Impact Lecture Series for IIC Institutions

I. Introduction:

The scheme provides financial assistance to the institutions that are part of the network
of Institutions’ Innovation council of MoE’s Innovation Cell for organizing impact lecture
sessions by inviting external experts on innovation, IPR and start up. These sessions
intend to generate awareness and skill on I&E & IPR among students and faculties of IIC
Institutes established in aspirational districts (as per NITI Aayog, Annexure-I) with
preference to IIC institutes of Himalayan region mentioned in states/districts given in
Annexure-II.

II. Objective

Institution’s Innovation Council established at HEI helps in planning, channelizing and


organising round the year activities in the areas of innovation, entrepreneurship and IPR
to sensitise and motivate students and faculties to pursue innovation and start-up during
their academic.

Conduct of impact lecture sessions in HEIs are one of the approach under the IIC program
to support IIC institutions to generate awareness on innovation, IPR and start up in such
institutions with funding assistance from MIC & AICTE. The impact lecture sessions in
selected IIC institutions will not only a streamlined campus innovation and start-up
ecosystem but also help in establishing strong connection with ecosystem enablers at
regional and national level, and aware students and faculty members about innovation
ecosystem in their surrounding and at national level.

The Impact lecture series scheme requires IIC institution to organise two sessions in the
field of innovation, IPR, and start up by inviting successful innovators, patent expert and
entrepreneurs and resource persons from innovation and start-up ecosystem.

III. Guidelines for Selection of Institutions

 Institute with operational IIC and secured not more than 2.5 star in the IIC
calendar year 2021-22 or established IIC in the current academic year.
 IIC Institute with complete formation of My Council and are regularly conducting
Quarterly council meetings.
 The IIC institute has submitted a minimum of 3 activity reports during the IIC
calendar year 2022-23.
 IIC Institute enrolled as "Mentee" as part of the Mentor-Mentee scheme will be
given preference. However, the Impact lecture sessions should be conducted by
the Mentee institute itself.
 Preference will be given to the HEIs from North-East region states, J&K and
Ladakh as mentioned in Annexure-II.
 Preference will be given to the HEIs from the Aspirational Districts (Refer the list
from NITI AYOG) as in Annexure-I.

IV. Application Processing Methodology


 Online submission of application will be taken through IIC portal only.
 Evaluation, screening & scrutiny of applications at MoE’s Innovation Cell (MIC),
AICTE by the expert committee.
 The final decision will be taken by the MoE’s Innovation Cell(MIC), keeping in
view the recommendations made by the expert committee and the availability of
funds for the scheme.
 After the MIC’s approval, the Sanction Letter for the Impact Lecture Session will
be sent to the selected institution along with the total grant sanctioned.

V. How and When to Apply

 Applications are invited by the third week of June 2023. Institute must apply
through their IIC institute login ID at https://iic.mic.gov.in/login

VI. Guide line for conducting of sessions and Criteria


• Impact lecture sessions should be conducted in offline mode.
• Each session should have a minimum duration of 1.5 hours and should be
delivered by a minimum of two external experts. The topics should be related to
Innovation/Entrepreneurship/IPR/Design Thinking.
• The institute should identify experts with a minimum of 5 years of experience
in the field of innovation/entrepreneurship/IPR, preferably as incubation heads,
start-up founders, innovators, IP experts, or as per the requirement of the topic.
• IIC institutes may seek the assistance of a "Mentor" institute to design the
session, identify experts, and conduct the session.
VII. Funding Assistance from MIC/AICTE

 A total maximum funding amount of Rs. 20000/- for conducing two impact
sessions in physical mode will be given to selected IIC institutes.
 Expenditure must be according to the Budget breakup given in point VII.
 Impact lecture sessions should be conducted in offline mode.

VIII. Disbursement of the Funds

 100% of the sanctioned amount will be released as grant in aid to the account of
the head of the institute of IIC Institute only.
 This Sanction Order may be treated as Offer Letter for all purposes.
 The grantee institution shall observe all financial norms and guidelines as
prescribed by the AICTE/ Government of India from time to time. GOI GFR rules
(@https://doe.gov.in/order-circular/general-financial-rules2017-0) should be
followed during utilization of grant.

IX. Terms and Conditions


a. Conducting the lecture Session
 Impact lecture sessions should be conducted in offline mode.

 Competent and experienced experts with credibility deriving from state/national


level I&E ecosystem should be invited as speaker to deliver the session. President
of the IIC will take the call on finalizing the experts.
 HEI’s need to ensure in-house participation of minimum of 50 students and 10
teaching and non-teaching staff
 Duration of each impact session should be of minimum 1.5Hours.
 IIC-Institute is advised to carryout assessment and feedback (either by using
google form or any other suitable medium) followed by the session to assess the
subject level understanding of the participants.
 IIC Institute may issue certificates to the participants attending the session and
have submitted assessment successfully. For this purpose, IIC-institute may use
the MIC logo and IIC logo in the certificate.
 IIC-Institute may invite more than two experts to deliver the session.
Reimbursement to the experts can be made as per the budget breakup mentioned
in the point no. VII.
 IIC-institute is free to invite more than 2 experts if they want to do so and the
additional cost required to complete the program must be borne by the institute
from their own or other sources. But the quality of the activities should not be
compromised.
b. Utilization/Refund/Maintenance of Released Fund

 The College/Institute shall maintain proper accounts of the expenditure out of the
grants, which shall be utilized only on the scheme.
 AICTE/MIC or its nominee shall have the right to check/verify the account to
satisfy that the fund has been utilized for the purpose for it was sanctioned.
 The Principal / Director / Registrar shall intimate about the receipt of the grant
to AICTE/MIC.
 The released/sanctioned fund for organizing the impact lecture sessions
cannot be utilized for any other programme/ sessions.
 In case the impact lecture session is cancelled, the funds must be returned back
to AICTE/MIC immediately with interest accrued thereon.
 In any case, if the institute is required to refund the grant or interest accrued
thereon or balance amount, the amount will be refunded to AICTE/MIC. (by
way of a demand draft in favour of INNOVATION CELL ACCOUNT payable at
New Delhi or through NEFT/RTGS at INNOVATION CELL ACCOUNT, Account
No:37903899633, IFSC: SBIN0050203, SBI, SHASTRI BHAWAN, RAJENDRA
PRASAD ROAD, NEW DELHI 11000
 As MIC needs adequate time for depositing the Demand Draft in the bank, the
same be immediately dispatched to avoid any lapse of the validity period.
 The Institute shall strictly follow the provisions laid down in the scheme
document and sanction order No. ……………………. dated ………………. issued by
this office. All correspondences related to the scheme must contain this number
along with year of sanction of the scheme; failing which correspondence will
not be entertained.

c. Use of Logo

 The MIC and IIC logo must be prominently displayed for promotion and
certificate.
 The session venue in terms of stage backdrop/ podium must prominently
display the MIC and IIC logo.
 All publicity materials/ advertisements/ brochures/ invitation cards/ any
other collaterals/ event backdrop etc. related to Impact lecture session must
carry the MIC and IIC logo.

X. Report and Supporting Document Submission

IIC institution shall submit the report along with following supporting documents
within prescribed period of the completion of impact lecture session.

 Original Statement of actual expenditure in the prescribed proforma duly signed


by the Head of the institution and countersigned by Registrar/Finance
Officer/Govt. Auditor
or
In case of self-financing/private institutions, Statement of actual Expenditure &
Utilization Certificate are required to be audited & signed by a Charted
Accountant (with membership no., full address & stamp). Photocopies of formats
are enclosed.

 The Utilization Certificate (UC) supported by Audited Statement of Expenditure


to the effect that the grant has been utilized for the purpose for which it has been
sanctioned shall be furnished to the AICTE/MIC immediately after completion of
the scheme to the following Address:

It should contain the head-wise break up of expenditure made from the grant-in-
aid provided by the Council. Audited Statement of Expenditure indicating
expenditure incurred in the total duration of the scheme in the prescribed format
and GFR-19 shall be submitted to the Council.
 After conduct of the impact lecture session, institute has to fill up and submit
report on the IIC portal and upload following documents:
 Copy of proceedings of the sessions.
 Feedback sheet of the participants.
 Geotagged photographs (maximum 10) of the impact lecture session.
 A video of 2-minute duration having: (i) Introduction by Coordinator
mentioning the name and state of institute. (ii) Impact lecture session
details and achievements attained through Conference (iii) How the
Impact lecture session was beneficial to students, faculty and institute?
(iv) Acknowledgement of AICTE/MIC support.
XI. Monitoring

 AICTE/MIC may depute an Officer/Observer to oversee the quality of the


conference and collect feedback from the venue

XII. Expected Outcomes

 Active participation and involvement of students, faculties and staff and most
importantly members of the IIC institute in the program.
 Awareness generation among students, faculties and staff on recent developments
and new approaches for innovation, entrepreneurship and intellectual property and
their importance in wealth creation at individual level and at national level.
 Nurturing leadership potential of student innovators, and entrepreneurs by providing
them coordination role to achieve the program objective.
 Program will set foundation for institute’s participation in MoE’s Innovation and
Entrepreneurship initiatives such as IIC, NIRF-Innovation Ranking, Hackathons, NISP,
YUKTI Innovation Repository, YUKTI Innovation challenge and related programs at
MIC and AICTE.
 Strengthening the connection of IIC institutions located in Himalayan/North Eastern
region/Aspirational Districts with national innovation and entrepreneurial
ecosystem enablers.
