NEW SPECIFICATION

Neutral grounding Resistor (NGR ) with Fail safe Monitoring Relay and other
accessories

safe Monitoring Relay and other accessories

I. SCOPE: This specification covers the supply, installation, testing and commissioning of
Neutral Grounding Resistor (NGR) with Fail safe monitoring relay system and other
accessories (described below) of 6.6 KV Voltage grade suitable for fault current of 10 Ampere
for use in secondary of various transformers used to feed power in Coal Mines of BCCL,
Dhanbad.

II. CODES & STANDARDS: The material, constructional features and various processes
involved in manufacture shall comply with latest revision of Indian Standards.
The design, material, construction, manufacture of Neutral Grounding Resistor shall conform
to the latest revision of relevant standards and codes of practices.
Reference standard for NGR: IEEE-32.
III. SPECIFIC TECHNCAL REQUIREMENT:
The followings are to be supplied for installation:
1. Supply of 6.6 KV NGR
2. Complete set with Fail safe monitoring relay system.
6.6KV Neutral Grounding Resistor (NGR) with Fail Safe Monitoring Relay system (and other
accessories) suitable for fault current of 10Amps (as per DGMS guidelines), 381.1 ohms
respectively.
The system should be such that the ampere setting may be adjusted from 1A to 10 A
The NGR system with fail safe monitoring relay system shall be consisting of following:
a) Non aging, corrosion resistant AISI 304 Grade or better stainless steel grid resistance of
following values.

b) Solid state earth fault relay.


c) Power pack units.
d) Resin cast HV & LV Instrument Transformer, Current Transformer, ammeter etc.
e) Buzzer with all necessary accessories.
f) Floor mounted panel fitted with canopy complete with control circuit comprises of
accessories of suitable sizes and specifications.
g) Terminals, insulators, bushings, wires, cables, ferrules, tapes etc.
h) Supply and fixing of flexible copper wire of approx. size 2.5 sq mm of 1.1 KV grade for
control wiring of Tripping and alarm circuit, 120/95 sq mm copper sockets for connection of
Earth & Neutral points with Glass & PVC tape and flexible Tubes for Guiding PVC Tape etc.
i) Fail safe monitoring Relay and other required relays - NGR will be monitored through fail
safe NGR monitoring relay i.e. in case of NGR failure or open circuit from transformer neutral
end to ground and / or earth fault in the system, relay will provide a signal which will trip HT
& LT breaker. Provision of tripping of HT & LT Breaker in case of excessive temperature rise
of NGR with indication on Panel through PT100 Sensor. Relay should monitor open circuit
and Earth Fault Protection both. Range of relays should be suitable to sustain in the system and
trip at minimum fault current as per CEA Regulation/DGMS norms. The system should be
such that the ampere setting may be adjusted from 1 A to 10 A .The trip system should actuate
the High Voltage Panel and incoming switch of LT Panel.
j) Enclosure of NGR shall be of IP 55 or better suitable for its location outdoor.

k) Before Commissioning, the supplied NGRs shall be tested as per reference standard at site by the
manufacturer /representative in presence of site Supervisors and Engineers

*Any other accessory not specifically mentioned above, but necessary for safe and smooth
operation of NGR system shall deemed to be included in the scope of supply at no extra cost.

** Bidder shall be responsible for installation and commissioning of supplied NGRs at site of
BCCL. The complete commissioning of the equipment is to be done by the bidder under the
supervision of Authorized Electrical Supervisor of the concerned substation in front of
authorized representative of bidder.

Following documents shall be uploaded at the time of bid submission:


1. Self-attested copy of Test report (for same or higher Voltage rating NGR) issued from Govt
approved laboratories/NABL accredited laboratories/CPRI.
2. Self-attested copy of Past supply order copy along with satisfactory performance
Certificate for same or higher Voltage rating NGRs. (MSE/Startups may be exempted
as per prevailing Public Procurement Policy as per rule).
3. A self-declaration confirming to custom bid specification.

Following documents shall be submitted at the time of supply:


 GTP,Technical literature , operation manual etc
 General assembly drawing, circuit diagram, Spare part list etc.
