On the related link it clearly shows that Segments cannot be used in campaigns, but that dynamic lists support campaigns.

The answer is not correct. Dynamic lists are a feature of Dynamics 365 Sale and not included with Dynamics 365 Marketing. Both the
answers should be "Marketing Segment" only.

- Users are stakeholders. I assumed that they don't have a Dynamics license.
- Updated Excel (not static) needs the license to refresh any time you open the document.
