TCL S8 - Rule Book
1. This cricket league is being organized as collaboration between playing teams and team
captains / representatives need to ensure smooth conduct of the same. Player safety
should be prioritized, and teams can choose to share points if ground condition is unfit for
play because of rains.
2. If need arises we will amend the rules during the course of the season if actions of any
team or players are impacting the fair conduct of the season or the actions are found to
be disrespectful of the rules of TCL. Please note any hostile behavior by teams on ground
will be dealt with through firm actions.
3. Team contribution of *** sgd per team has been collected for trophies only. Expense
details will be shared with all teams at end of season. 3 division of 9 teams each. Each
team gets 8 league matches and total of 36 league matches per division. IPL format for
knockouts.
4. Schedule, League games Umpiring, Pitch allocation once finalised need to be adhered to.
5. All teams need to report in time to ensure pitch availability. This is an open ground
however we expect to always get two available pitches for our matches for 7am and 10
am slot and three pitches for 11am onwards. Incase one team is reason for delay they
penalized with lesser over in their batting innings.
Pitch 2 and 3 match time cut off rules – please finish the 7am match latest by 10.25am
incase of delayed start. For 10am and 1pm matches the cut off time are 1.25pm and
4.25pm respectively. Beyond this time DLS will apply and next teams can move into the
ground to start their respective matches by 10.30 ,1.30 and 4.30pm respectively.
So teams have 4 options – 1. start matches on time , 2. delayed start reduce 1 overs per
side for every 5 minutes of delay 3. Reduce overs for the team which is resulting in late
start or 4. be ready to accept DLS at the cut off time as given above.
7. Bats, Stumps, two new match balls (Vicky maroon or red heavy ball only) , Boundary and 30
Yards cones has to be discussed among the Teams captains and worked out.
2. LAWS OF CRICKET
ICC rules will apply and will be overridden by tournament rules wherever applicable.
i) Judging a Wide – Normal limited overs wide rule shall apply. The wide line moves if the
batsmen moves for the offside rule.
ii) Runs – A penalty of 1 runs will be credited to the batting side. Any additional byes on
wide balls will in addition to 1 run.
i) No batsman shall be given out leg before wicket but a batsmen needs to stay inside the crease or
else can be stumped or runout.
6. NO BALL
i) Free Hit – will be awarded for bowling crease related No Balls only(either
one). On a free hit a batsman shall not be given out except if declared Run
Out. No free hit for height no balls. Field doesn’t change if the same striker is
on the crease. For everything else the field can be changed.
ii) Runs – A penalty of 1 run shall be credited to the batting side in addition to any runs
that may be scored of the No Ball.
iii) Short Pitched Bowling – If a ball passes or would have passed above the shoulder
height of the striker standing upright at the crease, either umpire shall call and
signal ‘No Ball’. One bouncer between the head height and shoulder height
allowed per over.
iv) Bowling of High Full Pitch Balls – A high full pitch ball shall be defined as a ball that
passes or would have passed on the full above waist height of the striker standing
upright at the crease. Should a bowler bowl a high full pitch ball, either umpire shall
call and signal ‘No Ball’. A bowler can have 2 such instances of dangerous bowling
post which the bowler will not be allowed to bowl further in the match.
v) Bowler Dislodging the Stumps in their run-up – Bowler accidentally dislodging the
bails while delivery the ball will be declared a no-ball. Mankading is allowed and
no warning is needed. Mankading can only happen by the bowler before getting
into his bowling stride(refer icc rule on this.)
viii) Mode of Delivery – No under arm bowling allowed. Dead ball if the ball doesn’t
bounce above ankle length after pitching. No ball if it bounces twice before the
batting crease.
8. Rain Rules
Points will be shared if matches can’t get completed due to rain or get abandoned without a
ball being bowled.
If rain comes in the second innings then DLS kicks in after the 5 th over of the second innings. If
a shortened game is possible without impacting the next match scheduled Target should be to
have a minimum 5 over match. No powerplay for a 5 over match. If rain comes in middle of
first innings and 5 overs have been completed and then pitch is playable for second team to
bat, then within cut off time DLS should be applied and a 5 over game or as applicable should
be played keeping the match cut off time in mind.
1) Umpiring support - Main umpire and leg umpire will be from non-playing teams / other division
teams. For knockouts – umpiring will be supported by teams which qualify for knockouts and
will be distributed equally amongst teams.
2) Main umpires decisions will be final and captains / team will have to abide with the same. Leg umpire to
only support with run-out ,stumpings and height no-balls. All other calls from main umpire. Main umpire
can chose to consult leg-umpires if needed. Captains and players should refrain from arguing.
3) Wicket keeper can bowl. He may wear gloves while keeping wickets. He can also be changed
provided umpires and opponent team are informed. In contravention of the above rule the Umpire
will signal a 'No Ball’. Wicket-keeper needs to inform the umpire when the move closer to the
stumps / change positions.
4) Runners allowed if injury picked during the match. 2 substitutes are allowed for fielding alone.
5) Players coming late for match should be aligned between captains before the start of match. Match
should start with min 7 players from both side on the ground.
6) Teams can’t use substitutes for fielding full innings and then have players joining in for batting innings.
This can only be allowed if teams chose to field with less fielders and then a player joins in. This is best
agreed between captains in the ground and ideally no players should be coming in after 10 th over of the
first innings. Please also keep the umpire aligned on this. If a player can’t join by the 10 th over of the first
innings, then the substitute can be asked to replace that player for the match.
7) At the instant of delivery, there may not be more than 5 fieldsmen on the leg side. Bowler and
Wicket keeper are not counted as a Fielder. In contravention of the above rule the
Umpire will signal a 'No Ball’.
8) No batsman shall be given out leg before wicket. There are no leg byes. However, byes and over
throw runs are permitted.
9) In case of Leg Byes, the player can be stumped and Runout as well. It is both batsmen’s
responsibility to remain within the crease.
10) Strictly bowlers who chuck will not be allowed to bowl in the tournament. Batsman must
report to the leg umpire and leg umpire will review the action on the spot and decide if the
bowler can bowl or not. Umpire decision is final and requesting players to oblige to umpires call.
11) Batsman will be allowed to bat either left or right only at the start of the innings.
However, Switch hits or Reverse shots are acceptable. Wide rules changes if the
batsmen goes for a switch hit.
12) One bouncer above the shoulder and within head is allowed per over. 2nd Bouncer above
shoulder level will be called a No Ball. If 1st Bouncer goes above the head then it will be
called a wide directly. If the 1st bouncer happens to be above the head and if the batsman still
connects and gets out. It is OUT. Full toss above waist is a no ball. If 2 full toss bowled above
waist in 1 over, then the bowler is banned from bowling for that match alone
13) Stump to Stump is 22 yards or 20 Meters. Stump to Crease is approx. 1.25 Meters. Umpires
will mark it before play to avoid confusions. Please use 24 steps as standard measure.
14) Less than 7 players or no players from opponent team is considered “No show off for the
match”. Team that is available will get 2 points automatically.
15) Only over stepping the crease will have a free hit (from a No ball called by the umpire).
Guard needs to be told once to the umpire or incase change in bowling side. It doesn’t
need to be repeated every over. In breaking the rule, a NO Ball will be called by the umpire.
No Free Hit for this case.
16) Keep the ground clean and tidy during the play and after play. Make sure empty bottles and
plastics are thrown properly in the Bin. Captains please help to keep the ground clean.
17) Overs will be reduced according to time by the umpires before the start of the play only.
Umpires cannot increase or decrease overs in-between. Minimum overs to be played is 5
overs per side for a result. 3 hours per game is what we have planned and scheduled. So,
during delayed start if the teams have 45mins play time at least then they can still play 5
overs match per side.
18) Umpires and both the captains should agree and understand the boundary lines before start
of the match.
19) Players who are being registered in the tournament should be minimum 18 years old.
20) Batsmen can retire but they can only come once its 9 wickets down and in the order they retired
if multiple batsmen retire.
21) Only if a batsman gets caught out, the new batsmen coming in will only be taking the strike
unless the over is completed.
22) Maximum of 30 players can be registered and teams need to ensure only registered players
play in the matches. Teams to check the same and report for any discrepancy during the
match itself . Players need to have photos uploaded on Cricclubs. Registered players can play
directly in knockouts as well. Teams can make change for players who haven’t played a
single match until the last league match for their respective teams. Incase any player leaves
Singapore during the league matches teams can replace them above the count of 30 but
sharing proof of exit from Singapore.
23) Ball breaking during the match – If the ball breaks and splits into two halves or has
considerable breakage (in excess of 3 cms), then only it will be a dead ball . Else the outcome
of the ball doesn’t change upon discovery of the condition of the ball. Please take note of
this rule.
*Walkover rule* - In the unfortunate event if a team decides to give walkover because of player
shortage or any other reason apart from ground not being fit to play , the below will apply .
1. *Walkover given previous day of the scheduled match* - One point will be deducted from the
total points at the end of the league stages for 1st walkover . 2nd walkover during a season will
result in two points deduction so cumulative 3 points will be deducted from the total points at end
of league stage. 3rd walkover will result in 6 points deduction and losing your spot in knockouts
even if amongst top 7 teams(next in line team will go through in this case ). 4th walkover would
result in team’s participation being terminated from current season and from participation in
future TCL seasons. *Teams can try and avoid these deductions* of 1st and 2nd walkover only by
taking up 4 extra umpiring for teams they gave walkover too or others if those teams have
completed their umpiring.
2. *Walkover given on match day or after opponent has reached ground* - Teams will lose 2 points
at the end of league stage and will also be moved one rank below from wherever they finish at the
end of league stage after the deduction of those 2 points . 2nd such instance of walkover will result
in immediate termination from current season and participation in further seasons. No remedial
measures here.
For teams which miss umpiring duties – below penalty will apply.
1. Any team which misses their umpiring duties completely(per slot and not per match ) - so two
umpires for a match means two slots ) will be losing one point per slot from the points table at the
end of the league stage. So if two umpires don’t turn up it will be counted as two points deduction.
2. 2nd such instance will result in two points per slot missed so four points for that match and in
addition the team will move down a rank from wherever they finish at end of the league stage.
3. 3rd such instance will result in team being terminated from current season and participation in
future seasons of TCL.
No points sharing is allowed between teams by mutual agreement except for when the ground is
deemed unfit to play. In this case also the teams either need to have mutual agreement after
reaching ground or exceptional cases like we have had in current season 7 of non-stop rain during
the weekdays. If one of the team is not aligned to give walkover before being on ground on match
day , then opponents need to also ensure they have min 7 players on the ground to align and take
decision accordingly . less than 7 players from one team and a decision of walkover not being
mutually agreed will result in team with min player count being awarded the 2 match points. No
team can be forced to play if they are concerned for player safety and it will not be an umpire’s
decision as well but both team captains on the ground..
