II. RATIONALE

With the rising awareness of gender inclusivity and the commitment to

providing a safe and welcoming school environment, the current comfort rooms
require rehabilitation to accommodate a gender-neutral facility. Research
indicates that gender-neutral bathrooms significantly enhance the sense of
belonging and safety for all students, including those from diverse gender
identities. Recommendations from recent assessments and GAD seminars
highlighted the importance of adapting school facilities to be inclusive. By
converting our facilities, we can foster an environment where all students feel

II. RATIONALE
Reading proficiency is foundational for all learning areas, and early literacy support
significantly contributes to a student’s academic success. Recent assessments at
Masagana Elementary indicate that a percentage of pupils in Grades 1-6 are reading
below their grade level, underscoring the need for a targeted reading program. This
program will help improve reading skills, foster a love for reading, and create a
supportive environment for literacy development. Importantly, the program will ensure
equal participation of boys and girls, considering their unique reading preferences and
needs.

III. DESIRED IMPACT AND OUTCOME OF THE PROJECT

 Improve reading comprehension and literacy skills of elementary pupils.
 Reduce the number of students reading below grade level by 30% by the end of
the school year.
 Develop a reading culture within the school that encourages lifelong learning and
academic achievement, particularly promoting equal opportunities for boys and
girls.
