ORGANIZATION OF THE BARANGAY DISASTER RISK REDUCTION AND

MANAGEMENT OF BARANGAY TABOC BORONGAN CITY EASTERN SAMAR

WHEREAS, Section 12 of Republic Act No. 10121 otherwise known as the Philippine
Disaster Risk Reduction and Management Act of 2011 provides for the establishment of
Barangay Disaster
RiskReduction and Management Committee (BDRRMC) in every barangay which shall l
ead in theimplementation of programs and activities within the barangay in order to
prevent or to mitigate the effects of impending emergencies and disasters on the
residents, livelihoods, and other elements of the barangay.

WHEREAS: under section 11 of the IRR 10121, organization at the Local Government
Level. The Barangay Disaster Coordinating Council (BDCC) shall cease to exist and its
power and functions shall henceforth be assumed by the existing Barangay
Development Council which shall serve as the LDRRMC’s in every Barangay;

WHEREAS: Section 12 (a)(c) of said law provides that the BDRRMC in every
barangay which shall be responsible for setting the direction, development,
implementation and coordination of disaster risk management programs within their
territorial jurisdiction; and the BDRRMC’s shall perform their functions and impartially
given the emerging challenges brought by disaster of our times;

WHEREAS: ,under section 15 (a) (b)(c)(d)(e). Coordination During Emergencies. The

BDRRMC’s shall take the leading preparing for, responding to, and recovering from the
effects of any disaster based on the following criteria; The BDC, if the affected
barangay; the cities/ municipalities DRRMC’s, if two (2) or more barangay’s are
affected; the Provincial DRRMC’s, if two (2) or more cities/municipalities are affected;
and the regional DRRMC’s; if two (2) or more provincial are affected; and the NDRRMC,
if two (2) or more regions are affected;

NOW, THEREFORE, I WILMER C. LABRO, by the virtue vested in me under the laws
of the Republic of the Philippines as Punong Barangay of Barangay Taboc, Borongan
City, Eastern Samar, do hereby organize the BDRRMC,

A. COMPOSITION
The Barangay Disaster Risk Reduction Management Committee (BDRRMC)
is a committee of theBarangay Development Council (BDC) mandated by law, the
Republic Act 10121, also known as the“Philippine Disaster Risk Reduction and
Management Act of 2010. The committee is comprised of members coming from the
various sectors, such as education, religious organizations, and representativefrom
 different organizations within the barangay. The members of Barangay San Juan

B. Responsibilities and Activities of the BD MC.

The Barangay Disaster Risk Reduction Management Committee (BDRRMC), under the
BarangayDevelopment Council (BDC), is tasked to do the following responsibilities, without bias:1.Set
the overall direction, development, reform and coordination of the barangay’s program onDisaster Risk
Reduction and Management
(DRRM);2.Ensure that all programs, design, and coordination work in the Disaster Risk ReductionManag
ement (DRRM) adheres to the rules and regulations of the National Disaster Risk Reductionand
Management Council 9NDRRMC);3.Manage and support risk assessment at contingency planning
activities;4.Gather local information related to natural hazards or risks, vulnerabilities or
weaknesses, anddevelop and maintain risk maps in the barangay;5.Organize and conduct trainings
and orientations related to DRRM to members of the community;6.Assign a Focal Person per
thematic area prevention and mitigation, preparedness, response andrecovery and
rehabilitation), who will ensure that all approved programs and activities are
dulyimplemented;7 . E n s u r e t h a t t h e r e i s a r e p r e s e n t a t i v e f r o m t h e B a r a n g a y
C o u n c i l f o r t h e P r o t e c t i o n o f C h i l d r e n (BCPC), as well as focal point for the barangay
violence against women and children desk;8.Conduct and implement a comprehensive and
unified local plan, based on the instructions of theNDRRMC;9.Develop and submit the Barangay
Disaster Reduction and Management Plan (BDRRMP) to theSangguniang Barangay, through the
Barangay Development Council (BDC);10.Prepare and submit the annual budget of the BDRRMP
and programming of the BDRRM Fund tothe Sangguniang Barangay, through the BDC, and11.Ensure
that all used and damaged supplies are replenished or replaced in preparation for anyimpending
calamity or emergency.12.Organize, train and strengthen the capacities of emergency response
teams and volunteers;13.Organize, train and strengthen the capacities of the Barangay Health
Emergency Response Teams(BHERTs), which are comprised of: Executive Order, Barangay
Tanod, and two 92) BarangayHealth Workers for every 5,000 persons in the barangay;14.In the
event of a health emergency (epidemic/ pandemic), the following shall be the responsibilitiesof
the BDRRMC, according to Section VIII, Letter G of JMC 202-01 of the DILG, DOH, NEDA
andDICT:a.Ensure that residents have a Philhealth Identification
Number;b . C o n d u c t c o m m u n i t y p r o g r a m s o r a c t i v i t i e s r e l a t e d t o p r e v e n t i o n ,
m o n i t o r i n g a n d f i r s t - l i n e response;c . P a r t n e r w i t h N G O s , C S O s , a n d o t h e r
i n s t i t u t i o n s i n t h e i m p l e m e n t a t i o n o f a p p r o p r i a t e a n d approved strategies to control
and contain the epidemic/ pandemic and

Article I- Title
This order shall be known as an order “Creation and Organization of the Barangay
Disaster Risk Reduction and Management Committee (BDRRMC)”
Article II-Definition of Terms

Disaster Response- Provide life preservation and meet the basic subsistence needs of
affected population based on acceptable standards during or immediately after a
disaster.

Disaster Preparedness- Established and strengthen capacities of communities to

anticipate, cope and recover from the negative impacts of emergency occurrences and
disasters

Disaster Prevention and Mitigation- Avoid hazards and mitigate their potential
impacts by reducing vulnerabilities and exposure and enhancing capacities impacts by
reducing

NOW THEREFORE, I, HON. MYLA GARCE A. CENERA punong barangay of

Barangay F, Borongan City, Eastern Samar, by the power vested in me under
section 389 par. (a) par. (b) 14 of the Local Government Code of 1991, hereby
create the Barangay Disaster Risk Reduction and Management Council of
Barangay F, Borongan City, Eastern Samar.
