JOB DESCRIPTION

JOB TITLE: Youth Worker

GRADE: S01

REPORTS TO: Senior Youth Worker

TEAM: OPFCC Early Intervention and Youth Services

DEPARTMENT: Intervention and Prevention


HOURS OF WORK: 37 including evenings and some weekends
PLACE OF WORK: Home based

PURPOSE OF THE ROLE

 To support young people, particularly those who are vulnerable and in targeted
localities of need, by providing high quality informal education, prevention and early
intervention opportunities to help achieve their personal and social development.

 To enable young people to make informed decisions, have a place in their


community and, ultimately, to reach their potential and make a successful transition
to adulthood.

 To deliver detached, one to one and groupwork, enabling young people by offering
high quality support to prevent exclusion from school, to access a wide range of
information, advice and guidance and to support progression and attainment and to
promote engagement with positive activities.

Main Areas of Responsibility

 Initiate, plan, deliver and evaluate informal education opportunities to improve


young people’s personal and social skills which result in recorded outcomes in
line with service targets across the county.

 To work within established procedures for monitoring information, assessment,


information sharing, confidentiality, safeguarding and health and safety,
undertaking risk assessments where appropriate.

 Provide advice and support to youth support workers and volunteers, to plan,
deliver and evaluate youth work with individuals and in group work.

 Lead on areas of practice, including sexual health, emotional wellbeing and


alcohol and substance misuse.

 Ensure that effective needs analysis, including Early Help assessments, are completed
and acted on so that the needs of young people are identified and met including
actively enabling the involvement of young people in the development, planning,
delivery and evaluation of services.

 Provide one to one support to identified young people who have been referred to
the OPFCC Early Intervention and Youth Services for Tier 2 support.

 Contribute to the team’s management and delivery of agreed projects and


programmes and be a lead contact point for and agreed portfolio of schools.

 Monitor, evaluate and record youth work practice and services for which you are
responsible using the service quality assurance systems and the evaluation and
planning process. This includes providing written reports on the progress of specific
areas of work.

 Contribute to the development of the Service through team and project meetings
including representing the team at internal and external meetings and working
groups.

 Ensure that all delivery, for which you are responsible, complies with all health and
safety and safeguarding requirements.

 Ensure the implementation of all OPFCC Early Intervention and Youth Services,
Children’s Services policies and procedures.

 Ensure that comprehensive and quality advice, guidance and support is given to any
designated youth support workers or volunteers.

 Ensure Youth Support Workers and volunteers complete training in line with the
service training strategy and as identified through supervision, performance
management and development.

 Contribute to the recruitment process and appointment of youth support workers


and volunteers.

The duties and responsibilities listed above describe the post as it is at present. The post
holder is expected to accept any reasonable alterations that may from time to time be
necessary.

All the Youth Workers are professional range youth workers and are either nationally JNC
qualified, have a recognised professional qualification in a relevant field or are in training. The
priorities, targets and focus for each worker must be agreed against local need. Each worker
should agree the priorities and balance of their duties with their line manager and this should
be documented through the supervision and performance management process.

Person Specification

This post requires satisfactory clearance of a criminal records bureau disclosure and police
vetting. This role is politically restricted.

QUALIFICATIONS

A JNC qualification for Youth and Community Work or recognised


professional qualification in a relevant field plus evidence of on-going
professional development.

KNOWLEDGE

Knowledge and understanding of legislative framework and polices relating to young


people’ services, including safe guarding and child protection, data protection, health
and safety at work etc.
Knowledge of best practice work with young people including preventative strategies
to reduce youth disorder.
Knowledge of best practice work in relation to detached and street-based youth work
approaches.
Understanding of child and adolescence development and approaches to improving
engagement and outcome for young people.
Knowledge and understanding of data security, including data protection, information
sharing and confidentiality.
Understanding of equal opportunities, evidence of incorporating this into
previous work with young people, the community and colleagues and ability to
challenge stereotyping and advocate on behalf of young people.

Understanding of multi-agency and partnership working.

SKILLS

Ability to engage young people.

Ability to establish and maintain successful relationships with a range of partners,


developing and delivering joint work to a high quality standard.

Ability to assess, prioritise, plan and review in a negotiated way with young people
and partner agencies.

Ability to design, deliver and evaluate appropriate curriculum-based


programmes resulting in clear learning outcomes for participants.

Ability to take responsibility for planning own work, consistently achieving and
delivering to time, and quality despite tight timescales and conflicting priorities. Page 4 of 4
Ability to reflect on own practice and to take responsibilities for developing self and
others.

Good communication, negotiation and influencing skills, with the ability to effectively
engage with a range of audiences, e.g. report writing, making presentations,
facilitation of groups and attending panel and meetings on behalf of your team.

Good general IT skills and the ability to accurately input information into a
database. Please provide evidence of your abilities.

Commitment to ensuring that OPFCC procedures and policies, including legal and
good practice duties, valuing diversity etc. are followed and implemented at all times.

EXPERIENCE

Experience of working in a multi-agency environment, sharing information


appropriately and sensitively both within and outside the organisation.

Experience of safeguarding children and young people.

Experience of working effectively as part of a diverse team to achieve targets and


meet deadlines.

Experience of working in public and community settings.

Access to a car and the ability to drive is essential. Please confirm that you have the
ability to drive and travel independently at all times across the county.

Ability to work flexibly, this includes some evenings, some weekends and includes
school holidays.
