1- Scope and purpose:-

1.1 To ensure that installation precast concrete interlocking block pavers for terminal works along with all
related activities are executed safely and in accordance with the contract requirement and that all
quality assurance / control activities are conducted in a systematic manner

1.2 This method statement outlines the procedure to be followed for concrete pavers for the project.

1.3 This method statement describes the responsibilities, procedure, inspections and/or tests to be carried
out, associated with the works.

4- Personnel & Responsibility:-

4.1 Senior Construction Manager:


Ø Senior Construction Manager is responsible for the implementation of Method Statement & safety of all
operations during activity.
Ø Senior Construction Manager shall ensure that the key personnel are well aware of the Employer
Requirements and Method Statement.
Ø Ensure availability of welfare facility for the workforce.
Ø Senior Construction Manager shall ensure that all resources like Manpower, Material and Equipment are
available to carry out the work as planned and without any delay or confusions.
Ø Coordinate with the QC and EHS team for proper execution of work in a safe environment.
Ø Implement and monitor effectiveness of the risk assessment program
Ø Regularly discuses OSH at periodic meetings.
Ø Ensure allocation of budget and resources to execute the activities as per the legal and local
requirements.

4.2 Construction Engineer:


Ø The Construction Engineer is responsible to carry out the work as per the Method Statement, Employer
Requirements and Approved Drawings.
Ø The Construction Engineer shall ensure that the resources are available to carry out the works as
scheduled.
Ø The Construction Engineer shall be available at site full time for the execution of works as per schedule
and ER.
Ø Ensure that MS/RA trained to site supervisors upon approval and prior to work executions, in additional to
periodic training for the MS/RA.
Ø Ensure reporting of any new hazard/ incidents/ unplanned event to EHS team to review of the MS/RA.
Ø Ensure that all workforces are fully aware about the emergency response and evacuation procedure.
Ø Ensure full compliance with EHS recommendations during ejection of the activity.

4.3 QA/QC Manager:


Ø Manage the planning, preparation and implementation and maintenance of the Method of Statement
Ø Ensure that the work is carried out as per the approved MS, shop drawing, specification and project
quality plan.
Ø Ensure that the method of statement is communicated to the workforce before doing the activity.

Ø Take immediate action if there is any non-conformity observed at site.

4.4 QA/QC Engineer/Inspector:


Ø The QA/QC Engineer/Inspector is responsible for the effective monitoring, implementation &
documentation of QA/QC Procedures.
Ø The QA/QC Engineer/Inspector shall ensure the implementation of ITP and Method Statements.
Ø The QA/QC Engineer/Inspector shall ensure that all the approvals are available for the safe movements of
works.
Ø The QA/QC Engineer/Inspector will coordinate with the consultant for site work inspection.

4.5 Foreman:
Ø The Foreman is responsible to carry out the work as per the Method Statement, Specification and
Approved Drawings.
Ø The Foreman shall be available at site full time for the execution of works.
Ø Ensure that workforce is trained about the MS/RA.
Ø Ensure that welfare facilities are well maintained and housekeeping is proper during work execution.
Ø Ensure that daily task briefing is conducted prior to work commencement.
Ø Ensure that head counting is in place after break hours.

4.6 Surveyor:
Ø The Surveyor shall ensure that all the survey related works carried out as per the approved drawings.
Ø The Surveyor shall ensure that setting out and level carried out with Total station and Auto level.
Ø For all survey related works he shall be available at site full time.

4.7 Applicators / subcontractor (if any):


Ø The Applicator shall be trained and approved from Main Contractor

4.8 Safety Manager:


Ø Leadership of development, implementation and maintenance of the MS/RA from EHS side.
Ø Ensure that RA is consulted and well educated to the workforce through the construction team.
Ø To assist the hazard of any used chemicals and to advice the management for the required resources to
execute the activity safely.
Ø Ensure that all near misses/ incidents are reported/ recorded on time and to concerned parties.

4.9 Safety Engineer/Officer:


Ø The Safety officer shall observe and advise all site personnel of all safety requirements in addition to
giving safety inductions on regular basis or whenever necessary.
Ø Conduct induction/training to site staff/workers.
Ø Conduct site inspection and report deficiencies to project manager/HSE Manager

5- Health & Safety:-

5.1 The Safety engineer/officer is responsible for check the site safety and health precautions are
effectively completed prior to start the activity on site.
5.2 The Safety engineer/officer responsible to carry out safety induction for the workers.
5.3 The Safety engineer/officer responsible to conduct safety tool box meeting prior start activity on site in
daily basis.
5.4 The Safety engineer/officer responsible to inspect and monitor the site work activities and ensure the
workers wear PPE equipment (such as gloves, safety belt, helmet and safety shoes) and prepare safety
report.
5.5 The Safety engineer/officer has the responsibility to assess any process has particular safety risk and
addressed as required.
5.6 The Safety engineer/officer has the responsibility to ensure that working during night time has
adequate lighting and adequate space and good ventilation.
5.7 The Safety engineer/officer has the responsibility to ensure that working at height shall be safe and
make all precautions to avoid falling from height.
5.8 The Safety engineer/officer has the responsibility to ensure the site openings are provided with
barricade, tape and safety nets.

8- Methodology:-

8.1 Prior Activities:-

Ø Verify the survey bench marks, control points and intended elevation of the works are as shown on the
drawings.
Ø Ensure all necessary work permits are obtained.
Ø Ensure all machineries and equipment’s are in working condition and certified by approved for use.
Ø Obtain safety sign board and flagging will be provided for pedestrian and traffic diversion purpose.
Ø All precautions shall be taken to avoid any disturbance to any existing structures / activities.
Ø Ensure all material is stocked sufficiently and approved by the Engineer.
Ø All testing of stocked material has been done & accepted by Engineer.
Ø All the received material has been verified and approved through material inspection request after site
delivery.
Ø Materials that do not comply with the requirements of ER shall be rejected and removed immediately
from the site of the works unless otherwise instructed by the Engineer. No rejected materials, the defects
of which have been corrected, shall be used until approval has been given by the Engineer.
Ø Ensure that top of the granular base layer and the bitumen primer layer to receive the bedding sand has
been inspected and approved by the Engineer.
Ø Any thickness deviation or irregularity shall be corrected in the base coarse layer and not by increasing the
thickness of bedding sand. All rectifications shall be done and approved by Engineer prior to starting the
paving works.

Ø Field trials on bedding sand to give a depth after compaction of the paving units of 20 mm, are performed
and approved by the Engineer.

8.2 Laying Interlocking Paving Units:-

Ø Curbstone and edge restraint curbs installation works shall be completed prior to lay the paving block
Ø Bedding material shall be spread and screened to a be of uniform thickness and within ± 3 mm of the
specified thickness as determined by the trials.
Ø The bedding material shall be well leveled as per required grade considering the thickness of paving block
at the particular area.
Ø Any depressions in the screeded sand exceeding 3 mm shall be loosened, raked and re-screeded before
laying the paving blocks.
Ø Along box drains, a 20-40 mm gravel filter 50 mm wide by 100 mm deep, wrapped in geotextile will be
placed directly in front of the PVC pipes and install 30 mm PVC pipes through the box drain, to allow for
bedding sand drainage.
Ø Pattern for laying the paving blocks and their thickness shall be as per approved shop drawings and as
approved by the Engineer. Full blocks shall first be laid and filler pieces where required afterwards.
Ø Paving blocks shall be laid as per the approved pattern as close together as possible such that the spaces
of the joints are between 2mm and 3mm wide between adjacent units such that all joints are correctly
aligned. No joint shall be less than 1.5mm nor more than 4mm.
Ø It is important that the spaces be consistent so that the pattern will remain constant.
Ø Any necessary cutting of concrete paving blocks or flagstones shall be done with a mechanical block
splitter.
Ø Cut pieces shall be greater than 30 percent of full paving unit and to be shared uniformly with the next
complete unit.
Ø Closure units shall be planned and positioned to avoid the need for mortar infill. Concrete or mortar infill
shall not be used.

8.3 Initial Compaction:-

Ø Upon completion of paver blocks laying, area shall be cleaned from all debris.
Ø Completed paved areas shall be compacted to achieve consolidation of the sand bedding and brought to
the required graded levels and profiles by not less than two (2) passes of a suitable high-frequency, low
amplitude mechanical flat plate vibrator plate compactor.

Ø The plate compactor shall have the following minimum characteristics:


a) Weight: 300-600 kg
b) Plate Area: 0.5-0.6 m2
c) Centrifugal Force: 30-65 kN
Ø Any units that show any structurally damage prior to or during compaction shall be immediately removed
and replaced.
Ø All work further than one meter from the laying face shall be left fully compacted at the completion of
each day's laying.
Ø No construction traffic shall be allowed on the compacted area. Area shall be well cordoned to prevent
any traffic.

8.4 Joint Filling:-

Ø After completion of the initial compaction and the approval of the Engineer of the surface, joint filling
sand shall be brushed into the joints and a sand layer of 10-20 mm shall be spread over the tiles.
Ø Excess sand shall then be removed from the pavement surface and the jointing sand shall be compacted
with not less than one (1) pass of the plate vibrator and joints re-filled with sand to full depth.
Ø This procedure shall be repeated until all joints are completely filled with sand.
Ø Filling sand shall be dry when spread and compacted.
Ø No traffic shall be permitted to use the pavement until all joints have been completely filled with sand and
compacted.

8.5 Final Compaction:-

Ø After completion of the joint filling final compaction shall proceed.


Ø Final compaction shall be achieved by not less than ten passes of a pneumatic tired roller having a
ballasted weight of not less than twenty tons, and tire pressures of 800 kPa.
Ø Pavements which deform by more than 5 mm over a 3 m section during final compaction shall be taken
out and reconstructed to the satisfaction of the Engineer.

9- Program:-

Ø The work plan and time schedule of work will be submit prior to mobilization and commencement of each
activity.

10- QA/QC:-

Ø All material control and above activity shall be controlled as per the approved project quality plan and
procedure.
Ø As a record of joint inspection activity checklist will be provided for inspection and work certification by
contractor representative.
Ø On the basis of activity checklist work inspection request will be submitted later with all supporting
documents.

11- House Keeping:-

Ø All work places will be cleaned from waste materials and ensuring clean and healthy work environment as
well as maintain free access and egress in the event of emergency. All generated waste shall be shifted to
the centralized waste segregation area.

12- Safety:-

Ø All the above operation shall be executed in according with the occupational health, safety and
environment plan.
Ø Safety procedures are to be considered before, through and after the completion of the work to avoid any
possibility of danger to humans or the construction.
Ø Movement of vehicles should be controlled to avoid any confusion with any other casual traffic.
Ø All the above operations shall be executed strictly in accordance with Project Occupational Health, Safety,
Security and Environmental Plan, once it becomes an approved document.
Ø Prior to the commencement of any activities, the workforce will receive a safety induction on the project
site safety requirements; this safety induction will include Project HSE Policy, project details and layout,
site management team, general site HSE requirements, emergency procedure including emergency
contact numbers, roles and responsibilities of the workers, site discipline, general environmental
awareness, PPE requirements.
Ø The HSE roles and responsibilities shall be delivered to all staff (construction manager, engineer,
supervisor, foremen, and charge hand).
Ø All activities will be performed according to the control measures and instructions prescribed in the
attached Risk Assessment Sheets.
Ø All Vehicles will have valid licenses and passes before entering the site.

Ø PPE shall be issued to all personnel (Mandatory PPE’s: Hard hat, Safety glass, high visibility vest, Safety
shoes and cover all. Task specific PPE; Dust mask, goggles, hand gloves).
Ø Specific training shall be given for task specific tools and equipment’s; records shall be kept in HSE
department.
Ø Heat stress training will be provided during summer time, records shall be kept in HSE department.
Ø Welfare facilities will be provided to all personnel (toilet, rest room, first aid room etc).
Ø Adequate cool drinking water, shade and hydrolyte shall be placed.
Ø Plant and equipment shall have back up alarms, lights and all other applicable safety devices.
Ø Provide Banks man when operating equipment reverse and moving the equipment where pedestrian
movement is exist.
Ø Risk assessment could be reviewed anytime followed the instructions of consultant or change in activity
or regulations.

13- Emergency Response:-

Requirement of the Project Emergency Preparedness and Response plan shall be strictly followed.
Ø In the event of an accident, contact the area HSE Supervisor.
Ø Easy means of access/Rescue the workers will be available at all time.
Ø Contact numbers of all emergency supervisors will be distributed to site personnel (Site engineer, Safety
officer, male nurse and concerned authorities and emergency services).
Ø Injuries will have the highest priority to be directly dealt with at once.
Ø There are different types of situations that we need to consider under this section. These are:
Basic first aid – approved first aider shall check for the required treatment.
Medical – to be taken to the nearest hospital if it’s not cleared from basic first aid.
Ø Property damage – any damage to existing property or utility the respective authority be notified
Ø Fatality – Call ambulance and police immediately
Ø Fire – Call civil defense immediately
