PUBLIC EMPLOYMENT SERVICE OFFICE
The Public Employment Service Office (PESO)
is a non-fee charging multi-employment
service facility or entity established or
accredited by DOLE in Local Government Units
(LGUs), pursuant to Republic Act 8759
otherwise known as the PESO Act of 1999. ​

DOLE’s youth employment-bridging
program which aim to provide temporary
employment to poor but deserving
student, out-of-school youth and
dependents of displaced or would be
displaced workers to augment the family’s
income to help ensure the beneficiaries
are able to pursue their education.

Strengthening and Expanding the Coverage of SPES (2016)
SPES APPLICANTS
Prospective SPES beneficiaries intending to enroll in
the program and continue their education.
Eligibility:
must be 15 to 30 years old at the time of
application
Students (SHS or College)
NO Grade below 80 or 2.75 per subject
SPES Applicant should not be a scholar of any
Government agency/officials.
SPES Applicant should not be a Sangguniang
Kabataan Officials.
SPES APPLICANTS
Parents’ combined net income after tax,
including the applicants (if any) must not
exceed the annual poverty threshold for a
family of six (6); and
Has obtained a passing general weighted
average during the last school year or term
attended.
Out-of-school youth (OSY) - Not enrolled in a
formal educational or training institution at the
time of application
SPES APPLICANTS
Documentary Requirements
School Certification (that currently enrolled, SY
2023-2024)
Students - photocopy of Form 138 or Form 137
or photocopy of the report of grades or complete
set of academic class cards (original to be
presented), whichever is applicable
Registration Form (for College)
SPES APPLICANTS
Documentary Requirements
In the absence of the above, a certification from
the school of the applicant’s passing general
average or general weighted average
OSY - original copy of Certification as OSY in
letter head issued by the Brgy. Chairman or
Punong Brgy. Or duly authorized representative
of the Brgy. or Certification issued by SWDO in
LGU
FILING AND PROCESSING OF APPLICATION
1. Submit their duly accomplished
Application Form (SPES Form 2) 4. The PESO shall submit in soft copies
together with the complete the list of placed SPES beneficiaries to the
documentary requirements to the respective DOLE PO at least ten (10)
PESO working days prior to employment
2. Present the original copies of such 5. DOLE PO shall validate the list of SPES
documents for validation purposes beneficiaries and email the same to GSIS
Note: Applications with incomplete authorized representative copy furnish the
documents shall not be accepted DOLE Accounting Unit for the GSIS
3. All SPES beneficiaries shall sign coverage and payment at least seven (7)
and Employment Contract in the days prior to the actual employment
presence of the PESO manager or Note: No LGU/employer shall start with
authorized representative. the SPES implementation without GPAI
coverage
