: CAFC and CFARMC Educational Tour, Basic Parliamentary

Name of Activity
Procedure and Policy Making Workshop
Date and Venue : August 24-25, 2023, at Bacolod City, Negros Occidental
Rationale :
The functions and compositions of the City Agriculture and Fisheries Council (CAFC) are
due to Executive Order No. 116 that will act as an advisory body to the Department of
Agriculture to ensure the success of its programs and activities. Furthermore, they will establish
a city-wide network of agricultural and fishery councils to serve as the forum for consultative
and continuing discussion within agriculture and fisheries sector.

Meanwhile, the City Fisheries and Aquatic Resource Management Council (CFARMC)
composition and functions are due to Executive Order No. 240. Said EO prescribes
institutionalizing the significant role of the local fisherfolks and other resource users in the
community-based planning and implementation of policies and programs for the management,
conservation, development, and protection of fisheries and aquatic resources of the municipal
waters.

As a wellspring for innovation and development, the council has become a key stakeholder
in the implementation of policies and programs that seek to highlight and address the different
developmental issues surrounding their communities.

By expanding their knowledge and skills in the legislative process of policymaking,

agriculture and fisheries council leaders are then able to develop and propose solutions – in the
form of policy recommendations – that may address and fill gaps in existing local policies. This
activity will also serve as an avenue for the agriculture and fisheries council leaders and local
stakeholders to discuss relevant issues affecting their respective sectors, to collaborate and
recommend possible legislative proposals which will be forwarded to the Sangguniang
Panlungsod for consideration and approval.

This educational tour and capacity-building activity is designed to empower agricultural

and fisheries council leaders to become key local policymakers in addressing the prevalent and
emerging issues affecting the agriculture and fisheries sector in the city.

Objectives:
1. Educate agriculture and fisheries council leaders about the parliamentary procedure
and the importance of council leaders’ participation in policy making.
2. Provide a platform for agriculture and fisheries council leaders to discuss important
developmental issues affecting their sector.
3. Equip agriculture and fisheries council leaders with the competencies required in
crafting concrete local policies that will address the different issues affecting the
agriculture and fisheries sector and their communities.
4. Strengthen collaboration between the agriculture and fisheries council and other local
multi-sectoral stakeholders to discuss and promote innovative policies that will cater
existing policy gaps in agriculture and fisheries development.
