works, Section-PROJECT shall prevail over all other sections.
In case of any discrepancy between Section-GTR and individual sections for various
equipments, requirement of individual equipment section shall prevail.
9.2 Following new Clause No. of SECTION: SWITCHGEAR – SURGE ARRESTER (REV.
NO. 12) to be included under specific requirement of Section Project.
a) Clause 5.2 d:
Type Test-Salt Fog test-For salt fog test, the test conducted on reduced size of test
specimen (of LA stack) equivalent to proportionally reduced voltage stress of not less
than 40kV shall also be acceptable subject to submission of calculation confirming
matching or higher voltage stress per mm applied on test specimen vis-à-vis
original(longest) unit.
b) Clause 5.2 e
Type Test-UV light test- UV light test report confirming IEC 62217 shall also be
acceptable.
