According to the Philippine Atmospheric, Geophysical, and Astronomical Services


Administration (PAGASA), Super Typhoon Karding (Noru) will most certainly have a
negative influence on Central Luzon and the northern Philippine Islands with its
heavy rain and powerful gusts of wind. It is possible for there to be a good deal of
precipitation across Batanes, Cagayan, Isabela, the northern portion of Aurora,
Catanduanes, Camarines Norte, and Camarines Sur. Today and until the early hours
of Monday morning, it is possible that the northern half of Zambales, the Polillo
Islands, Aurora, Nueva Ecija, Tarlac, and Pangasinan may also be hit with heavy to
intense rainfall. The rest of Central Luzon may experience heavy to strong rains,
which may have an impact on the provinces of Cagayan, Isabela, Quirino, and Nueva
Vizcaya; the Cordillera administrative Region; the Ilocos Provinces; La Union; Metro
Manila; and the rest of Calabarzon; and the Cordillera administrative Region.

Under these conditions, there is a high possibility of infrequent flooding and rain-
induced landslides, and this is particularly the case in areas that have experienced a
significant amount of rainfall in the past, as well as in regions that are highly or very
highly vulnerable to these hazards, as indicated on hazard maps.

Government Response Preparations


The government of the Philippines is in charge of organizing the responsive actions
at this time. Because of Typhoon Karding's especially rapid intensification in the last
24 hours before it made landfall, the National Disaster Risk Reduction and
Management Council (NDRRMC) called a meeting of its members early on the
morning of September 25 in order to start preparing the region for the typhoon. The
National Disaster Risk Reduction and Management Council (NDRRMC) has
activated either the Charlie or the Red Alert system in accordance with the protocols
outlined in the Emergency Preparedness and Response Act. These systems have
been activated in Regions 1 to 4, the entirety of the island of Luzon, which comprises
the northern third of the country, as well as in Region 5, Bicol.
The vulnerability is already being exposed to greater monitoring, and necessary
readiness and response actions are being put into place, in order to make certain
that public safety as well as the protection of lives and property are maintained. The
government has initiated a number of different emergency preparations, including
large-scale proactive evacuation orders, the propositioning of life-saving goods, and
emergency preparations for communications and power outages. The NDRRMC has
also activated the high alert status for the following government clusters: food and
non-food items, protection, logistics, camp coordination and management, education,
search and rescue, law and order, and emergency telecommunications.

PAGASA is regularly monitoring the status of river basins and dams, while the Mines
and Geosciences Bureau (MGB) has up-to-date information on areas that are
particularly susceptible to landslides and debris flows. It's possible that the
conclusion will shift when new information comes to light.

Typhoon Karding was one of the most strong storms ever recorded; it had a
significant impact on a large number of people, particularly in the Luzon region. Many
individuals are having trouble, particularly with their finances, as a result of the
current economic crisis and the fact that the weather is unpredictable. Our
government is doing all in its power to find a solution to this problem as quickly as
possible, and it is also doing everything possible to ensure the safety of its citizens.
