ADOPTION, ISSUANCE AND PROMULGATION OF THE ENHANCED


TABLES OF SPECIFICATIONS FOR THE SUBJECTS IN THE
RADIOLOGIC TECHNOLOGISTS LICENSURE EXAMINATION

WHEREAS, the Vision Statement of the Professional Regulation Commission


(PRC/Commission) is to serve as an instrument for the Filipino people in securing for the
nation a reliable, trustworthy, and progressive system of determining the competence of
professionals through credible and valid Licensure Examinations;

WHEREAS, Section 9(h) of Republic Act (R.A.) No. 8981, known as the “PRC
(^ Modernization Act of 2000” empowers the Professional Regulatory Boards (PRBs) to
prepare, adopt and issue the syllabi or tables of specifications (TOS) of the subjects for
\ examinations in consultation with the academe, and determine and prepare the questions
\ for the licensure examinations which shall strictly be within the scope of the syllabus or
TOS of the subjects for examination;

WHEREAS, Section 18 of R.A. No. 7431, known as the “Radiologic Technology Act of
1992” provides that all applicants for registration as radiologic technologists shall be
required to undergo an examination which shall be given by the Professional Regulatory
Board of Radiologic Technology (Board), through the Commission;

WHEREAS, the Board issued Resolution No. 01 (s. 2010) on the promulgation of the
TOS for the subjects in the Board Licensure Examinations for Radiologic and X-ray
Technologists;

WHEREAS, the Commission on Higher Education issued Memorandum Order No. 07 (s.
2018) or the “Policies, Standards and Guidelines for the Bachelor of Science in Radiologic
Technology Education (BSRT) Program”. This Policies, Standards and Guidelines
implements the shift from learning competency-based standards to outcome-based
education;

WHEREAS, the Commission issued Resolution No. 1049 (s. 2017), entitled “Prescribing
the Adoption and Promulgation of an Outcome-Based Licensure Examination by All
Professional Regulatory Boards for their Respective Professions”, which enjoins the
PRBs to update and enhance their respective TOS based on the new CHED PSG
issuances. The TOS shall further include the qualifications level descriptors defined in
terms of knowledge, skills and values, application, and degree of independence referred
to in Section 8 of R.A. No. 10968 or the “Philippine Qualifications Framework Act”;

^ WHEREAS, the TOS shall be the basis for the test items to be encoded into the Test
l Questions Databank System;

WHEREAS, the TOS shall include the competencies covering the topics and sub-topics,
the percentage weights and number of items, as well as, the levels of difficulty classified
as follows: Easy (Remembering and Understanding), Moderate (Applying and Analyzing),
and Difficult (Evaluating and Creating);

WHEREAS, the Board conducted a public consultation with its stakeholders in


coordination with the Philippine Association of Deans and Faculty of Colleges of
Radiologic Technology (PADFOCORT, Inc.) and the Philippine Association of Radiologic
Technologists (PART, Inc.), in compliance with R.A. No. 8981;

WHEREAS, the Board, with the guidance of the PRC Consultant for Test Construction
and Development, formulated the TOS for implementation in the Radiologic
Technologists Licensure Examination;

NOW THEREFORE, the Board RESOLVES, as it is hereby RESOLVED, to adopt, issue


and promulgate the “Enhanced Tables of Specifications for the subjects in the Radiologic
Technologists Licensure Examinations”, hereto attached as Annex “A” and made an
integral part of this Resolution.

RESOLVED FURTHER, that this Resolution shall apply in the December 2023 Radiologic
Technologists Licensure Examination and the subsequent schedules thereof.

This supersedes Board Resolution No. 01 (s. 2010) and shall take effect immediately
following the completion of its publication in the Official Gazette or in any newspaper of
general circulation in the Philippines.

Let a copy of this Resolution be furnished the University of the Philippines Law Center
and posted at the PRC Website for information
