Medhavi Foundation is an education and skill development
organization founded by IIT/ Stanford Alumni and a NSDC
empaneled training partner. Medhavi is registered as a not-for-
profit organization under Section 25 of the Indian Companies

Act, 1956. Medhavi works with State Skill Missions of several
state governments for conducting skill training programmes
across India. In partnership with NSDC and several state
governments
through their respective State Skill Missions, Medhavi has skill-

trained and placed 2.50 Lakh+ candidates in various sectors
across West Bengal, Bihar, Jharkhand, Uttar Pradesh, Delhi,
Maharashtra, Haryana, Rajasthan, Sikkim, Assam, Tripura,
Manipur, Arunachal Pradesh and Mizoram in the past 11
years.

Under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) Scheme,


Medhavi owns and runs a chain of training centres across India
including 9 Pradhan Mantri Kaushal Kendras (PMKKs) in Contai
(West Bengal), Bongaigaon, Hailakandi, Kokrajhar, Silchar
(Assam), Aizawl (Mizoram), Singtam (Sikkim), Hazaribagh
(Jharkhand) and Jamui (Bihar). Apart from these, we also have
200+ vocational centers/ Skill Academies spread across West
Bengal, Bihar, Jharkhand, Uttar Pradesh, Delhi, Rajasthan,
Maharashtra, Haryana, Sikkim, Assam, Tripura, Manipur,
Arunachal Pradesh and Mizoram.

Our courses are aligned with National Skills Qualification


Framework (NSQF), National Credit Framework (NCrF) and
certified by and affiliated to 18 Sector Skill Councils (SSC) viz.-
Tourism & Hospitality Skill Council, Automotive Skills
Development Council, Indian Plumbing Skill Council, Capital
Goods Skill Council, Healthcare Sector Skill Council, Apparel,
Textile, Made-ups & Home Furnishing Sector Skill Council,

Medhavi Foundation is empaneled with Ministry of Skill


Development and Entrepreneurship (MSDE) as a Third-Party
Aggregator (TPA) for promotion of Apprenticeship Training
under National Apprenticeship Promotion Scheme (NAPS). In
addition to that, both Sikkim Government and Assam
Government has directed all the Micro Small & Medium
Enterprises (MSMEs) to avail NAPS, while recommending
Medhavi as the TPA. Medhavi Foundation is also registered as a
TPA with the Board of Practical Training/ Board of
Apprenticeship Training (Eastern, Western and Northern
Regions), under Ministry of Education (MoE), Government of
India for the promotion of National Apprenticeship Training
Scheme (NATS). MSU as a National Council for Vocational
Education and Training (NCVET) recognized Awarding Body is
also empowered to award “Skill India” certificate to trainees.

Furthermore, Medhavi Foundation aims to skill-train and create


employment opportunities for 5,00,000+ youths in the next 5
years. Our programs range across various levels of the National
Skills Qualifications Framework (NSQF) and cater to a wide
range of learner segments ranging from school dropouts and
diploma holders, to undergraduates, graduates, working
professionals, artisans, etc.

Medhavi Foundation is also the sponsoring body of Medhavi
Skills University, established under State legislation of Govt. of
Sikkim. MSU was established with a vision to bring convergence
of the skilling ecosystem with higher education tracks by
promoting in-demand Skill Integrated Higher Education linked

2.6 Our Expertise
Medhavi Group is committed to catering to the needs of the
hour to prepare the youth to tackle the agility and volatility of
the future workspace through skills integrated programmes. To
this mission, co-working & collaborating with leading industry
partners/ industry associations within and outside of India to
design and implement demand-driven programmes embedding
on-the-job training/ learning in the industry is our priority.

Some of the key features of our programmes which make us

1) Industry Anchored Programmes: From concept to


structure, to delivery, we have shared engagement with
our industry partners and mentors to multiply the learning
journey of the students. This close engagement facilitates
the ecosystem to nullify the Academia-Workspace gap.

2) Competency-based Curriculum & Framework: To make


students learning measurable and visible beyond marks/
grades, the curriculum in active participation of industry
experts is aligned to the recent competencies required in a
specific sector and packaged into qualification benchmarks.
It helps in tracking the programme outcome, periodically

related to semiconductor design) are aligned with


National Skills Qualification Framework (NSQF) and
National Credit Framework (NCrF).

3) Practice-Driven Pedagogy & Learning in 4D: A


minimum of 50% of the curriculum being delivered through
practice and application-driven pedagogy brings confidence
and understanding. Learning in 4 dimensions: On-Campus,
Online, On-Site, On-the-Job bring diversity to the
experiences and keeps the engagement happening and
dynamic.

4) Degree with Work Experience (On-Job-Learning/


Apprenticeship): Substantial learning at work at the
workspace/ industry under professional mentors during the
program adds to the confidence and performance in terms
of domain and life skills. Actively working with an industry
partner as an apprentice for a longer duration brings the
edge of having work experience during the degree.

5) Promoting Digital/Online Education: There is


dedicated Learning Management System (LMS) and online
assessment/proctoring tool system to provide experiential
learning opportunity to learners with exceptional
experience.

6) Real World Skills & Intelligence: Living with actual


diversity of the real world in terms of engagement,
experience and expectation adds to the up-gradation of
social skills and intelligence for a seamless migration to the
real world.

7) Facilitating & Supporting Entrepreneurship: To drive


sustainable economic growth, Medhavi foundation is
committed towards mentoring and supporting
entrepreneurs as it leads to creation of new business, job
opportunities, increase productivity and promoting
innovation.

8) World Skills Competitions: Being the Skill Star:


Candidates with good performance in respective domain
skills will be shortlisted and groomed to represent India at
the World Skills Competition (Skills Olympic).

9) Skill Certifications: The skill quotient of the candidates


is also verified by the industry and Certified Skill Assessors
through certifications from NSDC/NCVET and is supported
by credits, providing vertical and horizontal mobility to
learners.

10) Work Integrated Degree/ Diploma programmes have


been designed conforming to NEP 2020, which allows the

education which they are unable to pursue due to financial


constraints.

 As a TPA, Medhavi Foundation has onboarded 300+
establishments under NAPS/ NATS and has generated
20,000+ contracts for these establishments, which has led
Medhavi Foundation to be among the Top 5 TPAs in the
country for promotion of NAPS.

 Medhavi Foundation is empaneled with Assam Fisheries


Development Corporation (AFDC) as an End
Implementation Agency under Pradhan Mantri Matsya
Sampada Yojana for organizing training program to the
fishermen of AFDC in association with ICAR-CIFRI. Medhavi
is empanelled with the Department of Animal Husbandry
& Veterinary Services, as well as, Horticulture
Department, Government of Sikkim for organizing training
program in the fisheries sector and horticulture sector
across all the districts of Sikkim.

 We have a state-of-the-art dedicated training centre in


Kamrup, Assam where we train candidates in several job
roles pertaining to the fisheries sector. This is the only
training centre in the whole of Assam that is into training
of candidates in the fisheries sector, exclusively.

History/ Achievements/  Medhavi is empaneled with the Irrigation Department of

Accomplishments Assam Government for skill training of women
beneficiaries of SC/ ST communities on micro-irrigation
techniques in Kamrup and Baksa districts of Assam, as well
as, conducting training program to cater to requirement of
technical manpower in Irrigation Department of Assam
Government.

 Medhavi Foundation is empaneled with the Health &


Family Welfare Department of Sikkim Government for
skill training of the local youth across Sikkim and provide
certified candidates for facilitating the objectives of National
Health Mission.

 Medhavi is empaneled with State Institute of Capacity


Building (SICB), Sikkim as a service partner to undertake
skill development programmes under various schemes of
SICB. Also, Jawahar Navodaya Vidyalaya (JNV), Sikkim,
under Education Ministry of Indian Government has tied-
up with Medhavi to provide internship programme to their
students in various subjects.

 Further, Pachhunga University College, Aizawl has signed a


Memorandum of Understanding with Medhavi Foundation
for jointly running training programme for Front Desk
Associate, under its community college scheme.

 Medhavi has implemented several Pradhan Mantri


Kaushal Vikas Yojana schemes in Hazaribagh (Jharkhand),
Contai (West Bengal), Silchar, Bongaigaon, Kokrajhar and
Hailakandi (Assam), Aizawl (Mizoram), Jamui (Bihar) and
Singtam (Sikkim) which has trained 30,000+ students.

 Under Recognition of Prior Learning (RPL) through


Demand (Type 5) Scheme, we have enrolled 5,400
candidates from different rural parts of Silchar,
Bongaigaon, Hailakandi (Assam) and Aizawl (Mizoram)
under the affiliated job roles in PMKKs. Under RPL (Type 2)
Scheme, we have partnered with LSSC to enrol and train
15,000 beneficiaries from different parts of Assam
(Barpeta, Kamrup Rural, Bongaigaon, Udalguri, Nalbari,
Sonitpur & Darrang) under various job roles. In
collaboration with RSDC, we have a mandate to train and
certify 2,000 migrant workers in Assam under the RPL
(Type 1) - Reverse Migrant Scheme.

 Medhavi has trained 400+ candidates in IT and retail


sectors under Jharkhand NULM. Medhavi has trained 850
candidates in IT/ ITES, retail, electronics, power, capital
goods, healthcare, automotive, plumbing, tourism &
hospitality, and beauty sectors under Assam NULM.
Medhavi has trained 200+ candidates in IT/ ITES and
electronics sectors under Saksham Jharkhand Kaushal
Vikas Yojana. Under Garib Kalyan Rojgar Abhiyaan,
Medhavi has conducted STT for 650+ candidates across
different sectors like electronics, IT/ ITES, power, capital
goods, etc. in Bihar. Medhavi conducted training
programmes sponsored by National Safai Karamcharis
Finance & Development Corporation for safai karamcharis
in Assam.

 Medhavi has implemented skill training programme for


2,000 candidates for COVID Warriors at our different
training centres across India, under the scheme of
Government of India in 2021.
 Medhavi is implementing skill training programmes for
13,000+ candidates in several trades across Uttar Pradesh
at our multiple training centres under Uttar Pradesh Skill
Development Mission.
 Medhavi implemented Special Project under RCPSDC for
plastic processing job roles in the North East along with
projects sponsored by National Safai Karamcharis Finance
& Development Corporation for safai karamcharis.

Medhavi provides tailor-made solutions to corporates for
their corporate social responsibility (CSR) needs. Our
programs include skill development of unemployed youth,
improvement of learning experience of school students

3 Proposed Project Details

3.1 Name of the Project “Project Aspire- Empowering Youth and Women through Skill Training and
Entrepreneurship Development Program.”

To empower unemployed youth and women across the state of West


Bengal through skill development training. We aim to equip youth and
women with better and improved technological skills of production/service
3.2 Goal of the Project and to provide useful information on product/process design,
manufacturing practices involved, testing and quality control, selection
and usage of appropriate machinery and equipment, project profile
preparation, marketing avenues/techniques, product/service pricing,
export opportunities, infrastructure facilities available, finance and
financial institutions, cash flow, etc.
3.3 Duration of the Project Nine Months

India is possessing a demographic advantage due to its increasing youth


population and to leverage this youth force there is a need for providing
good education and a steady creation of suitable jobs. Likewise in
developed nations, it is also important to increase women participation to
contribute to overall economic growth and social development.

The Government through various means has tried its best to bring out the
potential and capability of each individual youth, but has failed to create
adequate number of jobs. It is unfortunate that while on the one hand
India has one of the lowest participation rates for women in the world, on
the other, the unemployment rates among the young men & women who
are joining the labour force are extremely high.

Skill development is crucial for achieving rapid, sustainable, and inclusive


growth, as well as for providing decent employment/self-employment
3.4 Rationale of the Project opportunities to the youth. Given the high aspirations among today’s
youth, including women, to become entrepreneurs, it is essential to unlock
their potential and nurture their talent. This will help bridge the demand-
supply gap in the growing economy of West Bengal and contribute to the
state's overall development.

It is essential to focus on skilling and upskilling the youth entering


entrepreneurship to capitalize on the significant participation of women in
local economic development. This can be achieved through the formation
of clusters and the establishment of Self-Help Group Federations, thereby
fostering sustainable growth and economic empowerment at the
community level.

Skill development leads to increased income, enhanced productivity, and a


higher growth trajectory for the economy. By raising awareness and
assessing demand trends, a continuous Micro Enterprise Development
Programme for unskilled women—who represent the largest sector of the
unemployed in the state—can significantly improve their standard of living.
Such initiatives provide more fulfilling livelihood options and promote

economic empowerment. Therefore, the Livelihood Promotion Program,
like Aspire, is dedicated to supporting and establishing 'Micro Enterprise
Development,' fostering sustainable economic growth and community
development.

Promoting and strengthening of clusters, Self-help groups has been an


important aspect for nurturing talent and providing sustainable livelihood
generation opportunity. Cluster approach allows for combining efforts,
making use of synergies, and pooling resources to increase productivity. In
view of meeting the State Specific Demand, and prospective opportunities.

In addition, marketing support is another important aspect to increase the


reachability, social popularity, customer traffic & conversion, and generate
revenue. To achieve this objective, a training needs to be provided to the
targeted beneficiaries to create awareness, develop skills and knowledge
and keep them up-to date with technological advancement.

The proposed initiative shall cater to need of all stakeholders, engage local
communities and empower them to lead development initiatives. The
proposed project envisions to imbibe entrepreneurial spirit among the
targeted segment, establish clusters in traditional clusters, facilitate in
setting up market linkages, support & handhold self-help groups for
backward and forward linkages and facilitate them to showcase their
products in offline and online portals like Udhyam kart, Manjusha,
Bayonika, Purbasha, etc.

The program fosters a sense of ownership and accountability. It recognizes


the unique challenges and opportunities specific to each community along
the corridor and encourages local leaders to identify and implement
solutions that best suit their needs.

The proposed activities under the project foster entrepreneurship and


create demand for various types of units and will in turn, lead to overall
development of an area due to increase in demand and setting up of more
and more units. Indigenous clusters will not only make the lives of the
people easier through their affordable and convenient services but will also
act as a major booster for the development and the progress of the state
and country’s economy.

The proposed project is a comprehensive initiative that goes beyond


traditional CSR efforts. It seeks to address the social, economic, and
environmental needs of the communities along the corridor. By investing
in skill development, livelihood generation opportunities, and other
essential services, the program aims to uplift the quality of life and
promote sustainable development in the region in state-West Bengal.

3.5 Objectives of the Project Objectives of the Project:

1. Mitigate Dropout Rates: Reduce the incidence of educational


dropouts by providing an alternative avenue for livelihood
development and social security.
2. Combat Unemployment: Address the challenge of unemployment
by equipping talented youth & women with market-relevant skills,
making them employable and imbibe entrepreneurial spirit.
3. Alleviate Underemployment: Tackle underemployment by offering
specialized training programs that align with the needs of Self-
employment/entrepreneurship, ensuring that individuals are
adequately skilled for their chosen career paths.
4. Empower Economically and Socially Backward Youth: Focus on
