A. FIELD QUALITY CONTROL

A1 Comply with Section 16910

All MV/LV cables and wires shall be tested when splicing and terminations are fully
A2 prepared and completed, except for final connections of cables/wires tails onto
equipment.

A3 Test each conductor for phasing, continuity and insulation resistance (megger).

After completion of the installation of MV/LV cables and wires, carry out insulation
resistance test for 1 minute at 500 V or 1000 V, according to the rated voltage of the
A4 cables/wires under test. The test voltage shall be applied between the conductors and
between each conductor and earth/neutral and shall comply with the requirements of
IEE Wiring Regulations, 16th edition and other applicable standards.

B. Test Procedure from NETA ATS and NFPA 70 (Low Voltage)

Testing is to be carried out ONLY on de-energized cables. Cables shall be tested for their
B1 de-energized state before starting test on them.
NFPA 70, NEC 110.3 & NETA ATS 2007, 5.1

Inspect cable wires for crimping and proper connection in accordance with schematic
B2 diagram.
NETA ATS 2007, 7.3.2.1.4

Perform continuity test of each core of cable drum to ensure no conductor is broken with
B3 certified and calibrated Ohm-meter.
NETA ATS 2007, 7.3.2.2.3

All wires should be left grounded when not on test, during the testing of other wire, until
B4 completely discharged.
NFPA 70, NEC 110.3 & NETA ATS 2007, 5.1

If cable ends are exposed for testing, they shall be re-sealed (water and dust-proof seals)
B5 and firmly secured when not terminated.

B6 Site Test Records and Receipt documents are to be carefully presented in original.

C. TEST EQUIPMENT AND MATERIALS CRITERIA

1. Digital / Analog Multimeter for Continuity Test.

2. Megger for Insulation Resistance Test.

3. For measurement of time, the instruments’ accuracy shall be ±1% or better.

If cable megger test result from conductor to sheath is less than 20 M Ohms, the cable

G. Test Procedure from VENDOR " Arabian Arrows" (Medium Voltage)

G1 Obtain work permit to start Insulation Resistance and Hi-pot Testing.

G2 Implement fully safety measures for personnel and equipment.

Ensure the site where cable is located is properly isolated with safety warning tapes at
G3 both ends of the cables to be tested. Place a watchman at the other end of the cable
during Insulation Resistance and Hi-Pot Testing.

Ensure the cable is de-energized, disconnected end sufficiently placed away from
G4 equipment at both ends of the cable. Ensure cable tags are same on both ends of cables.
Ensure that cable end is isolated using MV insulating sleeve.

Ensure radio communication at both end of the cable before start of test with the
G5
watchman at the other end of the cable.

Check the cable's insulation resistance (IR) using calibrated megger per client standard.
Normally Insulation Resistance checks are conducted on sheath-to-ground (1 kV), Phase-
G6
to-Ground and Phase-to-pahse (5 kV). Insulation Resistance checks to be conducted
before and after Hi-Pot Tests.

Start Hi-pot test using procedure agreed with client / consultant with regards to each
G7 step volt / duration and maximum volts / duration and record each step on the agreed
form.

Record leakage current in milliampere (mA) for each step and observe and take

appropriate safety steps in case of abnormalities.

Once test is complete keep cable under strict supervision at both ends until all residual
G9 electricity is drained to ground for up to 5 minutes depending on length of cable using
properly insulated HV gloves / grounding stick.

Sign Test results form by all witnesses, re-instate cable after completion of all tests and

handover cables to client.

Note: Other inspection criterias which is not in this list & applicable as per site condition shall be refered to the technical specifications & Approved drawings.
