JOB DESCRIPTION

JOB TITLE Health, Safety and Environment Officer

DEPARTMENT Health, Safety and Environment

REPORTING TO: Manager Health, Safety and Environment

PAY GRADE

Summary:

The Health, Safety and Environment Officer carries out the day to day operations of the HSE Department by
providing technical support to the HSE Manager. He/she will be required to execute field monitoring duties on
contractor worksites and will be assisted by the HSE Assistant.

Education, Knowledge and Experience

 Degree in Occupational Health and Safety from an accredited academic institution


 Strong communication and presentation skills
 Ability to respond to emergency situations
 Thorough knowledge of current health and safety best practices and standards
 Ability to work on own initiative and meet aggressive deadlines
 Project Management Certification will be an asset
 Certification in Behavioral Safety Management will be an asset

 In-depth knowledge of OSH Act


 Working knowledge of applicable building codes
 Working knowledge of project management methodologies, techniques and concepts.
 In-depth understanding of relevant ISO standards and reporting techniques
 Proficiency in the use of Microsoft Office Tools and software relevant to job functions.

 Five (5) years’ experience performing HSE duties in a large, diverse organization

Key Duties & Responsibilities
Development of Human Capital
 Performs functions as outlined in the various HR processes as assigned
 Assists with the evaluation of employees and mentoring, coaching, training and development where
necessary.

General HSE Functions

 Conducts risk assessments and develops a HSE gap analysis for the Corporation
 Produces status reports on a monthly basis and undertakes follow-up on recommended remedial action
to ensure compliance
 Prepares and issues HSE information/guidelines to internal stakeholders as necessary
 Assists in the development and implementation of relevant HSE policies and procedures for the
Construction and Facilities Divisions and Office Administration Department
 Facilitates HSE related training as directed
 Assists in drafting and implementation of an Employee Health and Safety Handbook, Templates for the
conduct of Risks Assessments and any other HSE Guidelines / Forms for use throughout the Corporation
 Completes HSE Audits in accordance with the OSH Act and Amendments and the approved Audit Plans
 Performs Health & Safety Risk Assessments at an assigned location –both scheduled or unscheduled
 Develops a list of PPE to be issued to employees based on roles within the Corporation; and submits for
approval
 Attends safety meetings and follows-up on outstanding safety issues as necessary.
 Assists in the development of Emergency Evacuation Procedures as directed
 Highlights non-compliance of safety issue(s) with assigned Project Manager / Facility Manager and records
discussions inclusive of recommendations with timelines for management’s information and follow-up
action
 Participates in HSE related meetings and takes Minutes for follow-up action
 Assists in ensuring that HSE signage is procured and strategically placed in keeping with OSH requirements
 Develops and maintains an up to date HSE Register/database

Construction Projects (including construction at Facilities)


 Supervises the activities of the HSE Assistant on specific site(s) as are assigned
 Undertakes continuous Site Inspections and Walkthroughs and prepares reports on:
o Availability and use of HSE equipment by Corporation’s Employees, other project site staff and
visitors
o Documents where applicable, non-compliance by contractors and/or vendors as it relates to the
OSH Act and Regulations and the Corporation’s HSE Policies and Procedures for Contractors and
Vendors
 Reviews and assesses Contractors’ Incident and Accident logs and submits reports with recommendations
within the specified timeframes
 Makes recommendations for HSE improvements on project sites in keeping with international best
practices and industry standards
 Ensures that required HSE signage is installed as required

Administrative Offices/Corporation managed Facility


 Undertakes safety inspections / risk assessments and makes recommendations to improve HSE
compliance as necessary
 Ensures that HSE signage is effectively displayed as a guide to both staff and visitors
 Conducts fire /evacuation drills as necessary

Records
 Records Minutes of all meetings and undertakes follow-up activities on decisions/action items and
produces progress reports for superior
 Ensures that HSE documentation are kept in accordance with the provisions outlined in the OSH Act
 Maintains the Deportment’s records management function in accordance with the Corporation’s
approved policies and procedures

 Performs any other duties related to the job function as may be assigned
