THE PROBLEM AND ITS SCOPE

INTRODUCTION

Rationale

Seasonal events are periodic celebrations or activities that occur at

specific lines throughout the years often linked to cultural, religious, or historical

traditions. These events, which can include festivals, fairs, parades and

ceremonies, are designed to celebrate and reflect a community’s heritage and

values. By draw both local and visitors, seasonal events play a crucial role in

enhancing local cultures.

The city of Tagbilaran, a key gateway to the island of Bohol, is known for

its vibrant cultural heritage and by diverse, seasonal events that draw both local

and international tourists. These events, deeply rooted in tradition and

community life, play a significant role in shaping the city’s tourism dynamics.

However, the specific influence of these seasonal celebrations on tourist

arrivals has yet to be thoroughly examined.

The impact of seasonal events on tourist arrivals in Tagbilaran City, while

potentially beneficial for the local economy, also presents several challenges.

Over- reliance on peak seasons can lead to economic instability and limited

business opportunities, while inadequate infrastructure and resources can

strain the city’s capacity and lead to overcrowding and environmental damage.

Furthermore, the influx of tourists during peak seasons can erode local cultures.

mitigate these problems off-peak travel, invests in infrastructure, preserves

local culture, and encourages responsible tourism practices. By addressing

these challenges, the city can ensure a balanced and sustainable tourism

industry that benefits both residents and visitors.

The goal of studying the impact of seasonal events on tourist arrivals

Tagbilaran City is to understand how these events influence visitor numbers

and the city’s tourism landscape. This research aims to identify and analyze

major seasonal events, quantify their impact on tourist arrivals, and explore the

mechanisms behind these influences. The study will delve into the economic

and social implications of these events, including their benefits and potential

drawbacks. Ultimately, the goal is to develop recommendations for sustainable

tourism development that balances attracting visitors with preserving the city’s

heritage, environment, and quality of life for residents.

Review of Related Literature

The theory supporting this study shows connection with The Impact of

Seasonal Events on Tourist Arrival in Tagbilaran City.

According to Getz (2008), festivals are significant drivers for increasing

tourist arrivals, providing cultural, social, and economic benefits to local

communities. Event tourism is increasingly popular due to its ability to draw

large numbers of visitors to specific areas at particular times of the year,

contributing to economic growth. This aligns with our study as it suggests that

seasonal events, such as festivals, can significantly influence tourist arrivals in

Tagbilaran City.

Another study by McKercher, Mei, and Tse (2006) also suggest that

tourism tied to events and festivals generates substantial visitor interest and

can enhance the destination's brand image. This reinforces the idea that

seasonal events can contribute to the overall attractiveness and popularity of

Tagbilaran City as a tourist destination.

Additionally, this study by Butler, (2001). Seasonal events often play a

significant role in determining the inflow of tourists, where peak and off-peak

seasons are common. This directly relates to our study as it emphasizes the

importance of understanding how seasonal events contribute to fluctuations in

tourist arrivals in Tagbilaran City.

Furthermore, this study by The Department of Tourism (2020) noted

that certain months see a spike in foreign and domestic tourist arrivals,

particularly during local festivals and holidays. However, the monsoon season

consistently leads to a decline in travel demand. This aligns with our study by

highlighting the specific seasonal factors influencing tourist arrivals in

Tagbilaran City.

Lastly, this study by Rodriguez, (2020). The local government and

businesses benefit economically during these periods, while the off-season

often leads to reduced income and employment. This directly relates to our

study's focus on the impact of seasonal events on tourist arrivals, as it

underscores the economic implications of these fluctuations.

Legal Bases

Tourism Act of 2009 (Republic Act No. 9593).This law provides the

overall framework for tourism development in the Philippines, including

provisions on promoting tourism, regulating tourism activities, and protecting

tourism resources. It's essential to see how this law applies to Tagbilaran City

and its tourism industry.

Local Government Code of 1991 (Republic Act No. 7160).This law

gives local government units (LGUs) the authority to regulate tourism activities

within their jurisdictions. Tagbilaran City, as an LGU, will have its own

ordinances and regulations related to tourism.

Clean Air Act (Republic Act No. 8749).This law regulates air pollution,

which is relevant to events that might generate noise or emissions.

Clean Water Act (Republic Act No. 9275).This law protects water

resources and could be relevant to events held near bodies of water.

Significance of the Study

Tourism industry. The tourism industry can use the study to better

understand tourist patterns and optimize their operations, marketing strategies,

and service offerings during peak and peak-off seasons. This can lead to

increased revenue, improved customer satisfaction, and more efficient

resource allocation.

Teachers. Teacher can use the study as a real-world case the teach

students about tourism managements, economic impacts of tourism and the

role of cultural and seasonal events in shaping tourist behavior. It can serve as

a valuable educational resource to illustrate theoretical concepts in a practical

context.

Learners. Students for learners can gain practical insights in to how

seasonal events affect tourism, enhancing their understanding of the tourism

industry. The study can help them develop analytical skills and apply theoretical

knowledge to real-world situations, preparing them for future careers in tourism,

hospitality, or related fields.

Future Researchers. Future researchers can build on the findings of

this study to explore further aspects of tourism seasonality, develop new

hypothesis, and conduct more in depth research. This study can serve as a

foundation or reference point for future academic work, contributing to the

broader body of knowledge in tourism studies.

Researchers. Researchers can use the study as a foundational

resource to explore various aspects of tourism dynamics, particularly how

seasonal events influence tourist behavior and local economies. It provides

data and insights that can be analyzed further to develop new theories,

identifying emerging trends, and propose strategies for improving tourism

management. Additionally, the study can inspire future research on related

topics, such as sustainable tourism.

RESEARCH METHODOLOGY

Research Design

The research design for the study titled "The Impact of Seasonal

Events on Tourist Arrival in Tagbilaran City" will utilize a mixed-methods

approach involving both quantitative and qualitative data collection. The primary

research instruments include surveys administered to tourism students to

assess their customer service skills and understand their perceptions of how

seasonal events impact tourist arrivals. Additionally, interviews will be

conducted with staff from the City Tourism Office and one Information

Supervisor from Ocean Jet to gather professional insights. Discussions with

locals will provide further qualitative data to explore the broader community's

views on tourism management. This comprehensive approach aims to analyze

specific seasonal events, evaluate tourist arrival data, and identify strategies for

enhancing tourism sustainability and improving the overall visitor experience in

Tagbilaran City.

Research Environment

The research environment will be situated within Tagbilaran City,

focusing on two key locations: the Tagbilaran City Tourism Office and the

Shipping Lines Information Supervisor's office at Tagbilaran City Port. The

Tagbilaran City Tourism Office, located at CPG Avenue, Poblacion II, Tagbilaran

City, Bohol, will serve as the administrative hub for local tourism activities.

Meanwhile, the Shipping Lines Information Supervisor will operate within the

Tagbilaran City Port, situated at Gallares St., Tagbilaran City, Bohol. The

combined research area will encompass the tourism and transportation sectors

of Tagbilaran City, specifically designed to gather data on tourism management

and port operations.

RESEARCH INSTRUMENTS

This research will gather data to assess the customer service skills of

tourism students and understand how seasonal events affect tourist numbers

in Tagbilaran City. The study will look at specific events, analyze tourist arrival

data, and explore ways to improve tourism in the city. By combining surveys,

interviews with tourism professionals, and discussions with locals, the research

aims to provide insights for better managing tourism demand, promoting

sustainability, and enhancing the overall tourism experience in Tagbilaran City.

Research Procedure

Pre-Data Gathering. The researchers will seek permission from the

Tagbilaran City Tourism Office, conducted to relevant studies on the impact of

seasonal events on tourism. Subsequently, researchers identified the

participants and arranged schedules with them as they were interviewed

separately.

Actual Data Gathering. The participants will participate in answering

the survey questionnaire that the researchers prepared. Furthermore, they will

be informed that they have the freedom to participate in the study and to

withdraw when deemed necessary.

Post Data Gathering. After the surveys are done, the researchers will

check and study the answers. They will make sure all information is kept private.

The results will be explained in a report, with conclusions and suggestions.

Ethical Considerations

The researchers strictly adhered to the highest ethical guidelines and

principles in conducting this study involving research teachers. Before the

interview begins, the researchers will remind the participants of the importance

of confidentiality and anonymity during the process.

Informed Consent. The researchers will observed the basic ethical

considerations when conducting the study. The participants will be provided

with consent forms and informed of their freedom to choose whether to

participate or decline. Further, the researchers will adequately informed about

the study and the entirely of its process before obtaining their full agreement

Confidentiality Pledge. The researchers will ensured the confidentiality

of the gathered data relative to the personal information of the participants and

will not disclosed it to the public under circumstance. This will be guaranteed

by the following activities:

• The researchers will replaced with respondant’s name with pseudonyms

or letters

• The researchers will remove and destroy the narratives containing

respondents' names after analyzing the results.

• The researchers will have sole access to the master list of themes.

• Files containing research data will be password-protected and

encrypted to keep the data secure.

Authorization to Access Private Information. The interest of

the participants will be protected by Republic Act 10173 also known as

the Data privacy Act of 2012, henceforth, any pertinent data or

information of the participants of this will not be accessed, transported,

or copied without the approval and consent of the Regional Research

Committee (RRC).

DEFINITION OF TERMS

Seasonal Events. This refers to the seasonal events during the month

of May and December.

Tourist Arrivals. This refers to the increasing or decreasing of local

tourist during the month of May and December.
