METHOD OF STATEMENT

1. OBJECTIVE

This procedure covers methods for installation, testing and commissioning of LV


Switchboard. The methods mentioned are in line with Customer specifications and
standards and Manufacturer’s instruction manual.

2. SCOPE AND APPLICATION

The recommended practice in this procedure is applicable for installation, testing and
commissioning of LV switchboards LV MCCs and power distribution boards in general. Any
equipment specific requirement as per manufacturer’s instruction is also mentioned. The
purpose of this document is to make the equipment ready for energizing following the best
engineering practices.

3. RESPONSIBILITIES

3.1 Project Engineers are overall responsible for implementation of this


procedure and activities to be performed in conformation with the Contract. They
have, also, responsibilities for identifying various process and preparation of Method
Statements/ Work Instruction for the identified process and distribution to the
required site personals, after obtaining the approval from the concerned authorities.

3.2 Project Engineer to report the periodical progress to the Planning Engineer for
monitoring or QS department for valuation.

3.3 Site Engineers and Supervisors has responsibility for carrying out all site activities to
satisfy applicable Specification and Documents (Project Documents and Drawings,
Standards, Related Procedures and Instructions, etc).

4. DEFINITIONS
Company : Tatweer Petroleum.
Contractor : Ramsis Engineering.
Sub-Contractor : Alkomed Engineering Services
Project : Relocation of Drilling Base & Liquid Mud Plant – Electrical works.

4. PROCEDURE
METHOD OF STATEMENT

The LV Switchboard shall be transported to site on truck using suitable crane/haib and
unload at pre-determined space. The equipment shall be lifted only by the main lifting
lugs provided for the purpose. Level and fix the equipment on the foundation as
illustrated in the manufactures manual. The installation work shall comply with the
prevailing safety rules and regulations of Tatweer Petroleum.

5.1 DOCUMENTS GENERATED


a) Site inspection report of civil work.
b) Site inspection report of the Switchboard to be installed.
c) LV Switchboard installation report
d) LV Switchboard test report.

5.2 PRELIMINARY CHECK LIST

A) CIVIL WORKS

A.1 Check civil foundation, embedded plates/ base frames for installation of
equipment as per relevant drawing/ and confirm proper dimension.

A.2 Check for proper level of embedded plates/ base frames and mark
Deviations for proper size. Record the result.

A.3 Check provision for power and control cable.

A.4 Check for access of breaker truck/ trolley.

A.5 Check for proper clearance with reference to standards and Specification.

A.6 Check for provision made for earthing.

B) LV SWITCHBOARD

B.1 Check name plate details, confirm suitability as per drawings/ documents &
record.

B.2 Check for any physical damages of:


- Main enclosures

- Mounted devices, meter and instruments


- Terminals for power and control connection
- CTs and related
- Breakers and components of individual cubicles.
- Record observations
B.3 Check overall dimension of Switchboard with reference to relevant
drawings/ documents and its suitability with foundation.

B.4 Check and confirm provision for earthing.

B.5 Clear foundation and clean.

5.3 INSTALLATION

Shift equipment to location and open cases.


C.2 Keep panels on foundation and check for proper level, provide
Shims, if required.
C.3 Complete placement and alignment of all panels on foundation and record.

C.4 Fix the panels with recommended hardware.

C.5 Connect bus bar of individual sections with coupler plates and
recommended hardware as per drawing and specification

C.6 Check the tightness of bus bar connection with torque wrench and
record value.

C.7 Check provision for inter panel control wiring, ferrules, lugs etc.

C.8 Complete inter panel control wiring and cross check for proper
Connection as per schemes/ drawings.

C.9 Check connection to auxiliary device like heater, panel illumination


system etc.

C.10 Check CTs wherever provided and connections upto relay


and meter terminals.

C.11 Check ferrule lugs, tightness of connections of all control, Protection


and metering circuits.

C.12 Cross check the alignment of complete switchboard assembly, free


movement of all draw into type modules.
C.13 Check gland plates (non-magnetic) in case of single core cables.
C.14 Prepare for power and control cabling and terminations.
C.15 Complete final check and prepare installation report.

5.4 TESTING AND PRE-COMMISSIONING CHECKS

D.1 Test values are entered in the format.
D.2 Check tightness of bus bar connection and record torque values.
D.3 Check tightness of all control, metering and protection connections.
D.4 Check cleanliness of all individual modules.
D.5 Check insulation resistance of power circuit with all modules in service
Position and switched ‘on’ condition and record results.
D.6 Check for free movement of all draw oil type modules inside the cabinet
D.7 Check for proper contact in service position for all draw oil type
modules.
D.8 Check mechanical operation of all devices wherever appropriate.
D.9 Conduct the following tests in individual modules:

D.10 Check IR Value of control circuit. Ensure that all electronic devices are
withdrawn from circuit before conducting the test. Use 500V Megger
or as recommended in specification/ manufacture’s manual.

D.11 Check the operation of all auxiliary device like panel heaters, panel

Illumination system etc.

D.12 Check power and control fuses for proper rating and healthiness.
D.13 Energize control circuit.
D.13 Conduct functional check and record values/ performance of all modules
including simulating the external controls.
D.14 Check inter locks, mechanical and electrical including simulating the
condition for external inter locks.
D.15 Check tripping from protection device.
D.16 Conduct testing CTs and record results in formats.
a) Ratio test
b) Polarity
c) Continuity of connection upto relay/ meter terminal and confirm ‘no
open CT’ condition.
D.17 Check for proper connection from CTs as per requirement.
D.18 Check for proper cabling with reference to cable test report.
D.19 Check after energizing the Switchboard.
- Voltmeter reading and record.
- Check the supply at various points in the Switchboard.

6. SAFETY
During installation and testing all necessary safety measures/ precaution have to be taken
into consideration.

• Required work permit/ permission shall be taken from the concerned authorities.

• The equipment shall be lifted only by the main lifting lugs provided for the purpose,
and care shall be taken not to use the lifting lugs provided specifically for other
purposes.

• The equipment shall be handled in an upright position and care will be taken not to
topple or tilt the equipment.

• All hazardous/ High voltage areas shall be identified, barricaded and displayed warning
sign boards/ devices.

• Enforcing safety rule and regulation including proper use of Personal Protective
Equipments all times at site.

• House keeping and routine safety related works will be done on daily basis.

7. RISK ASSESSMENTS
• Fall of material due to mishandling
• Persons being stuck by falling materials.
• Electrical shock.
• Hot summer- High temperature.

8. RISK CONTROL
• Work will be carried out by experienced and trained personal.
• The work will be done with direct supervisor.
• Training will be given to worker on manual handling methods.
• All compulsory PPE will be provided to workers.
• First aid equipment will be available on site at all times.
• Make sure adequate drinking water available at site and crews are not dehydrating
themselves.
9. CONCLUSION

This procedure covers methods adopted for installations, testing and commissioning of LV
switchboards. Testing of protective relays and meters are covered in this procedure.
