May 2000 Dec 2005 June 2011 First Public Procurement Law (Law) adopted decentralized system based on UNCITRAL Model Law. First Revision of the Law: Procuring entities became fully responsible and accountable for their procurement decision. Second Revision of the Law: Public Procurement Agency for centralized large amount procurement was established.

Government Procurement official web site was launched in 2006. Web site: www.e-procurement.mn Main functions:
Bidding announcement; Bidding results; Other information.

2. Procurement Management and Monitoring Information System

Procurement Management and Monitoring Information System was developed under World Bank assistance ($336,000) and launched in 2007. Web site: www.pmmis.e-procurement.mn Main functions:
Registration of all procurement plan of the budget administrators (procuring entities); Posting of bidding announcement and results by procuring entities; Preparation of various procurement reports; Collecting public procurement statistics.

3.e-Procurement System of Mongolia

The Project on Establishment of e-Procurement System in Mongolia started in October, 2010 (Phase 1). The cost of the Phase 1 (about US$ 4.2 million) will be funded by KOICA. Web site: www.meps.gov.mn /under development/ The Implementing Agency: PPD, MOF of Mongolia Design of the system is based on the KONEPS and modified to the environment and features of public procurement and other systems in Mongolia.

Integration to Other Governance System

Government Integration System

Information, Communication, Technology, and Post Authority of Mongolia is establishing integration system of the all government systems from 2010 its still under development. Parliament of Mongolia planned to approve Law of Mongolia on e-Sign, Law of Mongolia on e-Documents in 2012.

Integration to Other e-Governance System

Standard connection interface for the eProcurement system is under development. e-Procurement system (Phase 1) connected with:

e-Tax system of the Mongolian Taxation Authority it provides access to see bidders tax payment status and other financial information. Commercial banks systems it allows to pay bid submit fee and to check bid securities of the bidders by internet.

e-Shopping mall will be launched from March 2012 e-Bidding will be launched from January 2013 e-Procurement system will be launched completely from June 2013.

Future Plans of the e-Procurement System

Strengthen enabling legal environment of the e-Procurement System Upgrade e-Procurement system and implement the next phases:
More functionalities: e-payment, e-contracting system; Integration with more systems: civil and properties registration system of the State Registration Authority, etc; Application of the system to all public procurement.
