PROJECT PROPOSAL

I. ACTIVITY DESCRIPTION

Activity Title : Installation of one (1) unit water bestank

Type of Activity : Infrastructure Installation for Gender Inclusivity

Activity Proponent : Devilla ES / Gender and Development (GAD)
Focal Person
Number of Beneficiaries : Approximately 74 pupils and 8 school personnel
Location of Beneficiaries : Barangay Devilla, Santa Cruz, Marinduque

Date of Implementation: Proposed start date – February 2025

Area of Activity Implementation: Devilla Elementary School
Budget Requirement: Php 26,800.00

II. RATIONALE

With the rising awareness of gender inclusivity and the commitment to

providing a safe and welcoming school environment, the current comfort rooms
require rehabilitation to accommodate a gender-neutral facility. Research
indicates that gender-neutral bathrooms significantly enhance the sense of
belonging and safety for all students, including those from diverse gender
identities. Recommendations from recent assessments and GAD seminars
highlighted the importance of adapting school facilities to be inclusive. By
converting our facilities, we can foster an environment where all students feel
secure and respected. (upon consultation……..)

III. DESIRED IMPACT AND OUTCOME OF THE PROJECT

Create an inclusive, safe, and supportive environment for students and staff, regardless of
gender identity.

Reduce incidents of discomfort, bullying, or discrimination within restroom facilities.

Promote school-wide awareness of gender inclusivity and respect.

Align with the DepEd’s gender-sensitive and child-friendly school standards.

1. Risk: Budget Overruns

o Cause: Unexpected price increases in materials or labor costs.
o Mitigation Measures:
 Conduct a detailed cost assessment and lock in prices with suppliers through
early procurement.
 Prioritize essential upgrades first to ensure completion within budget, with
optional enhancements if funds allow.
2. Risk: Resistance from Stakeholders (e.g., parents, staff, students)
o Cause: Lack of understanding or support for gender-neutral facilities.
o Mitigation Measures:
 Hold informational meetings with stakeholders (parents, students, teachers) to
explain the purpose and benefits of a gender-neutral restroom.
 Provide an anonymous feedback mechanism for concerns and questions to be
addressed transparently.
 Collaborate with the school's GAD committee to run awareness campaigns and
clarify inclusivity goals.
3. Risk: Delays in Project Timeline
o Cause: Unavailability of materials or workforce, weather-related disruptions.
o Mitigation Measures:
 Use a phased timeline with built-in flexibility to accommodate potential delays.
 Source materials locally where possible to avoid supply chain issues.
 Maintain a list of backup suppliers and contractors.
4. Risk: Safety and Privacy Concerns
o Cause: Improper construction or design flaws affecting users' comfort and security.
o Mitigation Measures:
 Implement robust design features for privacy (e.g., floor-to-ceiling partitions
and secure locks).
 Conduct regular checks with a quality assurance team at each stage of
construction.

 Type of Activity: Literacy and Reading Comprehension Program for Elementary

Students
 Activity Proponent: Masagan ES / Language and Reading Coordinator
 Number of Beneficiaries: Approximately 350 students in Grades 1-6, including
an equal number of boys and girls
 Location of Beneficiaries: Masagana Elementary School
 Date of Implementation: Proposed start date – January 2025
 Area of Activity Implementation: School library, classrooms, and designated
reading corners
 Budget Requirement: PHP 5,000
 Budget Requested: PHP 5,000

II. RATIONALE
Reading proficiency is foundational for all learning areas, and early literacy support
significantly contributes to a student’s academic success. Recent assessments at
Masagana Elementary indicate that a percentage of pupils in Grades 1-6 are reading
below their grade level, underscoring the need for a targeted reading program. This
program will help improve reading skills, foster a love for reading, and create a
supportive environment for literacy development. Importantly, the program will ensure
equal participation of boys and girls, considering their unique reading preferences and
needs.

III. DESIRED IMPACT AND OUTCOME OF THE PROJECT

 Improve reading comprehension and literacy skills of elementary pupils.
 Reduce the number of students reading below grade level by 30% by the end of
the school year.
 Develop a reading culture within the school that encourages lifelong learning and
academic achievement, particularly promoting equal opportunities for boys and
girls.
 Align with the DepEd’s K-12 Basic Education Program goals for literacy and
language development.

IV. RISK MANAGEMENT PLAN

 Risk: Limited Parental Support
o Cause: Busy schedules or lack of awareness of the program’s importance.
o Mitigation Measures: Conduct inclusive parent orientation meetings to
explain the program’s benefits, offer strategies to support reading at home,
and encourage regular reading sessions with children. Ensure that these
meetings are scheduled at convenient times for both working fathers and
mothers.
 Risk: Insufficient Resources (books and materials)
o Cause: Inadequate funding or availability of age-appropriate materials.
o Mitigation Measures: Partner with local NGOs or government agencies
for book donations and seek contributions from community members and
alumni. Specifically, aim for diverse reading materials that reflect gender
equality.

 Risk: Lack of Student Engagement

o Cause: Low interest in reading activities among some students.
o Mitigation Measures: Use engaging methods such as storytelling, read-
aloud sessions, and digital reading materials that cater to both boys' and
girls' interests. Incorporate a reward system to motivate students and
ensure it recognizes achievements of both genders.

V. PROJECT ORGANIZATION AND STAFFING

 Project Manager: School Principal / Reading Program Coordinator
 Support Staff: Classroom Teachers, Librarian, and Volunteer Parents (ensuring
equal representation of genders)
 Oversight Committee: School GAD Committee, PTA, and selected community
members

VI. PROJECT WORK PLAN

 Phase 1: Initial Assessment and Benchmark Testing of students' reading levels
(Month 1)
 Phase 2: Orientation with parents, students, and teachers about the reading
program and objectives (Month 2)
 Phase 3: Implementation of Reading Activities (Months 3-5)
o Daily guided reading sessions in classrooms
o Weekly storytelling and read-aloud sessions in the library
o Monthly progress assessments with disaggregation of data by gender
 Phase 4: Evaluation and Post-Program Testing (Month 6)
 Phase 5: Program Assessment and Reporting of Results (End of Month 6)
