All specifications and publications shall be the current issue on the date of
purchase order and it shall be the bidder’s responsibility to comply with the same.
Ensure all design, procedures, materials, inspections, testing and analysis conform to
the latest editions of the following codes, standards and specifications, including all
amendments and revisions at the time of tender:

Comply with all codes and regulations applicable in Pakistan. In the event of conflict
between the reference codes and standards, drawings, specifications, and/or the
Purchase Order, obtain clarification before proceeding with the work.
In general, when resolving conflicts, the following order of precedence shall apply:

5.1.4 Reporting procedure
A reporting and documentation system shall be agreed between the Company and
the Bidder for the status of design, procurement, manufacturing, inspection, testing
and shipment of the Transformers to be supplied under this BDEP. Bidder shall
provide reports and summaries for production performance and testing operations in
conformance with a manufacturing schedule approved by Company.
This specification shall not relieve the Vendor of any responsibility to provide
equipment and services that are suitable for the intended duty.
The Vendor shall maintain an effective program for quality assurance and quality
control, planned and developed in conjunction with all manufacturing, storage and
application functions necessary to meet the requirements of the Purchase Order and
this Specification.
The Quality Plan shall ensure that quality requirements are determined prior to
commencement of the work and subsequently satisfied throughout.
The Supplier‘s Quality Management System and quality control procedures shall
generally conform to the requirements of ISO 9001:2008.

All components and accessories including but not limited to tank , oil , radiator ,
terminals , tap changers , cabinet , Pressure Relief Device , Buchholz Relay ,
Liquid Level indicator , Winding Temperature Gauge , Oil Pressure Gauge &
Drain valve , Grounding pads etc. required for proper functioning of transformer
units.
Design drawings and Vendor data sheets including Termination Diagrams,
Details for foundation design , Details for BTD installation , Bill of Materials, and
General Arrangement Drawings as detail in Table 1.

Site and Factory Testing
Each unit shall be a self-contained package inclusive of all equipment necessary for
placing the units into immediate service.
The review and approval of any drawings, procedures or documents referred to in this
Specification shall only indicate acceptance of general requirements and shall not
relieve the Vendor of its obligations to comply with the requirements of the Purchase
Order.
Compliance by the Vendor with the provisions of this Specification does not relieve
the Vendor of the responsibility of furnishing equipment of proper design, electrically
and mechanically suited, to meet the operating requirements under the specified
service conditions.
5.5.1.2Asbestos
Use of asbestos or asbestos compounds is not acceptable.
5.5.1.3Sound Level
All equipment shall be designed such that when installed as intended it shall not produce
sound levels in excess of 65 dBA measured at a distance of 0.3 m in any direction from the

equipment and corrected for uniform hemispherical radiation in a free field. Measurement
shall be taken with a sound meter that meets the requirements of IEC 60076-10.
5.5.3 Rating
The transformers ratings shall be 2500 KVA , Insulation Class A , Solidly Earth , in
accordance with IEC 60076-7.
5.5.4 Construction
5.5.4.1Tank Construction and Liquid Preservation
The transformer shall be of welded steel construction, fully tropicalized, three phase,
step down, non-mineral oil immersed, self-cooled (ONAN), double wound, with conservator,
dehydrating breather, Temperature indicator, Buchholz relay and pressure at 20% greater
than maximum operating pressure caused by the expansion of oil/gas under service
conditions. The tank cover of steel plate shall be of sufficient strength to prevent distortion
when lifted and shall be directly bolted to the top rim of transformer tank using gas kit for
perfect oil seal. These shall be designed to ensure the elimination of all air pockets during oil
filling operation. It shall be vacuum tested under pressure for detecting any leakage. The
connection between cover and conservator shall be placed so as to ensure positive
operation of Buchholz relay upon formation of gas or sudden movement of oil. Each
transformer shall be fitted with one filling/filter connection valve near the top of the tank, oil
drain/filter valve near the bottom of the tank, oil sampling valve. The filling and draining
valves shall be fitted with sealing caps and padlock facilities or alternatively designed to
require the use of special tools to operate. The radiators shall be provided with isolating
valves fitted at the oil inlet(s), outlet(s) and with an oil filling plug and oil drain valve. This
valve shall be provided with cap and padlock facilities or alternatively designed to require the
use of special tools to operate. The transformer will be installed outdoor and shall be suitable
for continuous operation under the maximum ambient temperature. The tank shall be
constructed of electrically welded mild steel sheet of sufficient strength to withstand full
vacuum without developing any deformation.
Draining pipes for tank, conservator must be accessible from the ground, with suitable shut-
off valves.

Windings shall be of proven construction and be uniformly insulated. All windings shall be
copper. Insulation material shall meet the requirement of Class A insulation material.
Transformer phase and neutral bushings shall be per IEC 60137 & 60076-4. The MV
bushings shall be positioned on side of the tank with suitable throat, flanges and
spacing. For LV side, bushings shall be on top with provision for installation of Bus-duct.
All internal winding connections shall be welded or brazed. No soft solder connection
shall be permitted. All transformer winding leads shall be brazed and supported to
prevent movement or damage. The transformer primary will be delta connected and the
secondary wye connected with the vector group of Dyn11 unless otherwise specified.
5.5.4.3Core
The core assemblies shall be constructed from high quality, non-ageing, cold - rolled,
grain oriented, electrical grade silicon steel sheet of the low - loss, with both sides
coated. Assembly shall be accurately cut and stacked. Joints shall have the least
possible air gaps and shall be rigidly clamped to produce an assembly with minimum
core loss and noise generation. Limbs and yokes shall be shaped and assembled with a
minimum use of steel bolts. Core shall be braced to withstand to the short circuit current that
can occur without mechanical damage. Core bracing and support shall also prevent any
transformer damage that might take place during transportation and positioning.
5.5.4.4Radiators
Radiators for transformers shall be detachable. They shall be designed to sufficiently cool
down the heat generated by transformer.
5.5.4.5Conservators
The capacity of the oil conservator tank shall be such that it will amply cover the
expansion of the oil volume of the transformer under the extremes of ambient
temperatures and for all operating conditions specified. It shall be equipped with a
sealed oil level indicator gauge. A breather shall be provided with silica gel dehydrating
capsule and an air lock.
Conservators shall be mounted such as to avoid interference with the power connections.
Conservator shall be provided with a drain valve which shall be so situated that the
conservator can be completely emptied.
5.5.4.6Terminals
Transformer terminals will be brought out in suitable air filled disconnecting chambers, to
accommodate cable/bus termination. The access covers shall be full height, bolted and
gaskets. Cables shall enter on the disconnecting chamber through suitable glands.
Transformer terminals will provide a sufficient pre-drilled contact area for accepting
flexible connectors and provision shall be made for access for convenient making off, or
disconnection of the connections while the duct remains in place. Clearance between the
terminals and the gland plate shall allow for the bending of cables as necessary.
Where single core cables are specified the, gland plate shall be of non-ferrous material.

All terminals shall be clearly and permanently marked according to IEC. Cable boxes and
where applicable bus-bars will be suitable for sustaining, without damage the fault level of
the system.
5.5.4.9Cooling System
Transformers shall be provided with an ONAN cooling system. Transformers shall ensure
avg temperature rise as per insulation class A and transformer oil will be as per class I/II as
per IEC 60296. Winding temperature rise limit shall be 65C as per IEC 60076-1 & 2.140 oC
for winding and 90oC for topoil above ambient of 45-50 C, at full load and rated voltage.
Control and alarm circuits shall be designed accordingly.
Control Cabinet

IP 65 control cabinet shall be furnished with grouped terminal blocks containing all wiring
requiring external connections. Field cables shall enter from the bottom. The devices
mounted inside the cabinet shall be located so that they will not obstruct cables pulled in
cabinets. Control Cabinet shall be equipped with Panel light for suitable Lux level.
5.5.4.11Insulating Oil
The transformer shall be filled in with sufficient quantity of insulating oil Class I/II, as per
IEC60296. It shall be free from water, foreign material and fractions. It shall be free of
synthetic additive of all types. Only non-mineral transformer oil of guaranteed and approved
quality from major supplier is acceptable. The minimum dielectric strength of oil shall be in-
accordance to IEC & tested in accordance to IEC . Vendor shall specify the breakdown
voltage in quote. All material (such as insulating material, internal painting, laminations
insulating and seals) that will come into contact with oil will be hot oil resistant. All oil
required for operation of the transformer shall be included.
Topping oil that for any reason must be shipped separately from the transformer shall also
be included together with the shipping drums required in this case.
Connection boxes shall be made of steel and shall be dimensioned to allow termination of
the cables MV side (03 Nos 01 core 400sqmm) ; Control 12 core 2.5sqmm ; CT 2 core 4
sqmm. ; LV Bus duct.
The enclosures shall offer a minimum degree of protection IP65, in accordance with IEC
60529.
Separate boxes shall be provided for the following connections:
Auxiliary cable boxes shall be mounted on the side of the transformer in an accessible
position.
Connection boxes shall be air-insulated. They shall be designed to prevent deterioration or
failure due to the accumulation of condensation and exposure to ultraviolet sun rays. The
covers of all cable boxes shall be secured, using gasket and non-loosening bolts or screws.

The covers of all cable boxes shall not be removable without the use of tools.
The design of the main cable connecting boxes shall meet the following requirements:
a. The minimum electrical clearances and creep-age distances shall be as per IEC-
60076-3.
b. Connection boxes for multicore cables shall be of a type which minimizes the
cable bending requirements (e.g. split type box).
c. They shall allow single-core conductors to be connected straight on to the
terminating point without the need to bend the conductors. Gland plates shall be
constructed from a nonmagnetic material.
d. H.V. & control cable boxes shall be positioned on the side walls of the transformer.
Top mounted bushings are required for bus-duct installation for LV Side.
e. All connections shall be sized to carry the maximum continuous current, (including
overloads, where relevant), and also the provided through-fault currents. Test
certificates or calculations shall be available for all main cable connecting boxes to
confirm short circuit withstand capability.
f. Removable cover access plates shall be provided with handles or, when having a
mass of 25 kg or more, shall be provided with lifting lugs.
g. All 6.6 kV cable connections shall be by a combination of Elastimold type bushings
and elbow connectors. Both bushings and elbow connectors shall be supplied by
transformer VENDOR. Where Elastimold type bushings and elbow connectors
cannot be used due to limitations on current rating, Raychem type heat shrinkable
terminations shall be used.
h. For neutral point earthing of star connected transformers, a separate neutral cable
box shall be provided with adequate space to accommodate free issue neutral C.T.’s.
On four wire systems the neutral shall be brought out to the main cable box as well
as to neutral cable box.
i. For secondary connection, the terminal box shall be provided with flange to
match up to the equipment which will be provided by others. The VENDOR will be
required to coordinate his termination designs with the selected Manufacturer of bus
duct.
j.Adequate provision shall be made for the support and fastening of the ducting at the
throat of the ducting to the throat of the transformer. The transformer terminals shall
provide a sufficient pre-drilled contact area for accepting flexible connectors, and
proper access shall be provided for bushings inside the transformer throat while the
duct remains in place.
k. The Ingress protection of termination boxes shall be IP65.
5.5.5 Accessories
5.5.5.1Pressure Relief Device
A mechanical pressure relief device shall be furnished to operate automatically at a preset
pressure and to reset automatically when the pressure returns to normal. The device shall
be equipped with alarm contacts and a readily visible operation indicator.

5.5.5.2BUCHHOLZ Relay
BUCHHOLZ relay shall be furnished for conservator type transformer for protection against
faults in the transformer. Auxiliary contacts shall be provided for tripping and alarm. Full
provision shall be made for local test and reset of the relay. Flanged valves shall be provided
on each side of Buchholz relay.
5.5.5.6Core Earthing
Transformers earthing of core shall be done at one point. The earthing connection shall be
brought out through a 1kV rated bushing enclosed in a box and earthed. Magnetic core shall
be directly grounded without any impedance or fuse like elements connected in service.
Earthing lead from core and earthing lead from core clamps shall be brought through 1kV
bushings and enclosed in box. The two bushings shall be shorted and earthed on the top of
tank cover or station ground through cable.
5.5.5.7Earthing Terminals
Earthing terminals M20 shall be provided on the transformer close to two diagonally opposite
sides of the tank to facilitate easy earthing of the transformer.
5.5.5.8Alarm Contacts
Two electrically separate, normally open and/or normally closed alarm contacts shall be
furnished for each alarm point.
5.5.5.10Grounding Pads
Copper-clad steel grounding pads shall be furnished on transformer tank for stranded copper
cable termination.
5.5.5.11Miscellaneous Accessories
All standard accessories and fittings for transformer oil filling or removal shall be furnished,
including oil sampling connections, top and bottom oil filtering connections,and oil drain

connection for draining extreme bottom of tank. Also, any equipment which is normally
furnished by the manufacturer for this size transformer or is necessary for satisfactory
operation shall be furnished by Vendor. In addition as minimum HV bushings, LV Bushing,
Off-Load tap changer, Oil filling tube, Oil drain device, Thermometer pocket, Pressure
release valve, Gas relay, Oil Temperature device, Terminal box, Cable box, Winding
temperature devices, Conservator, Wheels, Oil level measuring devices shall be provided by
Vendor only.
5.5.5.12Nameplate
A diagrammatic nameplate shall be furnished in accordance with IEC 60076-1 with the
minimum information as follows:
a. Kind of transformer
b. Manufacturer's name
c. Manufacturer's serial number
d. Place and year of manufacture
e. Vendor's installation and operating instructions reference
f. Contractor order number
g. Number of phases
h. Rated power (kVA)
i. Rated frequency
j. Insulation levels (BIL values) for each winding and bushing
k. Rated voltages, including details of tap voltages and operation above 1.05 p.u. tap
or rated voltages as applicable. Detailed tap information shall be given, as required
by IEC 60076-7.
l. Rated currents
m. Connection (phasor) symbols (e.g., Dyn11)
n. Positive and zero-sequence impedance voltages (percent) at rated current
(measured value) and, if necessary, the reference power, which shall always be
given for multi winding and multi rated transformers.
o. Type of cooling. If the transformer has several methods of cooling, the rated power
for each shall be given.
p. Temperature rise
q. Maximum oil temperature
r. Type of insulating liquid, manufacturer and trade name.
s. Conductor material (of each winding)
t. Total weight (including cooling oil or liquid)
u. Liquid weight
v. Component weight for transformers exceeding 5 kg total weight:
• Core and coils
• Tank and fittings
• Untanking mass (heaviest piece)
• Transportation mass, excluding oil if applicable
w. Maximum duration of short-circuit
x. Tank data for transformers:
• Maximum operating pressures of liquid preservation system

5.5.5.13Lifting Lugs
Provide adequate lifting points for safe handling, installation and servicing.
5.5.5.14Safety Guards
Provide safety guards around all exposed energized equipment parts to protect operating
personnel from injury in compliance with IEC requirements.
5.6 TESTS
5.6.1 Routine Tests
Manufacture's standard "routine" tests shall be performed on all units in accordance with IEC
60076-3 and IEC 60076-4, and shall include but not limited to the following:

to verify that the transformer meets "additional requirements" in compliance with the P.O
requirement and the quality engineering inspection requirements.
3. Drawings for each transformer shall have a unique number provided by Company.
4. Drawings shall have a space on the right hand bottom corner for Company’s title
block.
5. Bidder shall submit four (02) complete set of final documents dossier including all
information related to equipment, instrument, etc. at the time of Shipment.
6. All Engineering design documents shall be submitted for Company review and
approval. The reviewing cycle shall comprise the following stages,i.e. IFR (Issued
for Review), IFA (Issued for Approval) & IFC (Issued for Construction). The said
reviewing cycle may have more than one revisions subject to close out of
comments.
7. Bidder shall submit detailed Documents deliverable list within first week after award
for Company review and approval. Deliverable list shall include Document Number,
Document Name and Tentative dates for document IFR, IFA & IFC revisions.
Company requires to review and approve on each document include in deliverable
list.
8. Contractor shall ensure that documents shall be generated and issued in a logical
sequence.
9. Company documents review will be based on 7 calendar days’ and will utilize
Contractor electronic documents for editing (no paper prints). Company will try to
complete their end reviews in minimum possible time however in case of large
quantum of documents issues at once or any multiple revisions due to mistakes or
errors in the documents may cause extra review time by Company in such case
actual number of days reviewed by Company can be increased. In either case
vendor/packager/contractor cannot claim any cost or schedule impact.
10. All documents submitted to the Company after the award of Contract shall be

b. If current transformers are provided, the following data shall be provided for
each current transformer:
o Ratio
o Magnetization curve
c. Material Safety Data Sheet (MSDS) for transformer insulating oil shall be
provided by manufacturer as part of final certified document submittal.

electrical equipment.
5.8 HANDLING
5.8.1 Packaging and Shipping
Preparation for shipment shall be in accordance with the VENDOR’S standards and as
noted herein. VENDOR shall be solely responsible for the adequacy of the preparation for
shipment provisions with respect to materials and application, and to provide equipment at
the destination in ex-works condition when handled by commercial carriers.
Adequate protection shall be provided to prevent mechanical damage and atmospheric
corrosion in transit and at the jobsite.
Preparation for shipment and packing will be subject to inspection and rejection by
COMPANY’S/CONTRACTOR’S inspectors. All costs occasioned by such rejection shall be
to the account of the VENDOR.
After inspection and test, equipment shall be completely free of water and dry before start of
preparation for shipment.
Equipment shall be packed, securely anchored, and skid mounted when required.
Bracing, supports, and rigging connections shall be provided to prevent damage
during transit, lifting, or unloading. All temporary bracing/supports shall be marked
“REMOVE BEFORE EQUIPMENT COMMISSIONING AND STARTUP”.
Separate, loose, and spare parts shall be completely boxed. Pieces of equipment and spare
parts shall be identified by item number and service and marked with CONTRACTOR’S
order number, tag number, and weight, both inside and outside of each individual package
or container. A bill of material shall be enclosed in each package or container of parts.
Exposed finished and machined surfaces, including bolting, shall be given a coating of rust
inhibiting compound. Internal metal surfaces shall be sprayed or coated with a suitable rust

preventative prior to shipment Openings shall be suitably tagged to indicate the rust
preventative applied.
One complete set of the installation, operation, and maintenance instructions shall be
packed in the boxes or crates with equipment. This is in addition to the number called for in
the Purchase Order.
