Project: Planning Handoff Binder (PHB)

Planning Handoff Binder is used to automate planning functions required for engineering tasks. Within PHB, we can perform project
costing, funding acquisition, and job authorization. Binders in PHB are opened and maintained by planning and contain all the
relevant information and supporting documentation required to initiate and plan a project. After the job is approved, the binder is
handed off to the implementation engineer. This information is electronically transferred to the JAM (Job Administration
Management) application, the tool used by the implementation engineer to initiate and complete TEOs. After the job has been
handed off, it becomes inactive in PHB. The job is then owned by the implementation and is tracked in JAM.
