What is OSHA?

• Responsible for worker safety and
health protection

• Is there a need for OSHA?
Each year... About 6,000 deaths from
workplace injuries
• An estimated 50,000 deaths from illnesses
cause by workplace exposures
• 6 million non-fatal workplace injuries
• Injuries alone cost U.S. businesses more than
$125 billion

• Has OSHA made a difference?


YES!
Since 1970 OSHA has:
• Cut the work-related fatality / casualty rate in half
• Reduced overall injury and illness rates in industries where OSHA
concentrated its attention.
• Virtually eliminated brown lung disease in the Virtually eliminated brown lung
disease in the textile industry, and
• Reduced trenching and excavation fatalities by Reduced trenching and

What does OSHA do?


• Encourages employers and employees to reduce
workplace hazards and implement new or improve
existing safety and health programs.
• Develops and enforces mandatory job safety and
health standards.
• Maintains a reporting and recordkeeping system to
monitor job-related injuries and illnesses.
• Provides assistance, training and other support,
programs to help employers and workers.

Who is covered by the OSH Act?

• All employees and their employers under Government


authority.
• Coverage provided either directly by Government
OSHA or through an OSHA-approved state program.
• Does not cover the self-employed or immediate
members of farm families that do not employ outside
workers.

OSHA Standards

• OSHA is responsible for writing and enforcing


standards that employers must follow.
• Where OSHA has not issued specific standards,
employers are responsible for following the OSH Act's
“General Duty Clause .
States with OSHA-approved programs must set
standards at least as effective as federal standards

What does OSHA require?

Introduction to EM 385-1-1 2008
Purpose. This manual prescribes the safety and health requirements for all Corps of Engineers
activities and operations.

• major subordinate commands districts

• Laboratories
• field operating activities (FOA)
• USACE contracts

General.
The provisions of this manual implement and
supplement the safety and health standards and
requirements referenced above. Where more
stringent or rigid safety and occupational health
standards are set forth in these requirements and
regulations, the more stringent standards shall
apply.
• Mission applicability introduced above shall
include the following:

Construction contract work under the provisions of
FAR Clause 52.236-13.
Contractors shall comply with the latest version of
EM 385-1-1 (including interim changes) that is in effect the date of solicitation.
Prior to making an offer, bidders should check the HQUSACE Safety and
Occupational Health web site for the latest changes.
No separate payment will be made for compliance with this paragraph or for
compliance with other safety and health requirements of this contract.

(2) Service, supply, and research and development contracting actions.


(3) Contracting actions for hazardous, toxic, an radioactive waste site
investigation, design, or remediation activities.
Compliance with this manual shall be a contract requirement.
c. Changes. All interim changes
(changes made between publication of new editions) to this manual and the
effective date of change will manual, and the effective date of change, will be
posted on the Safety and Occupational Health Office.

BREAKDOWN OF FATALITIES
• 56% falls from height
• 19% trapped by something collapsing or overturning or Excavation cave-
ins
• 10% struck by a moving vehicle
• 5% contact with electricity or electrical discharge
• 4% struck by a flying/falling object during machine lifting of materials
• 3% contact with moving machinery or material being machined
• 2% exposure to confined space
• 1% exposure to a hot or harmful substance

CONCLUSION
• All accidents are preventable.
• No job is worth getting hurt for.
• Every job will be done safely.
• Incidents can be managed.
• Safety is everyone’s responsibility.
• Continuous improvement. Safety as a “way of life” for 24 hours/day
• Legal obligations will be the minimum requirements for our health &
safety standards.
