▪ Retrofitting will introduce planning in existing built-up area to achieve Smart City
objectives, along with other objectives, to make existing area more efficient & liveable
▪ In retrofitting, area consisting of more than 500acres will be identified by city in
consultation with citizens
▪ Depending on existing level of infrastructure services in identified area & vision of
residents, cities will prepare strategy to become smart
▪ Since existing structures are largely to remain intact in this model, it is expected that
more intensive infrastructure service levels & large number of smart applications will be
packed into retrofitted Smart City
▪ Strategy may be completed in shorter time frame, leading to replication in another part
of city

▪ Redevelopment will effect replacement of existing built-up environment & enable co-
creation of new layout with enhanced infrastructure using mixed land use & increased

▪ Redevelopment envisages area of more than 50 acres, identified by Urban Local Bodies
(ULBs) in consultation with citizens
▪ [For Example] New layout plan of identified area will be prepared with mixed land-use,
higher FSI (Floor Space Index) & high ground coverage

▪ Greenfield Development will introduce most of Smart Solutions in previously vacant area
(more than 250 acres) using:
• Innovative Planning
• Plan Financing

with provision for affordable housing, especially for poor
▪ Greenfield Developments are required around cities in order to address needs of
expanding population
▪ [For Example] One well known example : GIFT City in Gujarat
▪ Unlike Retrofitting & Redevelopment, Greenfield Developments could be located either
within limits of ULB (Urban Local Bodies) or within limits of local Urban Development
Authority (UDA)
