1. INTRODUCTION:

This document defines the methodology, sequence, control measures, safety and quality control
requirements, and equipment to be used in performing the works as established in the project
specifications and relevant referenced documents

2. Scope of Works.

- The scope of work described in this method statement is applicable for the EXCAVATION AND
BACKFILLING for Proposed G+19 (G+3P+16F+R) Residential Building, Business Bay, Dubai,
UAE.
This document should be read in conjunction with the following documents:
- Specification IFC & Shop drawings authorities’ requirement
- Inspection Test Plan
- Project soil report

5. Responsibilities.

A full and detailed description of the roles and responsibilities of all contractor staff is included
within the Project Quality Plan. For the works as covered by this method statement.

- Project Director
To ensure that the work procedure is safe & activities are carried out according to approved MS,
shop drawing and specified quality is achieved to the Engineer's satisfaction.
Overall Management of the Site Team and Project Programs, including the current subject.
He is responsible to plan and manage all tasks related to submittals /execution of this activity to
the completion and to take the requested corrective action related to any raised NCR. He is also
responsible to coordinate with the Consultant and with other concerned persons to finalize any
variation/ problem related to this activity.

- The Construction Manager


Shall liaise with the Engineers & Safety Engineer to ensure work is carried out in accordance with
Quality & Safety requirements.
The Construction Manager shall coordinate with Site PE/SE to ensure that the necessary
resources to implement the works as per approved MS, AHA and JHA have been allocated.

- The Project Engineer


Shall ensure that the site preparation activities are conducted according to the approved Method
Statement and that all in-situ testing as required by Inspection and Test Plan are resourced and
implemented. The PE shall follow up SE and construction team for the proper and timely execution
of the works.

- The Material Engineer


Will ensure that the materials being used are in accordance to the Project specification and tested
through ITP and forward all the results to the QS Section in order to submit with Inspection
Request for approval.

- The QA/QC Engineer

Liaise with consultant site representative for conducting Inspection on day to day basis upon
receive Inspection request through Site Engineer.

- The SE/Foreman is responsible to organize the work in a safe and efficient manner, including
all safety requirements and PPE, implementation of the work as per the MS and the ITP.

- The Site Engineer


Shall report to the Project Engineer and confirm, day to day, all the Work Inspection Request
(WIR) status approved by the Consultant representative.

- Responsibility of the Survey Team


Is to perform all the required surveying activities required to achieve target dates and confirm the
survey part of the Inspection request are approved by
Consultant.

- HSE Inspector / Officer


Ensure safe work procedures implemented and followed, provide required tool box talk, verify site
activities are followed RA, Stop all unsafe work activities.

6. APPROVED MATERIAL
a) Only Approved material shall be used for back filling.

7. RESSORCES, TOOLS AND EQUIPMENTS

1- Subcontractor approval

Excavation & backfilling will be done by approved subcontractor from Client /consultant.

2- Shop Drawing approval

- Specification IFC & Shop drawings authorities’ requirement

Obtained from third party laboratory accredited from Dubai Municipality.

To achieve best quality in less time & cost with the same manpower, Subcontractor provides the
suitable tools for Excavation & Backfilling Tools and equipment are to include but not limited to

8. Method / Procedure

The Earth work consists of the following stages


1 Survey and Setting out
2 Excavation
3 Backfilling
4 Roller Compaction
8.1 Survey and Setting out.
- Check and ensure that the instruments are calibrated and suitable for survey prior to
commencement the work.
- The reference survey permanent control points which are given by the client shall be
cross checked and protected well.
- Temporary control points shall be set out in a professional manner with reference to the
permanent control points for the construction purpose.
- The setting out works shall be carried out to fix grid pillars at required locations as per
drawings.
- Before any setting out operations, pre-check shall be done at least between two control points
to avoid any possible error. Temporary Bench Mark (TBM) for construction has to be
established with respect to the Permanent Control points given by the client and it shall be

protected well.
- Accuracy shall be maintained throughout the surveying work. If in case any error is detected
it shall be rectified before proceeding with the further work in accordance with the requirements
of the specification
- Area to be excavated will be marked by surveyor; Depth of excavation shall be established

and approved by the consultant.


- All soil testing and field density tests will be undertaken by approved Third Party testing
laboratory on the request of SCEGC

- Frequency of testing will be as per specification or as guidance by the Consultants.


- Prior to Excavation ensure the underground utilities are identified and secured/any shrubs
are existing structure to be removed by notifying to Engineer.
8.2 Excavation
1- Prior to commencing excavation, attention will be paid for the following activities.
All necessary permits shall be obtained from concerned authorities for utilities /services prior
to start excavation.
Area to be excavated will be marked by surveyor; Depth of excavation shall be established
and approved by the consultant
The marked lines and levels of the excavation area will include working space on sides with
signage's showing the depth to be excavated from the existing ground level.
2- Prior to start excavation the area shall have Adequate support and safety precaution to
prevent slip or subsidence, running sand, mud & loose soil in the sides of excavation or vertical cut
will be provided as if necessary.
3- All excavation works shall be carried out as per approved drawings.
4- Constructional plant or other vehicles shall not be operated or parked adjacent to
excavations. Earthwork material or other materials shall not be placed adjacent to
excavation.
5- Excavation will be carried out using proper sized mechanical machines, as shown in the
equipment list. Rigger man will accompany mechanical operations to observe the
excavation.
6- Where loose soil in encountered, there is likelihood of collapse, the sides of excavation will

be stepped / sloped to an extent depending on the materials being excavated. Any
excavation deeper than 1.5 m will be adequately protected / shored as required on site.
7- The Surveyor and the Site Engineer will monitor the depth of excavation to prevent over
excavation of the area and will ensure that the excavated levels are in accordance with the
approved shop drawings.
8- Material classification of excavated material shall be done to determine whether t is
suitable /unsuitable for use in filling or embankment as per contract specification.

9- If suitable, it shall be stored on an approved location used for the filling or embankment.
10- If unsuitable, it shall be disposed of in the specified disposal area. Final level shall be
checked with client / consultant and record shall be made for this joint inspection.
11- Excavated material that can be used for subsequent backfilling activity will be
stockpiled at locations convenient for re-handling and as approved by the Consultant.

8.3 Backfilling
1- Prior to commencing any backfilling operation, all previous activities will be completed
and filling area will be presented to the Consultant for inspection. No permanent material shall be
placed in the excavation until SCEGC has obtained approval from Consultant / Client.
2- All backfilling materials will be in accordance with Specification of Excavation & earth works
and duly approved by Consultant.
3- The samples of backfill materials shall be collected for testing and all the relevant testing
shall be done at the approved Third party testing laboratory. The test values shall meet
the specification requirements.
4- Filling will be built up over its full width and divided into layers not exceeding 300mm
loose depth and compacted to 250mm depth (as directed by Engineer) as mentioned in the
approved drawings.
5- When filling against foundations or walls, the material will be filed symmetrically to prevent
eccentric loading and special care will be taken to protect waterproofing.

8.4 Compaction
1- The base/ backfilled layer shall be poured with potable water prior to compaction and
the moisture content of the soil shall be the optimum moisture content.

2- Compaction of each layer shall be done by compactors till we get dry density for the
base layers 95% of the maximum dry density for the Backfilled layers.
3- The compaction test shall be done each layer by the approved 3 party laboratory by
using the sand replacement method and test results will be submitted to the consultant for
approval. The layer thickness shall be controlled as per the specification and drawings.
4- ITP for Earthwork shall be followed ,and inspection shall be carried out as per the
approved ITP and records shall be maintained by site QA/QC Engineer.
5- The Formation level shall be well compacted and compaction test shall be taken below the
foundation for each villa . The foundation level shall be verified, if required bearing
capacity test shall be done by approved third party lab.
6- All safety requirements shall be implemented as per the SCEGC Safety manual and additional
requirements from Consultant in accordance with project specification, and HSE requirements.

TOLERANCE:
Top Surface of backfilling under Exterior Concrete:+/-12mm from required elevations
Top surface of backfilling +/-25mm from required elevation

9 PPROGRAM

10 QA/QC

The complete work shall be inspected by the consultant and approval shall be obtained for the
same. The following shall be maintained to control the Quality of work:
- Inspection &Test Plan
- Inspection Request
- Check Sheets

11 Health Safety and Environment

1- Method Statement Review, Approval and Communication

Method Statements shall be reviewed and approved internally by the Project Manager and

HSE Lead Engineer being issued for site operation. The assigned Construction Manager shall
ensure that the method statement and risk assessments are communicated to the site
execution team. Records and signatures shall be maintained by the Construction Manager.

2- Job Safety Analysis (JSA) and Task Briefing


Job safety analysis and task briefing shall be completed by Construction Manager along with
all staff involved on the Storm water activities. JSA's shall be communicated to site team by
the area Project Engineer/Site Engineer/General Foreman/Foreman prior to commencement
of works and at regular intervals thereafter or after any significant change in the location
activity, personnel, equipment, climate, etc. All persons attending JSA briefings shall sign the
JSA attendance form. Supervising consultant personnel shall attend JSA/Task briefings.

3- Risk Assessments
The Project Manager and HSE Manager shall identify the potential hazards before starting
any activities on project site and they will plan a proper safety procedures and measures to
mitigate or eliminate these defined hazards. Also risks assessment shall be carried out
whereby various activities are identified along with their possible dangers and hazards. The
existing controls are checked for adequacy and fit requires an additional controls and
resources to mitigate the consequences of possible incident, SCEGC shall deploy and provide
such measures.
Risk assessments shall be produced for all tasks described in this method statement. Risk
assessments shall be communicated to the workforce prior to commencement of works.
Risk assessment is attached as with this method statement.

4- Permit to work (PTW)


The purpose of this procedure is to provide a safe system of work in the Site, and to give
guidance to those carrying out the work. The Construction Manager have the overall
responsibilities for ensuring this provision are made for the implementation of safe systems of
work. A duly signed PTW shall be available in the work Location

5- Inspection and Monitoring


The HSE Lead Engineer shall ensure that inspection and monitoring is carried out in

accordance with SCEGC Project Health and Safety Plan. All inspections and monitoring to be
recorded

6- Personal Protective Equipment


PPE shall be worn at all times and shall be reinforced by site supervision at all times. The
PPE requirements are Hard Hat, Steel Cap Safety Boots, and High visibility vest, safety
glasses and gloves. The Project HSE team shall be responsible for the selection and issue of
mandatory PPE. All job specific PPE shall be provided by the Construction Management
through the Stores.

7- Competence and certification


UG services operators shall be 3rd party trained and competent.
All drivers shall be holding valid UAE incense and defensive driving training.
All Plant and Equipment operators shall be holding valid UAE driving license and approved
Third Party Certificate.
All Plant and Equipment shall have a valid Third-Party Inspection Certificate
Flagman- Internal Flagman training course.

8- Plant and Equipment


The Plant Manager shall be responsible for ensuring that all vehicle& equipment used by the
Construction Team are in good condition, preventative maintenance is performed, holding
valid registration documents, insurance coverage and 3rdparty inspection & test certificates.
All heavy vehicle &equipment shall be fitted with audible reverse alarm and revolving warning
lights. Fire extinguisher shall be provided for all plant and equipment SCEGC Lead HSE
Engineer shall carry out periodic inspection of fire extinguishers.
All plant and equipment shall maintain a buffer zone to avoid interaction, in addition situational
awareness training will be given to all operators. The Plant Manager to ensure that all Plant
and Equipment, daily inspection checklist are being carried out and completed by a competent
person SCEGC Lead HSE Engineer shall carry out periodic inspection.

SCEGC management will ensure that arrangements are in place to ensure the controlled or
organized delivery, collection of materials, and Loading and unloading of Plant and
equipment. SCEGC Construction Manager shall provide suppliers and subcontractors with full
information on the access way and traffic regulations so that any congestion and disruption
may not arise by the vehicles operated.
All Delivery collection drivers shall attend induction with regards to traffic management. This
shall include site layout and designated route, speed restrictions, site traffic requirements,
loading, unloading requirements, any specific risks and any additional relevant information.
SCEGC management shall establish a proper vehicle parking areas for delivery of
collection vehicles. Parked vehicles shall be turned off with hand brakes on.

9- SCEGC shall ensure the following:


1- arrangements are in place to ensure all delivery, collection drivers report to security
upon arrival to site; delivery, collections is made at designated storage, collection areas;

of materials can be unloaded, loaded safely by mechanical means where appropriate in


safety and without risk to others on site;
2- Those involved in material handling are trained in the site delivery procedures;
· vehicle loads are checked prior to entry to site to ensure that they are safe;
· vehicle loads are checked and approved by both the employer and the driver following
loading on site prior to release of the vehicle for exit from site;

10- Traffic Management


Traffic Management Plan (Logistics/ Traffic Management Security Plan) has been
established.
In summary:
· Construction team to ensure that all SCEGC site access roads are monitored.
· Supervisor shall be responsible for segregation of pedestrian from Plant and
Equipment movements. Flagman shall be assigned for purposed of managing the
traffic and plant and equipment movement.
· Site access roads will be designed to minimized reversing operations by having one- way system
and assigning turning points.

· Site access roads shall be maintained by the construction team at all times. All
reversing movements shall be controlled by competent flagman.
Control of traffic routes and priorities shall be established and separated where practicable
between normal site traffic and heavy earth moving plant. Loaded plant shall have right of way at
all times, and procedures for reversing and maneuvering shall be implemented and shall include
the use of audible alarms on dump trucks and banks men where necessary. Particular attention
shall be paid to plant operator 'blind' areas where plant is maneuvering in confined areas.
Traffic Signage shall be provide on access roads i.e. Danger Excavation, Heavy Vehicle
Movement, Heavy Vehicle Crossing, Speed Limit, Hump/ Ramp, Men at Work, etc.by the
construction team.
· All vehicle driver Heavy equipment operators/drivers, Plant and Equipment operators
shall follow all traffic management signage's and project speed limits.
· Flagman's on fixed location will be provided with shades and drinking water. All flagman's will be
positioned on safe locations.
Pedestrian movement will be segregated using necessary measures (Hand
barricading, demarcations, signage, etc.) from vehicles and equipment's.

11- Training
The Project Health and Safety Plan contains the HSE Training Matrix for the project. The
Project Manager responsible for ensuring that time is allocated for the delivery of the project
training matrix. The HSE Manager/Engineer is responsible for the delivery of the training. All
necessary training and certifications will be obtained for operatives and supervisors prior to
the commencement of activities. If Employer/Supervising Consultant inspection are needed,
Employers/Supervising Consultant inspectors will be provided with necessary training and
briefing prior to the commencement of inspection and training/briefing records must be sent
to Supervising Consultant HSE representative.
Third Party certification training is required for all person operating service locator equipment.
Full list of Environment, Health and Safety training requirement are listed on the Project Health
and Safety Plan.

12- Disciplinary Procedure


Project personnel and subcontractor personnel who violate the HSE requirements shall be

subject to the Disciplinary action procedure. A full copy of the disciplinary procedure is
contained in the Project Health and Safety Plan. The disciplinary procedure applies to all
personnel irrespective of position and seniority.

13- Hazard Warning Signage


Applicable Hazard warning signage’s shall be provided on site (Excavation signs, Men at
Work, Speed Limit, Emergency Number Emergency Response, etc.) by the Construction
team.

14- Environmental
Waste shall be controlled by disposal into designated covered skips/ containers.
Waste collection, transportation and disposal shall be carried out only by companies
registered with ECS Dubai Municipality:
Wastes generated during the Dewatering works (food wastes and other) shall be collected at
site and disposed through waste skips. The construction teams shall be responsible for
ensuring this happens. Fuel and oils will be stored in bounded tanks and waste oils will be
collected and disposed of by a licensed specialist contractor. Static plant, i.e. compressors,
generators and pumps, will be sited overdrives. Approval will be obtaining approval (permit

for discharge point) for discharge of water pumped through dewatering Ground water shall be
pumped away and disposed of as directed in the discharge license. Refueling of plant will not
be carried out adjacent to water courses or rivers and mobile refueling browsers will be
equipped with spillage kits, containing absorbent mats and granules etc., for which specific
training in their use has been provided by the manufacturer. Maintenance of plant all vehicle,
plant and equipment will be carried out at designated places, Spill kits will be carried by the
maintenance team.

15- Weather Condition


Work shall not commence or continue in case of poor weather or visibility

16- Welfare Arrangements


The Project Manager will be responsible to ensure the provision of adequate resources for

welfare facilities on the project.
The following welfare arrangements will be provided for the project employees

-Drinking Water
Adequate water dispensers with provision of cold drinking water will be provided.
The water dispensers will be located at all shaded rest areas and offices;
· Chilled drinking water will be provided at suitable points and marked "drinking water"
using the applicable languages required.
· Filtered will be available by maintaining water supply lines with filters, and that filters
are cleaned, replaced twice per week and records are kept.
· Water storage tanks are cleaned and maintained on monthly basis.
.Drinking water will be provided in personal water bottles (BPA free) for all personnel
on site.
.Drinking stations will be available at an approachable distance.

Sanitary Facilities
SCEGC Project Management will ensure that appropriate welfare facilities are provided
and maintained according to the size of the workforce and nature of the work on the project.
.SCEGC will provide an independent toilet with the mobile sewage system and with
running water.

· The site toilets shall be cleaned and sanitized on regular basis and the results of
inspection recorded.
.Toilets will be available at an approachable distance
.Facilities for shelter and taking meals
.SCEGC will make the following provisions:
.Provide sufficient and conveniently accessible air-conditioned rest areas closed to
work area
.Eating on site is strictly prohibited, all workers will be taken on air-conditioned dining
halls with air-conditioned food storage areas.

17- Prevention of Heat Stress/ Heat Stroke

Heat Stress/ Heat Stroke are one of the main occupational health issues in
construction sites during the summer days. A Heat illness protection plan has been
developed prior to commencement of works. To prevent heat stress and heat stroke
the Project Manager will appoint a water superintendent prior to works commencing.

18- Emergency Arrangements


The (ERT) role is to manage any emergency situation which may arise on site. The ERT team
shall help to minimize any human suffering and economic losses that can result from
emergencies.
The Emergency Response Plan is detailed in Project Health and Safety Plan.
Emergency number and response measures shall be displayed at worksites.

Summary of procedure
· Duty phone Holder responds to call and confirms details from caller
· Duty phone Holder assumes control stating he is the Person In Charge (PIC)
· PIC alerts other ERT members to the scene
· PIC or other ERT member carries out an assessment and takes appropriate action
.PIC calls ambulance if necessary
· T h e PIC may also decide to call an external emergency services such as fire brigade or
civil defense ambulance service
· PIC instructs members to bring appropriate equipment i.e. . First aid bag, rescue
equipment, chemical spill kits etc.

.PIC arranges crowd control/ security/access egress issues


.PIC announce send of drill and informs ERT Leader and senior construction manager of
the emergency Incident Reporting to Employer /PMC/ Supervisory Consultant
Arrangements by SCEGC to Report Incidents to Employer /PMC/Supervising Consultant.
·Fatality-Immediate
· Serious/ time injury- within 30minutes' medical treatment injury
· First Aid Cases - in monthly report
·Significant near miss - within 30 minutes
· Any environmental incident that requires the SCEGC to report to DDA

In all of the above cases the SCEGC HSE Engineer will notify the Employer /Supervisory
Consultant by telephone call and SMS immediately. SCEGC will prepare within 24 hours, an initial
report describing the incident and issue to Employer / Supervisory Consultant. In the event of a
serious injury or a significant near miss/ environmental event, SCEGC will submit a detailed
written investigation to Employer /Supervisory Consultant within 72 hours. In the event of a fatality
a detailed written investigation report, including police reports, is to be submitted to Employer /
Supervisory Consultant within five working days. In cases where sub-contractors are appointed,
SCEGC shall ensure that the reporting requirements of the relevant authorities and Employer are
met.
All incident records will be securely retained as long as the site/ service are operational plus three
Years thereafter.
