The type tests conducted earlier should have either been conducted in accredited laboratory (accredited based
on ISO / IEC Guide 25 / 17025 or EN 45001 by the national accreditation body of the country where laboratory is
located) or witnessed by ReNew Energy or their authorized representative or Utility or representative of
accredited test lab or reputed consultant.

The test reports submitted shall be of the tests conducted within last 5 (Five) years prior to the originally
scheduled date of bid opening. In case the test reports are of the test conducted earlier than 5 (Five) years prior
to the originally scheduled date of bid opening, the contractor shall repeat these test(s) at no extra cost to the
purchaser

The Contractor shall intimate the Purchaser the detailed program about the tests at least two (2) weeks in
advance in case of domestic supplies & six (6) weeks in advance in case of foreign supplies.

Further, in case type tests are required to be conducted/repeated and the deputation of Inspector/Purchaser's
representative is required, then all the expenses shall be borne by the contractor

Further, in the event of any discrepancy in the test reports i.e. any test report not acceptable due to any
design/manufacturing changes (including substitution of components) or due to non-compliance with the
requirement stipulated in the Technical Specification or any/all type tests not carried out, same shall be carried
out without any additional cost implication to the Purchaser.

The Contractor shall intimate the Purchaser the detailed program about the tests at least two (2) weeks in
advance in case of domestic supplies & six (6) weeks in advance in case of foreign supplies.

Further, in case type tests are required to be conducted/repeated and the deputation of Inspector/Purchaser's
representative is required, then all the expenses shall be borne by the contractor.

Pre-commissioning & Commissioning Tests

On completion of erection of the equipment and before charging, each item of the equipment shall be thoroughly
cleaned and then inspected jointly by the Purchaser and the Contractor for correctness and completeness of
installation and acceptability for charging, leading to initial pre-commissioning tests at Site. The list of pre-
commissioning and commissioning tests to be performed as per ReNew Energy (RE) requirement shall be
furnished to the successful supplier / contractor.

The instrumentation and control equipment to be used during such tests and the Calibration of same
shall have to be arranged by the contractor / supplier. Any special equipment, tools and tackles required for the
successful completion of the Commissioning Tests shall be provided by the Contractor, free of cost.

The Contractor shall be responsible for obtaining statutory clearances from the concerned authorities for
commissioning the equipment and the switchyard. However necessary fee shall be reimbursed by ReNew
Energy on production of requisite documents.

PACKAGING & PROTECTION

All the equipment shall be suitably protected, coated, covered or boxed and crated to prevent damage or
deterioration during transit, handling and storage at Site till the time of erection.
While packing all the materials, the limitation from the point of view of availability of Railway wagon sizes in India
(if applicable ) should be taken into account. The Contractor shall be responsible for any loss or damage during
transportation, handling and storage due to improper packing. Any demurrage, wharfage and other such charges
claimed by the transporters, railways etc. shall be to the account of the Contractor. Purchaser takes no
responsibility of the availability of the wagons ( if applicable)

PAINTING :

The exterior and interior colour of the paint in case of new substations shall preferably be RAL 7032 for all
equipment, marshalling boxes, junction boxes, control cabinets, panels etc. unless specifically mentioned under
respective sections of the equipment. Inside the equipment /boards /panels/junction boxes etc., shall be painted
glossy WHITE.

All metal sheet surfaces exposed to atmosphere shall be given two primer coats of zinc phosphate and two coats
of epoxy paint with epoxy base thinner. All metal parts not accessible for painting shall be made of corrosion
resisting material. All machine finished or bright surfaces shall be coated with a suitable preventive compound
and suitably wrapped or otherwise protected. All paints shall be carefully selected to withstand tropical heat and
extremes of weather within the limits specified. The paint shall not scale off or wrinkle or be removed by abrasion
due to normal handling.

Paint inside the metallic housing shall be of anti-condensation type and the paint on outside surfaces shall be
suitable for outdoor installation.

All components shall be given adequate treatment of climate proofing as per IS: 3202 as to withstand corrosive
and severe service condition.

STANDARDS:
Bidders may please note that 220 kV circuit breaker shall be manufactured, tested and supplied for all guaranteed
technical particulars generally conforming to meet the requirement of this technical specification and relevant
national standards of India or international electro technical commission standards with latest amendments of
relevant standards rules and codes.

If the equipment offered by Bidders conforms to any other standards, salient points of comparison between the
standards adopted and the specific standards shall be clearly brought out in relevant schedule of technical
deviation. It will be sole responsibility of Bidders to prove that the salient features of offered equipment are
equivalent or better than IS.

The bidder shall also note that list of standards presented in this specification is not complete. Wherever
necessary the list of standards shall be considered in conjunction with specific IS/IEC.

When the specific requirements stipulated in the specifications exceed or differ than those required by the
applicable standards, the stipulation of the specification shall take precedence.
The equipment conforming to standards other than specified above shall be subject to purchaser approval.

1.0 GENERAL

1.1 Circuit breaker shall comprise three poles linked together mechanically by a common operating shaft. The
breaker shall have a common mechanism box for all the three phases.

1.2 245/145/72.5 kV circuit breakers offered would be of sulphur hexafluoride (SF6) type only and of class
C1-M1 as per IEC. The bidder to offer circuit breakers of only live tank type of proven design.

1.3 The circuit breaker shall be complete with terminal connectors, operating mechanism, control cabinets,
piping, inter-pole cable, cable accessories like glands, terminal blocks, marking ferrules, lugs etc. Pressure gauges,
density monitors (with graduated scale), galvanized support structure for CB and control cabinets, their
foundation bolts and all other accessories required for carrying out all the normal functions of circuit breaker are
to be supplied.

All necessary parts to provide a complete and operable circuit breaker installation such as main equipment,
terminals, control parts, connectors and other devices (whether specifically mentioned herein or not) are deemed
to be included in scope.

1.4 The support structure, control cabinet shall be hot dip galvanized. All other parts shall be painted as per IS
– 5 (paint shade shall be as specified elsewhere). Exposed hardware items shall be hot dip galvanized or Electro-
galvanized.

1.5 The circuit breakers shall be designed for use in the geographic and meteorological conditions as given in
Section—Project Information.

1.6 Circuit breaker shall be suitable for hot line washing.

1.7 Design and construction of the circuit breaker shall be such that there is minimum possibility of gas leakage
and ingress of moisture. There should not be any condensation of SF6 gas on internal insulating surface of the
circuit breaker.

1.8 Exposed live parts particularly removable ones shall be interchangeable with one another.

1.9 In the interrupter assembly there shall be filters to eliminate SF6 decomposition products and moisture.

1.10 The position of vents, diaphragms and pressure relief devices shall be so arranged to minimize danger to the
operators in the event of gas or vapour escaping under pressure.

1.11 It is not the intent to specify completely here all the details of design and construction of the circuit
breakers. However, the breakers shall conform in all respects to the high standard of engineering design and
workmanship and shall be capable of performing in continuous commercial operation in a manner acceptable to
the Purchaser. The circuit breakers offered shall be complete with all components necessary for their effective
and trouble free operation.

2.0 DUTY REQUIREMENTS:

2.1 The circuit breakers shall be restrike free as per IEC under all duty conditions and shall be capable of
performing their duties without opening resistors.

2.2 The circuit breaker shall meet the duty requirements for any type of fault or fault location also for line
switching when used on a 245/145 / 72.5 kV effectively grounded system, and perform make and break
operations as per the stipulated duty cycles satisfactorily.
2.3 The breaker shall be capable of interrupting the steady state and transient magnetizing current corresponding
to switching of power transformers.
2.4 The circuit breaker shall also be capable of
i. Interrupting line/cable charging current as per IEC without any restrike and without use of
opening resistors.
ii. Clearing short line fault (Kilometric faults) with source impedance behind the bus equivalent to
symmetrical fault current specified.
iii. Breaking 25% of the rated fault current at twice rated voltage under phase opposition condition.
2.5 The breaker shall satisfactorily withstand the high stresses imposed on them during fault clearing, load
rejection and re-energisation of lines with trapped charges. The breaker shall also withstand the voltages as
defined in the technical parameters specified elsewhere.
2.6 The critical current which gives the longest arc duration at lockout pressure of extinguishing media and the arc
duration shall be indicated.

3.0 TOTAL BREAK TIME:

3.1 The total break time as specified under this Chapter shall not be exceeded under any of the following duties:

i) Test duties 1, 2, 3, 4, 5 (TRV as per IEC: 62271-100)/ as per related IS

ii) Short line fault L75, L90 (- do -)/ as per related IS

3.2 Supplier to note that total break time of the breaker shall not be exceeded under any duty conditions
specified such as with the combined variation of the trip coil voltage (70-110%), pneumatic / hydraulic pressure
and arc extinguishing medium pressure etc. While furnishing the proof of the total break time of complete circuit
breaker, the supplier may specifically bring out the effect of non-simultaneity between contacts within a pole or
between poles and show how it is covered in the guaranteed total break time.
3.3 The opening time and arcing times shall be obtained from Oscillographic records showing the most severe
switching conditions as per IEC: 62271-100 or latest standard. The total break time shall be obtained by adding
opening time and maximum arcing time of a breaker.

3.4 Opening time of a breaker is defined as the interval between the instant it receives a trip signal and parting of
first contact to open in the slowest pole. However, for assigning a symmetrical breaking capacity, shortest
opening time shall be considered.

3.5 When single phase test data are used, the total break time obtained from the addition of opening time and
maximum arcing time will be reduced by 1/10 cycle for symmetrical and 1/5 cycle for asymmetrical currents
3.7 The values guaranteed shall be supported by type test reports.

4.0 MAKE BREAK TIME:


4.1 Make break time is defined as the interval of time between the initiation of current flow in the first pole
during a closing operation and the end of the arcing time during the subsequent opening operation.

5.13 RATED OPERATING DUTY CYCLE


5.1 Three minutes interval in rated operating duty cycle indicates the maximum time in which breaker auxiliary
scheme to be brought to the normal operating condition. Breakers can operate for the subsequent co-operation if
the auxiliaries come to operating condition at a time interval of less than 3 minutes. No special timer will be
provided to block the co-operation for three minutes.

5.2 The breaking current value, for the following duty is to be indicated by the bidder. O-0.0 sec- CO- 0.0 sec,
indicates that no intentional delay is provided between opening and next inherent delay of the circuit breaker.
The breaker shall be able to interrupt the fault current without the provision of opening resistors across the
contacts.

5.3 Any device required to furnish as a current or voltage limiter or to damp out oscillation or restrikes prior to
complete interruption of current shall have a life expectancy not less than the rest of the breakers.

6.0 CONSTRUCTIONAL FEATURES:

The features and constructional details of circuit breakers shall be in accordance with the following requirements:

6.1 Contacts

The gap between the open contacts shall be such that it can withstand at least the rated phase to ground voltage
for 8 hours at zero gauge pressure of SF6 gas due to the leakage. The breaker shall withstand all dielectric stresses
imposed on it in open condition at lock out pressure continuously (i.e. 2 p.u. across the breaker continuously). A
power frequency dielectric withstand test with higher duration shall be conducted to prove the breaker capability
for this duty .

All making and breaking contacts shall be sealed and free from atmospheric effects. The contacts shall be
permanently under pressure of SF6 gas.

If multi-break interrupters are used, those shall be so designed and augmented that a uniform voltage distribution
is developed across them. Calculation in support of the same shall be furnished. Thermal and voltage withstands
of the grading elements shall be adequate for the service conditions and duty specified.

Main contacts shall be first to open and the last to close so that burning and wear of main contacts shall be
minimum.

Arcing contacts shall be the first to close and last to open and shall be easily accessible for inspection and
replacement. If there are no separately mounted arcing contacts, then the main contacts shall be easily accessible
for inspection and replacement.

Main contacts shall have ample area and contact pressure for carrying the rated current and the short time rated
current of the breaker without the excessive temperature rise which may pitting or welding.

Tip of arcing and main contact shall be silver plated or have a tungsten alloy tipping.

Current carrying contact surfaces shall be silver plated.

Any device provided for voltage grading to damp oscillations or to prevent restrike prior to the complete
interruption of the circuit or to limit over voltages on closing shall have a life expectancy comparable to that of
the breaker as a whole.

Breakers shall be so designed that when operated within their specified rating, the temperature of each part will
be limited to values consistent with a long life or the material used. The temperature shall not exceed that
indicated in IEC-62271-100 or latest under specified ambient conditions.

Contacts shall be kept permanently under pressure of SF6 gas. The gap between the open contacts shall be such
that it can withstand at least the rated phase to ground voltage continuously at zero gauge pressure of SF6 gas
due to its leakage.

6.2 If multi break interrupters are used, these shall be so designed and augmented that a uniform voltage
distribution is developed across them. Calculations/ test reports in support of the same shall be furnished. The
thermal and voltage withstand of the grading elements shall be adequate for the service conditions and duty
specified.

6.3 Other requirements :

a) The circuit breaker shall be single pressure type. The design and construction of the circuit breaker shall
be such that there is a minimum possibility of gas leakage and entry of moisture. There should not be any
condensation of SF6 gas on the internal insulating surfaces of the circuit breaker under any condition of operation
/ atmospheric condition / idle or uncharged.

b) All gasketted surfaces shall be smooth, straight and reinforced, if necessary, to minimize distortion and to
make a tight seal, the operating rod connecting the operating mechanism to the arc chamber (SF6 media) shall
have adequate seals. The SF6 gas leakage should not exceed 1% per year. In case the leakage under the specified
conditions is found to be greater than 1% after one year of commissioning of circuit breaker, the manufacturer
will have to supply free of cost, the total gas requirement for subsequent ten (10) years, based on actual leakage
observed during first year of operation after commissioning.

c) In the interrupter assembly there shall be an absorbing product box to minimize the effect of SF6
decomposition products and moisture. The material used in the construction of the circuit breakers shall be fully
compatible with SF6 gas decomposition products.

d) For 245 kV breakers, each pole shall form an enclosure filled with SF6 gas independent of two other poles
and the SF6 density of each pole shall be monitored. For CBs of voltage class of 145 kV or less, a common SF6
scheme/density monitor shall be acceptable.

e) The dial type SF6 density monitor shall be adequately temperature compensated to model the pressure
changes due to variations in ambient temperature within the body of circuit breaker as a whole. The density
monitor shall have graduated scale. It shall be possible to dismantle the density monitor for checking /
replacement without draining the SF6 gas by providing suitable interlocked non return valve coupling.

f) Each Circuit Breaker shall be capable of withstanding a vacuum of minimum 8 millibars without distortion
or failure of any part.

g) Sufficient SF6 gas including that will be required for gas analysis during filling shall be provided to fill all
the circuit breakers installed. In addition spare gas (20% of total requirement) shall be supplied in separate
unused cylinders.

6.4 Provisions shall be made for attaching an operational analyzer to record contact travel, speed and making
measurement of operating timings, synchronization of contacts in one pole. A suitable adapter / transducer shall
be supplied so that the offered breaker can be used with an operation analyzer.

7.0 SULPHUR HEXAFLUORIDE GAS (SF6 GAS):

a) The SF6 gas shall comply with IEC 60376, 60376A and 60376B and shall be suitable in all respects for use
in the switchgear under the specified operating conditions.

b) The high pressure cylinders in which the SF6 gas is shipped and stored at site shall comply with
requirements of the relevant standards and regulations.

c) SF6 gas shall be tested for purity, dew point, air, hydrolysable fluorides and water content as per IEC
60376, 60376A and 60376B and test certificates shall be furnished to purchaser indicating all the tests as per IEC
60376 for each lot of SF6 gas. SF6 Gas bottles should be tested for leakage during receipt at site.

8.0 INSULATORS:

a) The porcelain of the insulators shall conform to the requirements stipulated under relevant IEC for
hollow insulators.

b) The mechanical characteristics of insulators shall match with the requirements specified herein.

c) All hollow insulators shall conform to IEC-62155

d) Hollow Porcelain for pressurised columns / chambers should be in one integral piece in green and fired
stage. No jointed insulators are allowed.

e) Porcelain used in manufacture of support insulator/ housing shall be homogenous, free from cavities
and other flaws or imperfections that might affect the mechanical or dielectric quality and shall be
thoroughly vitrified, tough and impervious to moisture.

f) Glazing of the porcelain shall be of uniform, free from blisters, burrs and similar other defects. Porcelain
support housing shall be designed to have ample insulations, mechanical strength and rigidity for the
conditions under which they will be used. All insulator housing of identical rating shall be
interchangeable.

g) Puncture strength shall be greater than the dry flashover value. When operating at normal rated
voltage, there shall be no electric discharge between the conductors and porcelain parts which would
cause corrosion or injury to conductors, insulators or supports by the formation of substances produced
by chemical action. No radio disturbances will be caused by the insulation support/ housing when
operating at the normal rated voltage and shall also be free from external and internal corona.

h) Insulator supports / housing shall satisfactorily withstand the insulation level, specified for circuit
breakers. The external insulator supports / housing shall have dielectric strength under heavy pollution
conditions.
i) The type and profile of the porcelain insulator sheds shall be in accordance with IEC- 815 joints as per IEC-
233.

9.0 SPARE PARTS AND MANDATORY MAINTENANCE EQUIPMENT:

The bidder shall include in his proposal spare parts and maintenance equipment as specified in Project
specific requirements. Calibration certificates of each maintenance equipment shall be supplied along with
the equipment.

10.0 OPERATING MECHANISM AND CONTROL

10.1 General Requirements

10.1.1 Circuit breaker shall be operated by spring charged mechanism. The mechanism shall be housed in a
weather proof and dust proof control cabinet as stipulated elsewhere.

10.1.2 The operating mechanism shall be strong, rigid, not subject to rebound. It shall be readily accessible
for maintenance for a man standing on the ground.

10.1.3 The mechanism shall be anti pumping and trip free (as per IEC definition) under every method of closing.

10.1.4 The mechanism shall be such that the failure of any auxiliary spring will not prevent tripping and will
not cause trip or closing operation of the power operating devices.

10.1.5 A mechanical indicator shall be provided to show open and close position of the breaker. It shall be
located in a position where it will be visible to a man standing on the ground level with the
mechanism housing closed. An operation counter shall also be provided in the central control
cabinet. An operation counter at 1000-1300 mm level shall also be provided. The counter reading
shall be visible from the ground even with the mechanism housing closed.

10.1.6 Working parts of the mechanism shall be corrosion resisting material, bearings which require grease
shall be equipped with pressure type grease fittings. Bearing pin, bolts, nuts and other parts shall be
adequately pinned or locked to prevent loosening or changing adjustment with repeated operation
of the breaker.

10.1.7 The operating mechanism shall be suitable for high speed reclosing (3phase only). It shall be anti
pumping and trip free electrically or mechanically. A latch checking switch shall be provided on
mechanically trip free mechanism to prevent reclosure before the breaker latches have rest

10.1.8 The operating mechanism shall normally be operated by remote electrical control. Electrical tripping
shall be performed by trip coils. Provision shall be made for local electrical control / Remote selector
switch and close and trip push buttons shall be provided in the breaker/ control cabinet

10.1.9 For the purpose of tripping, two electrically independent trip circuits along with separate trip coils
shall be provided.
10.1.10 Provision shall be made on the circuit breaker for attaching operation analyzer to perform the
speed test after installation of circuit breaker at site to record contact travel against time, w.r.t
energisation and to measure opening time of all interrupters, simultaneously.

10.1.11 The operating mechanism shall be such that the main poles shall close simultaneously. Should the
closing of the breaker poles being not the same during closing all three poles shall trip
simultaneously on appropriate electrical command. An out of step relay shall be supplied with each

breaker to trip the breaker in case of pole discrepancy after preset time and to give a remote pole
discrepancy after pre-set time and to give a remote pole discrepancy trip indication.

10.1.7 The bidder shall furnish detailed operation and maintenance manual of the mechanism along with
the operation manual for the circuit breaker. The instruction manuals shall contain exploded
diagrams with complete storage, handling, erection, commissioning, troubleshooting, servicing and
overhauling instructions.

10.2 Control:

10.2.1 The close and trip circuits shall be designed to permit use of momentary contact switches and push
buttons.
10.2.2 Each breaker shall be provided with two (2) independent tripping circuits, pressure switches and
coils each to be fed from separate DC sources and connected to a different set of protective relays.
10.2.3 The breaker shall normally be operated by remote electrical control. Electrical tripping shall be
performed by shunt trip coils. However, provisions shall be made for local electrical control. For this
purpose a local/remote selector switch and close and trip control switch/push buttons shall be
provided in the Breaker central control cabinet. Sufficient contact shall be available in the Local /
Remote switch for indicating the switch position in SCADA.

10.2.4 The trip coils shall be suitable for trip circuit supervision during both open and close position of
breaker.The trip circuit supervision relay would be provided on relay panels.

10.2.5 Closing coil and associated circuits shall operate correctly at all values of voltage between 85% and
110% of the rated voltage. Shunt trip coil and associated circuits shall operate correctly under all
operating conditions of the circuit breaker up to the rated breaking capacity of the circuit breaker
and at all values of supply voltage between 70% and 110% of rated voltage. However, even at 50% of
rated voltage the breaker shall be able to open. If additional elements are introduced in the trip coil
circuit their successful operation and reliability for similar applications on outdoor circuit breakers
shall be clearly brought out to notice of the purchaser.

10.2.6 Density Monitor contacts and pressure switch contact shall be suitable for direct use as permissive in
closing and tripping circuits. Two separate alarm levels shall be provided (For SF6 density very low),
apart from the operation lockout. The density monitor shall be placed suitably inclined in such a way
so that the readings are visible from ground level. Separate contacts have to be used for each of
tripping and closing circuits. If contacts are not suitably rated and multiplying relays are used then
fail safe logic/schemes are to be employed. DC supplies for all auxiliary circuits shall be monitored
and provision shall be made for remote annunciations and operation lockout in case of D.C. failures.
Density monitors are to be so mounted that the contacts do not change on vibration during
operation of circuit Breaker.

10.2.7 The auxiliary switch of the breaker shall be positively driven by the breaker operating rod. There
shall be provision to add more auxiliary switches at a later date if required. Additional contacts
required for pole discrepancy relay etc., should be provided separately.

10.3 Spring operated mechanism:

a) Spring operated mechanism shall be complete with motor in accordance with the general
requirements specified. Opening spring and closing spring with limit switch for automatic charging
and other necessary accessories to make the mechanism a complete operating unit shall also be
provided.

b) As long as power is available to the motor, a continuous sequence of the closing and opening
operations shall be possible. The motor shall have adequate thermal rating for this duty.

c) After failure of power supply to the motor one close open operation shall be possible with the
energy contained in the operating mechanism.

d) Breaker operation shall be independent of the motor which shall be used solely for compressing the
closing spring. Facility for manual charging of the closing spring shall also be provided. The motor
rating shall be such that it requires not more than 30 seconds for full charging of the closing spring.

e) Closing action of circuit breaker shall compress the opening spring ready for tripping.

f) When closing springs are discharged after closing a breaker, closing springs shall be automatically
charged for the next operation and an indication of this shall be provided in the local and remote
control cabinet.

g) Provisions shall be made to prevent a closing operation of the breaker when the spring is in the
partial charged condition. Mechanical interlocks shall be provided in the operating mechanism to
prevent discharging of closing springs when the breaker is already in the closed position.

h) The spring operating mechanism shall have adequate energy stored in the operating spring to close
and latch the circuit breaker against the rated making current and also to provide the required
energy for the tripping mechanism in case the tripping energy is derived from the operating
mechanism.

11.0 SUPPORT STRUCTURE:

a) The first level of connection of the breaker terminal from ground shall be as indicated in the table of
system parameters ( ground clearance ) . These are minimum values and shall be governed by the
practice followed by the local utility / authority.

b) The support structures shall be hot dip galvanized. The minimum zinc coating shall be as specified in
project specific technical requirements.Support structure shall be such that the minimum vertical
distance from the bottom of the lowest porcelain part of the bushing, porcelain enclosures or
supporting insulators to the bottom of the equipment base, where it rests on the foundation pad
shall be 2.55 meters.

c) The structure design shall be such that during operation of circuit breaker vibrations are reduced to
minimum.

d) If required the supplier shall provide suitable platform with steps on both sides of the circuit breaker
for easy accessibility for monitoring the density/pressure of gas.

e) The bidder shall submit design calculations, fabrications / detailed drawings of the requisite
supporting structures with ladder suitable for the equipment being offered. In addition, the bidder
shall specify the loads which shall be transmitted to the equipment foundation under most adverse
operating conditions of the equipment. Foundation bolts shall also be supplied with the structure.

12.0 TERMINAL CONNECTOR PAD:

The circuit breaker terminal pads shall be made up of high quality electrolytic copper or aluminium
and shall be suitable for carrying the rated current. It shall have Silver plating of atleast 50 microns
thickness. The pads shall be suitable for fixing the connector intended for further connectivity to
other equipment as per approved layout arrangement. The terminal pad shall have protective covers
which shall be removed before interconnections.

13.0 INTERNAL CABLING:

13.1 All cables to be used by contractor shall be armoured and shall be as per IS – 1554/ IEC-502 (1100
Volts Grade). All cables within & between circuit breaker poles (interpole) shall be supplied by the CB
manufacturer.

13.2 Only stranded copper conductor shall be used. Minimum size of the conductor shall be 2.5 sq.mm.

13.3 The cables shall be with oxygen index Min-29 and temp. Index as 250 Deg C as per relevant standards.

14. CABLE BOX/ CABLE GLANDS.


Cable entry shall be at bottom side of the cabinet. Suitable size of cable glands/cable box for
terminating the multi-core control cables shall be provided wherever required. These shall be
mounted in accessible position, clear of the floor level so that the cable connection with terminal
block can be made easily.

15. INTERLOCKING.

Necessary interlocks to prevent the closing, opening, reclosing of breaker under low gas shall be
provided and alarm in centralized control room will be initiated.

15.1CONTROL CONNECTION AND WIRING.


All connections and wiring shall be suitable for tropical atmosphere.

Apparatus box connections shall be insulated and shall be neatly and secured fixed to the panel. All box
wiring shall be of a suitable self extinguishing type and shall be run in porcelain or non-rusting metal cleats
of the limited compression type.

Where conduits are used, the runs shall be laid with suitable falls and lowest parts of the run shall be
external to the boxes. All conduit runs shall be adequately drained and ventilated.

Where 415 volts connections are taken through junction boxes or marshalling boxes they shall be
adequately screened and “415 VOLTS DANGER “ notices must be affixed to the outside of the junction
boxes or marshalling boxes.

All box wiring shall be in accordance with relevant IS or BS. All wires on apparatus box and all multicore
cables shall have ferrules which shall bear the same number on both ends.

Ferrules shall be of white insulating material and shall be provided with glossy finish to prevent adhesion.
They shall be clearly and durable marked in black and shall not be affected by damp or oil. Ferrule
numbering shall be in accordance with relevant IS or BS. The same Strapled wired shall be terminated with
tinned (not soldered) cross Courtney or other suitable claw washers, separate washers being used for each
wire. The size of the washers shall be suited to the size of wires terminated. Wiring shall in general be

accommodated on the sides of the box and wires for each circuit shall be separately grouped. Wires shall
not be joined or teed between terminal points.

Wherever practicable all circuits in which the voltage exceeds 125 volts shall be kept physically separated
from the remaining wire. The function of each circuit shall be marked on the associated terminal boards.

Where apparatus is mounted on the box all metal cases shall be separately earthed by means of copper
wire or strip having adequate cross section.

Multicore cables tails shall be so bound that each wire may be traced without difficulty to its cable.

All terminal boards shall be suitably mounted to give easy access to terminations and to enable ferrule
numbers to be read without difficulty.

Terminal boards rows shall be spaced adequately and not less than 100mm apart to permit convenient
access to wires and terminations.

Terminal boards shall be so placed with respect to the cable crutch (at a minimum distance of 200mm) as
to permit satisfactory arrangement of multicore cable tails.

Terminal boards shall have pairs of terminals for incoming and outgoing wires. Insulating Barriers shall be
provided between adjacent connections. The height of the barriers and the spacing between terminals
shell be such as to give adequate protection while allowing easy to terminals.

Insulating covers of self extinguishing material preferable transparent shall be provided on terminal boards
on which connections for circuits with a voltage greater than 125 volts are terminated.

Labels shall be provided on the fixed portion of the terminal boards. No live metal shall be exposed at the
back of the terminal boards. All fuses shall be of the cartridge type. Fuses and links shall be labeled.

15.2 ALARMS AND INDICATIONS:


Potential free contacts shall be provided, duly wired up to the operating mechanism housing/ control
cabinet for the following alarms and indications for purchaser use (Control & Automation.

exposed to the products of arcing in SF6 gas so as to ensure that they are not affected by possible
irritants of the skin and respiratory system. Recommendations shall be submitted for suitable protective
clothing, methods of disposal of circuit breaker cleaning utensils and other relevant matters.

xii) Supplier shall furnish along with the bid, curves supported by test data indicating the opening time
under close open operation with combined variation of trip coil voltage and pneumatic pressure (as
applicable)

xiii) All duty requirements as applicable and as specified for each type and rating of circuit breaker
shall be provided with the support of adequate test reports.

18.0 RATING PLATE.


1. A circuit breaker and its operating device shall be provided with a whether and corrosion
proof rating plate marked with technical particulars etc. including the following:
a) Manufacturer's name or trade mark by which he may be readily identified.

5. The method of printing of letters on the Rating & Diagram plate shall be such that inscriptions shall
not fade by ultra violet rays and other adverse weather conditions under which the same is subject
to during service life of equipment.

6. The coils of operating devices shall have a reference mark permitting the date to be obtained from
the manufacturer.

7. The rating plate shall be about 1000-1300 mm above ground level so that it is visible in position of
normal device and installation

19.0 TESTS:

19.1 In accordance with the requirements stipulated in these specifications the circuit breaker along with
its operating mechanism shall conform to IEC:62271-100.

19.2 The test reports of the type tests and the following additional type tests shall also be submitted
for Purchaser’s review:

i) Corona extinction voltage test.

ii) Out of phase closing test as per IEC:62271-100.

iii) Line charging breaking current for proving parameters as specified.

iii) Test to demonstrate the Power Frequency withstand capability of breaker in open condition at Zero
Gauge pressure and at lockout pressure (Ref. Clause 4.1).

iv) Seismic withstand test in unpressurised condition.

v) Verification of the degree of protection.

vi) Low & high temperature test.(if applicable)

vii) Humidity test. (If applicable)

viii) Static Terminal Load test.

19.3 Routine Tests

Routine tests as per IEC:62271-100 shall be performed on all circuit breakers.

In addition to the mechanical and electrical tests specified by IEC, the following tests shall also be
performed.

1) Speed curves for each breaker shall be obtained with the help of a suitable operation analyzer to
determine the breaker contact movement during opening, closing, auto-reclosing and trip free
operation under normal as well as limiting operating conditions (control voltage, pneumatic/hydraulic
pressure etc.). The tests shall show the speed of contacts directly at various stages of operation, travel
of contacts, opening time, closing time, shortest time between separation and meeting of contacts at
break make operation etc. This test shall also be performed at site for which the necessary operation
analyzer along with necessary transducers, cables, console, etc. if required shall have to be arranged by
the supplier.

2) Measurement of Dynamic Contact resistance measurement for arcing & main contacts. Signature of
Dynamic contact resistance measurements shall be taken as reference for comparing the same during
operation and maintenance in order to ascertain the healthiness of contacts.

22.3 Two copies of operation, maintenance and erection manuals shall be supplied one month prior to the
dispatch of the equipment. The manuals shall be bound volumes and shall contain all the drawings and
information required for erection, operation and maintenance of the equipment.

The manuals shall include amongst other things the following particulars:-

 Marked erection and prints identifying the components of the equipment with assembly drawings.

 Detailed dimensions, assembly and description of the equipment and accessories.

 Precautions to be adopted in the handling of SF6 gas.

 List of Spare parts.

23.0 PRE-COMMISSIONING TESTS

23.1 An indicative list of tests is given below. All routine tests except power frequency voltage dry
withstand test on main circuit breaker shall be repeated on the completely assembled breaker at
site. For Pre-commissioning tests, procedures and formats for circuit breakers, ReNew Energy (RE)
documents shall be used (copies shall be handed over to successful bidder during contract
stage).Contractor shall perform any additional test based on specialties of the items as per the
field Q.P./instructions of the equipment supplier without any extra cost to the purchaser. The EPC
Contractor shall arrange all instruments required for conducting these tests along with calibration
certificates and shall furnish the list of instruments to RE for approval.

(a) Insulation resistance of each pole.

(b) Check adjustments, if any suggested by manufacturer.
