Balicasan as Chair of the PhilSys Policy and Coordination Council (PSPCC), requesting PSPCC member agencies to issue a memorandum or any similar document mandating acceptance of the printed ePhillD as valid proof of identity and age of any agency's services and post an advisory citing the printed ePhillD acceptance in their respective official websites. For information, the printed ePhillD displays the person's PhilSys Card Number (PCN) and basic demographic information such as last name, given name, middle name an suffix, if any, sex, blood type, marital status, date and place of birth, front facing photograph, address, generation date and a QR Code that uses public-private key cryptography to ensure that the information therein cannot be tampered. In this regard, you are hereby directed to accept the printed ePhilID as a government-issued ication card which can be used as proof of identity and age of an individual availing of the services and programs of the Department, subject to authentication thereof by scanning the QR Code via the PhilSys Check link https://verify.philsys.gov.ph/QrScan/. Once authenticated, a successful verification message will appear and should match the demographic information found in the printed ePhillD as well as the front facing photo of the registrant. Mapa, Ph.D. Co-Chair, PSPCC Philippine Statistics Authority SUBJECT : Request for the Urgent Issuance and Posting of a Memorandum on the Acceptance of the Printed ePhillD as Proof of Identity and Age DATE: 17 October 2022 In line with the President's directive to issue 50 million PhillDs by the end of 2022, the collaborative efforts of the Philippine Statistics Authority (PSA), Bangko Sentral ng Pilipinas (BSP) and Philippine Postal Corporation (Post Office) have yielded increasing results in terms of the production and delivery of physical Philippine Identification (PhillD) card to Philippine Identification System (PhilSys) registered persons. As of 13 October 2022, more than 22 million PhillDs have already been dispatched for delivery, which is 73 percent of the 30 million target physical cards issued by the end of 2022. As part of the PSA's proactive strategy to meet the remaining 20 millign target and for more Filipinos to immediately enjoy the benefits of being PhilSys-registered, the agency has started the gradual rollout of the printed ePhillD, the first of the various formats of the digital PhillD. The printed ePhillD has the same functio as the physical PhillD card, bearing the same information. As of 14 October 2022, select PhilSys registration centers nationwide have already issued 112,839 printed ePhillDs. To advocate the printed ePhilID's acceptance and in preparation for its full implementation, each member agency of the PSPCC is urgently requested to: 1. Issue a memorandum or any similar document mandating the acceptance of the printed ePhillD as valid proof of identity and age in your agency's services; and 2. Post an advisory or any similar document citing the printed ePhillD acceptance on your official websites, For your reference, attached are the 30 September 2022 public advisory issued by the PSA on the use and acceptance of the various formats of the ePhillD and the 17 October 2022 ePhillD authentication handbook. The PhilSys digital ID is a proactive strategy of the Philippine Statistics Authority (PSA) to allow registrants to immediately enjoy the benefits of being PhilSys-registered, such as better access to more financial and social protection services pursuant to Section 7 (c ) (1) of the Republic Act No. 11055 (RA 11055), otherwise known as the Philippine Identification System Act of 2018. Registrants who have successfully registered to PhilSys or those issues with PhilSys Number (PSN) may avail of the ePhillD in its various formats. They can claim their ePhillD subject to its availability, by setting an online appointment, and presenting their transaction slip to their selected PhilSys Registration Centers on the reserved date. The printed ePhillD shows the person's PhilSys Card Number (PCN) and basic demographic information such as last name, given name, middle name and suffix (if available), sex, blood type, marital status (if declared), date and place of birth, front-facing photograph, address, generation date, and a QR Code. The QR code contains select demographic details and the registrant's front-facing photograph for easier verification. Ifthe ePhillD is authentic, the PhilSys Check will display a successful verification message and should match the demographic information found in the printed, as well as a front-facing photo of the person. The printed ePhillD shall be honored and accepted as the official government-issued identification document of a person for his or her transactions in all national government agencies, local government units (LGUs), government-owned and controlled corporations (GOCCs), government financial institutions (GFls), financial institutions, and private sector. Any person or entity who, without just and sufficient cause, proved to have refused to accept, acknowledge, and/or recognize the printed ePhillD as the only official identification of the holder/possessor thereof shall be penalized in accordance with Section 19 of RA No. 11055.
